A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AMENDMENT TO THE AGREEMENT DATED
JUNE 15, 1987 BETWEEN SPILLIS, CANDELA &
PARTNERS, INC., AND THE CITY OF MIAMI, FOR
STAGE II OF THE RENOVATION AND EXPANSION OF
THE "JCONUT GROVE EXHIBITION CENTER, IN A
F' ACCEPTABLE TO THE CITY ATTORNEY; FURTHER
!,,rHORIZING A FEE OF $325,000 FOR STAGE II
PROFESSIONAL PLANNING AND DESIGN SERVICES
WITH A TOTAL PROJECT BUDGET OF $5,000,000,
UTILIZING PROCEEDS OF THE MIAMI SPORTS AND
EXHIBITION AUTHORITY SUBORDINATE OBLIGATION
NOTE SERIES 1985 HELD BY SUN BANK MIAMI,
N. A.; AND FURTHER AUTHORIZING THE CITY
MANAGER, UPON THE IDENTIFICATION OF THE CITY
FUNDING SOURCE FOR AN ADDITIONAL $2,000,000
OF PROPOSED CODE UPGRADING, RENOVATIONS AND
REPAIRS TO THE EXISTING BUILDING, TO EXECUTE
A SECOND AMENDMENT TO SAID AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH A
FEE OF $190,000 FOR THE ADDITIONAL
PROFESSIONAL SERVICES TO BE PAYABLE FROM THE
$2,0000000 CITY FUNDING SOURCE.
WHEREAS, the new Exhibition Oversight Committee recommended
to the City of Miami Commission that the City Manager be
authorized to initiate the process for the renovation and
expansion of the Coconut Grove Exhibition Center; and
WHEREAS, in an effort to attract more conventions to the
City, the City of Miami Commission proposes to renovate and
expand the Coconut Grove Exhibition Center; and
WHEREAS, it is anticipated that proceeds in an aggregate
amount not to exceed Five Million Dollars ($5,000,000) of the
Miami Sports and Exhibition Authority Subordinate Obligation Note
Series 1985 held by Sun Bank Miami, N.A. will be utilized to fund
certain improvements to the Coconut Grove Exhibition Center
facility in the City: and
WHEREAS, by Resolution No. 86-748, passed and adopted on
September il, 1986; the City Commission approved the designation
as a Category 'B' Project, the renovation and expansion of the
Coconut Grove Exhibition Center, appointed Jack Eads, Assistant
City Manager, as Chairman of the Competitive Selection Committee

professionals; qualified in the fields of endeavor or practices
involved, to review the qualifications, performance data and
related information provided by those responding to the City's
Request for Professional Services, in accordance with Ordinance
No. 8965 ; and
WHEREAS, the City, through public advertisement and direct
mailing, solicited expressions of interest from qualified
consultants; and
WHEREAS, the Competitive Selection Committee along with the
Certification Committee, evaluated the qualifications of those
firms who responded to the City's Request for Proposals, and
selected the firms most qualified to provide professional
architectural, landscape architectural and engineering services
for this project, all in accordance with the Competitive
Negotiations Act as defined in Florida Statutes, Chapter 287 and
in City of Miami Code, Chapter 18-52.2 for the acquisition of
professional services; and
WHEREAS, the City Commission, by Resolution No. 86-853 dated
October 23, 1986 approved the selection of Spillis Candela &
Partners, Inc. as the most qualified firm to provide, along with
the designated subconsultants, professional architectural,
landscape architectural and engineering services for the
renovation and expansion of the Coconut Grove Exhibition Center
and has also authorized the City Manager to negotiate an
Agreement with it for the professional and technical services
required; and
WHEREAS, the City Commission approved Resolution No. 87-192
on April 30, 1987 authorizing the City Manager to execute Stage I
of an agreement with Spillis, Candela & Partners, Inc., for
initial design services related to the renovation and expansion
of the Coconut Grove Exhibition Center and further authorized a
fee of $150,000 for professional services;
WHEREAS, the City Manager executed an agreement with Spillis
Candela & Partners, Inc., on June 15, 1987; and
WHEREAS, at the City Commission Meeting of September 22,
1987 the Programmatic Analysis and Pre -Schematic Design
Documents for the renovation and expansion of the Coconut Grove
Exhibition Center were presented by Spillis, Candela & Partners,
Inc. and accepted by the City Commission; and
WHEREAS, at said meeting, the City Commission approved the
initial project budget of $5,000,000 and agreed to identify a
funding source for an additional $2,000,000 for code upgrading,
renovations and repairs to the existing building proposed by
Spillis, Candela & Partners, Inc., for a final project budget of
$7,000,000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to execute
an amendment; in a form acceptable to the City Attorney, to the
agreement dated June 15, 1987 between Spillis, Candela &
Partners, Inc.; and the City of Miami, for the renovation and
expansion of the Coconut Grove Exhibition Center, to proceed to
Stage II of said agreement.
Section 2. A fee of $325,000 for Stage II design services
with an initial project budget of $5,000,000 is hereby authorized
from funds available in the subordinate note held by Sun Bank
Miami, N. A.
Section 3. The City Manager is hereby authorized to
identify a City funding source for an additional $2,000,000 for
proposed code upgrading; renovations and repairs to the existing
building.
Section 4. The City Manager is hereby authorized upon
identification of the City funding source; to execute a second
amendment, in a form acceptable to the City Attorney, to said
agreement, for the additional code upgrading, renovations and
repairs to the existing building.
Section 5. A fee of $190,000 to be payable from proceeds of
the additional Two Million Dollars ($2;000,000) City funding
source is hereby authorized for said professional services
required for said code upgrading; renovations and repairs to the
existing building.

It is respectfully recomnmended that the City C - a ission adopt the
attached resolution authorizing the City Manager to execute an
amendment to the agreement dated June 15, 1987 between 3pillis
Candela & Partners, Inc., and the City of Miami, for Stage II of
the renovation and expansion of the Coconut Grove Exhibition
Center and further authorizing a fee of $325,000 for Stage II
professional planning and design services with a total project
budget of $5,000,000, utilizing proceeds of the subordinate
obligation note series 1985 held by Sun Bank Miami, N.A. The
proposed resolution also authorizes the City Manager, upon the
identification of the City funding source for an additional
$2,000,000 of proposed code upgrading, renovations and repairs to
the existing building, to execute a second amendment to this
agreement for a fee of $190,000 for the additional professional
services to be payable from the $2,000,000 City funding source.
BACKGROUND:
The Department of Development recommends and approve the
execution of this agreement. In June 1987 the Miami City
Commission approved the execution of an agreement between the
City of Miami and Spillis; Candela & Partners, Inc. for the
expansion and renovation of the Coconut Grove Exhibition Center.
Phase I work included an analysis and evaluation of the existing
facility, creating an overall expansion program in order to
maximize the full potential of the facility, and Phase I
recommendations based an a $5,000,000 budget.
On September 21, 1987 the City of Miami Commission approved the
Programmatic Analysis and Pre -schematic Design Document presented
by Spillis; Candela & Partners, Inc. At the same meeting, the
Commission authorized $2,000,000 of additional code upgrading,
renovations and repairs to the existing building.

The analysis and recommendations of Spillis Candela & Partners,
were as follows:
I. Recommended Upgrading of Existing Facilities
A. Bring the existing facility to current life -safety
standards. Some of these items would include for
example:
1. The installation of a fire sprinkler system
throughout the building.
2. Providing a new fire pump and an emergency generator.
3. Providing a fire alarm system and emergency lighting.
4. Providinug adequate number of exits.

exhibition space.
B. Repair and renovation to the existing structure, including for exaWle:
1. Repair of existing roof leaks.
2. Repairs to existing metal siding.
3. Restoring the A/C, plumbing and electrical systems.
C. Bringing the existing facility to mininum industry standards, as for
_ exa*le, providing adequate utilities for exhibits, providing d
subdivision of space by means of folding partitia:s to allow max==
flexibility, etc.
II. Creating an overall expansion program to maximize the use of the facility by
adding the foaLlcwim
A. A multipurpose room for a capacity of +1,000 occupants to serve banquets
and conventions.
B. Addition of meeting roans chat can be subdivided to serve different size
groups, including a +350 seat auditorium.

C. * Enhancement and expansion of the exhibition area, increasing the
total square footage to approximately 150,000.
D. Upgrading the exterior appearance of the facility as well as
landscaping and parking irmrovements.
III. Based on a $5,000,000 budget for Phase I, the following reccnnr..nda-
tions are made that will be consistent to the overall expansion pro-
gram. Approximate construction cost estimates are based on prelimi-
nary figures.
