A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE U.S. DEPARTMENT OF COMMERCE FOR AN AMOUNT NOT TO EXCEED $11,000 TO REIMBURSE THE DEPARTMENT FOR EXPENSES INCURRED THROUGH PARTICIPATION IN THE MIAMI CONFERENCE ON INTER-AMERICAN TRADE AND INVESTMENT TO BE HELD IN MIAMI DECEMBER 3-4, 1987 AND FOR EXPENSES INCURRED IN CONJUNCTION WITH STAGING THE U.S. DEPARTMENT OF COMMERCE WESTERN HEMISPHERE SENIOR COMMERCIAL OFFICER CONFERENCE IN MIAMI TO BE HELD DECEMBER 7- 9, 1987; USING $25,000 THEREFOR AS ALLOCATED IN THE FY '88 BUDGET TO FUND BOTH THE MIAMI CONFERENCE ON INTER-AMERICAN TRADE AND INVESTMENTP AND THE U.S. DEPARTMENT OF COMMERCE WESTERN HEMISPHERE SENIOR COMMERCIAL OFFICER CONFERENCE. WHEREAS, the City is desirous of strengthening and expanding its commercial and economic relations with the countries of the Western Hemisphere to create employment and revenues; and WHEREAS, the City is desirous of fostering greater participation on the part of small and minority businesses in international trade and business; and WHEREAS, the Federal government will bring commercial officers stationed in U.S. embassies throughout the Western Hemisphere to Miami to provide individualized trade and investment counseling concerning Miami's principal trading partners in the Caribbean and Latin America thereby generating tremendous trade and investment opportunities for small and minority businesses; and WHEREAS, the sum of $25,000 has been allocated in the Department of Development FY '88 budget to fund the Miami Conference on Inter -American Trade and Investment to be held in Miami December 3-4, 1987 and the U.S. Department of Commerce Western Hemisphere Senior Commercial Officer Conference to be held in Miami December 7-9; CITY COMMISSION MEETING OF OCT 22 1987 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section I. The City Manager is hereby authorized to execute an agreement with the U.S. Department of Commerce for an amount not to exceed $11,000 to reimburse the Department for expenses incurred in conjunction with the Miami Conference on Inter - American Trade and Investment to be held in Miami December 3-4, 1987 and the U.S. Department of Commerce Western Hemisphere Senior Commercial Officer Conference to be held in Miami December 7-9, 1987. Resolution/City c6onference on Inter - American Trade and Investment REFERENCES ENCLOSUREsOctober 22nd Commission Meeting It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager to enter into an agreement with the U.S. Department of Commerce for an amount not to exceed $11,000 for the reimbursement of the Department for expenses incurred as a result of its participation in the City of Miami Conference on Inter -American Trade and Investment to be held in Miami December 3-4, 1987 and for expenses incurred in conjunction with the staging of the Department of Commerce Western Hemisphere Senior Commercial Officer Conference which the Department has agreed to hold in Miami December 7-9, 1987. A sum of $25,000 has been appropriated in the Department of Development FY '88 Budget for staging both the City's Conference on Inter - American Trade and Investment and the U.S. Department of Commerce Western Hemispiture Senior Commercial Officer Conference. The Department of Development has reviewed this recommendation. BACKGROUND: The City of Miami with the support and cooperation of the Department of Development will stage a major conference on doing business in Canada, Latin America, and the Caribbean: the [Miami Conference on Inter -American Trade and Investment to be held December 3-4, 1987. In addition, numerous organizations representing South Florida's international business community will join the City in sponsoring this event including the Florida Exporters and Importers Association, the Florida Department of Commerce, the World Trade Center, International Center of Florida, the Beacon Council, the Dade County Department of Aviation and the Seaport of Miami, and the District Export Council, will stage a major conference on doing business in Canada, Latin America, and the Caribbean: the Miami Conference on Inter -American Trade and Investment to be held December 3-4, 1987. 31-/ En 0 0 -2- The Department of Commerce, in return for a commitment on the part of the City to partially reimburse them for food, travel, and lodging expenses, has agreed to make available its elite corps of Senior Commercial Officers heading the commercial sections of the U.S. embassies throughout the Western Hemisphere. In addition, the Department of Commerce agreed to hold its yearly Western Hemisphere Senior Commercial Officer meeting in Miami December 7-9, 1987 immediately following the City's Inter - American Conference. Although a sum of $25,000 has been specifically appropriated in the FY *88 Department of Development budget for funding both conferences, authorization from the City Commission is being sought to empower the City Manager to enter into an agreement with the U.S. Department of Commerce to compensate it for the aforementioned conference -related expenses for an amount not to exceed $11,000. The ►4liami Conference on Inter -American Trade and Investment will offer tremendous opportunities to Miami's international business community. The Senior Commercial officers will form the focal point for the Inter -American Conference. The Senior Commercial Officers are our nation's foremost authorities on the commercial and economic conditions in their assigned countries. In addition to country presentations, each officer will be available for private business counseling sessions. A special minority outreach effort is planned to assist minority firms already engaged in international trade to expand their international operations and orient minority firms interested in entering the international marketplace.
