HomeMy WebLinkAboutR-87-0889J J-87-891 9/9/87 RESOLUTION NO. 87-889 A RESOLUTION ACCEPTING THE EXTENSION OF THE SOLE SOURCE CONTRACT IJITH THE PHYS10 CONTROL CORPORATION,APPROVED ORIGINALLY ON RESOLUTION NO. 86-725, FOR THE PURCHASE OF MAINTENANCE SERVICES AND RELATED SUPPLIES FOR THE PHYSIO CONTROL LIFE SUPPORT EQUIPMENT FOR THE DEPARTMENT OF FIRE, RESCUE AND INSPECTION SERVICES FOR ONE (1) YEAR,RENEWABLE ANNUALLY, AT A TOTAL PROPOSED COST OF $27,120.001 ALLOCATING FUNDS THEREFOR FROM THE GENERAL FUND ACCOUNT CODE NO. 280501-670 ($13,560.00) AND TELEPHONE FRANCHISE PROJECT NO. 105000 ACCOUNT CODE NO. 280502-670 ($13,560.00); AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, proper and efficient functioning of the existing Life Support Equipment used by each Rescue unit in the Department of Fire, Rescue and Inspection Services is of upmost importance; and WHEREAS, the existing Life Support Equipment was manufactured by Physio Control Corporation; and WHEREAS, funds for this purchase will be available from the General Fund Account Code No. 280501-670 ($13,560.00),and Telephone Franchise Project No. 105000 Account Code No. 280502- 670 ($13,560.00); and WHEREAS, the Chief Procurement Officer has adopted a finding wherein that Physio Control Corporation is the sole source of supply to the City of this service, and that the pricing offered is both reasonable and favorable; and WHEREAS, this contract was originally approved on Resolution No. 86-725 on September 11, 1986; and WHEREAS, the City Manager and the Director of the Department of Fire, Rescue and Inspection Services recommend that the extension for one (1) year for the purchase of maintenance services and related supplies from Physio Control Corporation, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF OCT 22 198T h •� Section 1. Section 2. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a Purchase Order for this service, subject to the availability of funds. Odi ENCLOSURES: City Manager RECOMMENDATION: It is respectfully recommended that a Resolution be passed extending the sole source contract for providing maintenance of the Physio Control System as provided by Physio Control Corp. under the same terms, conditions as authorized in Resolution No. 86-725 for a total proposed amount of $27,120.00. BACKGROUND: The City of Miami Fire, Rescue and Inspection Services' Rescue Division has been using the life support equipment manufactured by Physio Control Corp. for many years. Since this equipment is used in the treatment of life threatening situations, it must be maintained at all times in proper working condition. However, these units are electronically operated and, in the course of daily routine use, broken units and electrical failure are encountered. The continuance of a maintenance and performance assurance program is necessary in order to repair inoperative units when they are encountered on Rescue Units. This is an essential resource in providing dependable medical assistance. The high tech skills required to repair this equipment has been provided to the Miami Rescue Division by Physio Control since March, 1981, under a yearly maintenance contract. Physio Control manufactures this equipment and their technical representatives are factory trained. The service and demand maintenance contract from Physio Control will provide immediate 24 hour service. The service policy is covered by high level liability insurance. Twice yearly performance assurance inspections are included. All replacement parts are supplied direct from factory thereby assuring high quality repairs. This contract also covers repairs for misuse or mishandling of the units. Z- j ft The Honorable Mayor and Members of the City Commission The cost of the maintenance contract for FY 87-88 is a total of $27,1 20.00 which covers the addition of eleven ( 1 1 ) new Life Pak 200 and eleven (11) new Battery Paks to the contract. Accepting the service contract from Physio Control is cost effective t in that it will eliminate the added expense of repairs which were previously not covered by the basic contract. Funds for this purchase are available in the General Fund Budget, Code 280501-670 and the Telephone Franchise Budget, Code Proj. 105000 - 280502-670. a�� CITY OF MIAMI.
