RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH THE CARIBBEAN CENTRAL AMERICAN
ACTION, INC., IN THE AMOUNT OF $50,000
IN SUPPORT OF THE 1987 MIAMI CONFERENCE
ON THE CARIBBEAN TO BE HELD NOVEMBER
30TH-DECEMBER 2ND, 1987 IN THE CITY OF
MIAMI; UTILIZING FUNDS APPROPRIATED IN
THE DEPARTMENT OF DEVELOPMENT'S 1987-88
FISCAL YEAR BUDGET.
WHEREAS, the City of Miami wishes to continue its support
of the "Miami Conference on the Caribbean" for 1987, an event
organized by the Caribbean Central American Action (C/CAA); and
WHEREAS, the major theme of this year's conference will be
public policy issues which affect the Caribbean Basin; and
WHEREAS, it is anticipated that this event will have the
participation of about 2,000 persons including various United
States and foreign dignitaries; and
WHEREAS, this event will provide benefits in the form of
income to host industries, business contacts to area firms and
international stature for Miami;
NOW,THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. The City Manager is hereby authorized to execute
an agreement, in a form acceptable to the City Attorney, with the
Caribbean Central America Action Inc., in the amount of $50,000
in support of the 1987 Miami Conference on the Caribbean to held
November 30th-December 2nd, 1987 in the City of Miami.
Section 2. The City Manager is hereby authorized to utilize
funds appropriated in the Department of Development's 1987-88
fiscal year budget for said purpose.

The recommendation to fund this organization is based on the
Department of Development's evaluation of this organization's
past and proposed contributions to the City of Miami.
Since its beginnings, the City of Miami has supported the Miami
Conference on the Caribbean, an event that has become a premier
forum for the Caribbean Basin heads of government and top ranking
officials of the U.S. Administration as well as private sector
decision makers of the region.
This year, the central theme of the conference will be public
policy issues which affects the Caribbean Basin, with particular
emphasis on the legal and regulatory framework guiding CBI trade
policy.
A fu11 day of the conference will be devoted to a comparison of
trade policies and programs of non U.S. countries which provide a
market for Caribbean exports.
As an official part of the pre -conference agenda, a group of key
U.S. Canadian, European and Caribbean Basin parliamentarians will
meet in Miami. They will discuss their political and economic
agenda for supporting positive CBI policies at the executive
level of their governments in the upcoming year. Five CBI
presidents and prime ministers are also expected to attend the
conference.

The U.S. information agency will provide live television coverage
of the Miami Conference via a new satellite network which will
broadcast major sessions to the Caribbean and Central America.
Funds in the amount of $50,000 have been appropriated for the
Caribbean/Central American Action, Inc., in the Department of
Development's 1987-88 fiscal year budget.
