MINUTES OF REGULAR MEETING OF THE
CITY COMMISSION OF MIAMI, FLORIDA
On the 12th day of November, 1987, the City Commission' of Miami,
Florida, met at its regular meeting place in the City Hall, 3500 Pan American
Drive, Miami, Florida in regular session.
The meeting was called to order at 9:20 a.m. by Mayor Xavier Suarez with
the following members of the Commission found to be present:

Mayor Suarez: Madam City Clerk, you're going to have to coach me here as to _
procedure. This being only the first time that I am reelected.

this point?

Ms. Hirai: Yet, sir.
Mayor Suarez: I don't know if I should tell you to stand or sit. I guess you
could do as you would desire, but it might make more sense to sit. This is
not going to be too long or painful. Ladies and gentlemen, Commissioners,
former City Commissioner Athalie Range, is former City Commissioner Rose
Gordon here?
Mr. Plummer: Tea.
Mayor Suarez: There she Ia.

Mayor Suarez: We have in this room, I guess, with the presence of former City
Commissioner Athalie Range and Rose Gordon all of the women Commissioners, I
think, in the history of the City, if I'm not...
Mrs. Kennedy: We're missing Alice Wainwright.
Mayor Suarez: Alice Wainwright, OK. She's here in spirit. Ladies and
gentlemen, friends, Miami has just passed a difficult test. We have shown our
maturity by electing a new Commissioner, a real Commissioner and by giving a
resounding mandate to me, your humble servant. Someday we'll realize the
Import of this accomplishment not only in the negative sense, no more
bickering, no more unfounded accusations, no more divisiveness But, perhaps,
more importantly in the sheer potential of a competent new Commissioner added
to an independent little peoples' Commissioner, my brother Miller Dawkins, a
gentle forward looking Commissioner, my good friend, Rosario Kennedy and a
steady workmanlike Commissioner, our record setting minority Commissioner, J.
L. Plummer.
(Applause and laughter)
Mayor Suarez: Miami has just outlived it's worst nightmare, has rejected
those that would use empty anti -Communism for private gain, has turned the
corner for unproductive hate to fruitful concern. By no means should it be
understood as a step towards indifference or isolationism in our attitudes
towards those enslaved by totalitarian oppressors. Particularly those 90
miles away in Communist Cuba. Rather, we recognize as a community that there
Is no place in local government for those who use the rhetoric of foreign
policy for their own advancement. There In, indeed, a place for those who
base on the philosophy of human rights their platforms for collective
advancement. In the double effort that just took place, there were members of
many neighborhood associations, including the ever present Jim Angleton, In he
out there? - of Greater Biscayne Boulevard Association, a fine Greek American
working with an even finer Irish American, Pat Skubish.
(Applause)
Mayor Suarez: There were young leaders like Shepard Novel of the Young
Democrats whose early eloquent endorsement of my candidacy gave me a huge
moral boost. There was the director of the Urban League and the leaders of
JESCA, the President of the Latin Builders and the president of the Tigertall
Association. Builders and environmentalists who recognized that growth must
be balanced and, yes, there was the former City Manager, Howard Gary, is he
here?
(Applause)
Mayor Suarez: And, yes, the prominent members, many prominent members of the
Cuban American National Foundation.
(Applause)
Mayor Suarez: ..Haitian leaders like Ringo Caryard, Colombian leaders like Luis
Alberto Rincon, Puerto Rican leaders like Emilio Lopez and Ralph Rosas and I
know EmMo's back there.

Mayor Suarez: A young Jewish American lawyer, Tom Spencer, had the courage to
take on Joe Carollo by heading the finance committee for Victor DeYurre. Did
Tom make it?
(Applause)
Mayor Suarez: All of these people and all those who labored in anonymity had
two things in common. The desire to improve our City and the guts to get
Involved. They understand the now famous phrase of Theodore Roosevelt, that
credit belongs to the man who is actually in the arena, whose face is marred
by dust and sweat and blood. Who knows the great enthusiasms, the great
devotions and spends himself in a worthy cause. Who at best, if he wins,
knows the thrills of high achievement and if he fails, at least fails daring
greatly so that his place shall never be with those cold and timid souls who
know neither victory nor defeat. We have known both victory and defeat. I
prefer victory.
(Applause)
Mayor Suarez: I also prefer substance to style, accomplishments to speeches,
detailed administrative analysis to vague visionary plans. So do our people.
Confronted with a choice between a slick voice and a down-to-earth spokesman
of the people, Miamians chose the latter for its Mayor. Perhaps they were
mindful of what Fiorello LaGuardia's campaign manager, Alfred Levitt, once
said, "I don't like an open mouth for a man of greatness, it's an invitation
for a bird to make a nest." In my first term, I was particularly concerned to
make our government work, to complete projects that were paralyzed. To
respond to myriad small concerns of our neighborhoods. In these next two

Mayor Suarez: We must — and I'm referring, of course, to neighborhoods like
Wynwood and Allapattah and Liberty City and Overtown and East Little Havana.
_ We must do so first of all by tightening the compliance of our minority
procurement ordinance; a task that Commissioner Miller Dawkins has been
championing almost single-handedly. I would propose to the Commission that
our Office of Minority Compliance be placed directly under the Manager and be
given resources more in keeping with its difficult task. Proclaiming minority
participation is one thing, monitoring and enforcing compliance is another.
In order to further secure participation in City contracts as well as joint
public and private projects which is so important, I will propose to the
Commission the creation of a standing advisory board headed by Commissioner
Dawkins to review and advise on the progress of our compliance. This board
would have broad powers including the charter provided power of subpoena for
Investigative actions by the Commission.

Mayor Suarez: Beyond municipal services and minority participation lies the
question of Miami's growth and vitality which was raised by my opponent. We
are firmly established as an international City and this year's Caribbean

Conference, coupled with the First Hemispheric Conference of Commercial
Officers, will expand the focus from Central American to all of the Americas.
As the telecommunication industry grows, we want the world to know that Miami,
in addition to being a tourism and transportation hub, is also the premier
telecommunications center in the Southeast; maybe in the nation. Boasting now
the first all private telecommunications satellite center announced recently
by Pan Am SAT for its Opa Lock& location. We will work with the Beacon
Council to assure our readiness as a City and will network with national black
and Hispanic chambers of commerce to assure minority participation in such
ventures; mindful that just the Caribbean countries needs in this field are
expected to reach $3,000,000,000 in the next year and mindful, too, that our
tri-ethnic population mirrors closely the composition of the Caribbean. To
Miami's white non -Hispanic community, my apologies first of all, for not
having a better term to collectively refer to you. I trust these two years
have convinced you that I care first and foremost for Miami's neighborhoods;
to preserve and unite them. You need never want to secede alienated by lack
of attention from City Hall. Recent additions to our civic leagues such as
the Roads Area, Coral Gates, Downtown Condominium and Biscayne Boulevard
_ Associations assure that special interests or bureaucratic inertia will not
spoil our neighborhood's charm and historic character. To Miami's
deteriorated neighborhoods be assured that help is on the way to restore the
Overtown Shopping Center, finance not one but four quadrants of Grand and
Douglas of that intersection, tear down and rebuild a strip at 36th Street and
17th Avenue where students from Miami Jackson are confronted daily with urban
decay; a sign of our community's failure instead of the sign of hope that they
too can be a part of our thriving economy. To all who seek affordable housing
we will provide additional low cost housing on parcels long since acquired by
1976 housing bonds and initially awarded to for - profit developers in a
dubious process that led to eventual abandonment by said developers. Having
_ awarded two such projects to - not - for profit developers, we will now press
the County for surtax financing, and will make the County's responsiveness an
issue in the 188 County elections, if need be. To all my volunteers, workers,
contributors and advisors, I thank you for the most effective, most unifying,
most positive Mayoral campaign in recent Miami history.

And to all Miamians, once again we are ready to consult you
to act on your behalf, and to use every ounce of our strength
to foster the public interest. God bless our City, God bless
Mayor Suarez: Let me just beg your indulgence for half a minute to say
something in Spanish, if I may.
NOTE FOR THE RECORD: At this point, Mayor Suarez addresses the audience in
Spanish.

Mayor Suarez: Mr. Vice Mayor, would you like to make a statement, sir?
Mr. Plummer: Mr. Mayor, I'll try to be very, very brief, too many people are
standing. I read in yesterday's newspaper after the election of Tuesday the
big words that said "Landslide." I think that the Mayor got 62 percent,
Victor got 63 percent, and one week ago I was fortunate enough to get 65
percent so I guess it must have been a terra moto.
(Applause and laughter)
Mr. Plummer: And to those 65 percent, to all of the people of this City, I am
very proud to start into my 18th as serving the people of this community. It
has been my pleasure, I thoroughly enjoy the work of being a Commissioner, and
there are a lot of hours that are devoted to this job. But I think that it is
worthwhile, I have come full circle. Both of these ladies who are standing up
here today I have served with. I don't know how many City Managers, Police
Chiefs and others and Commissioners that have been here on this Commission and
I have - Rose, shame on you. I have to tell you that there are differences,
things change and times change and I have changed, I think, with these times
and with these people. I don't want to, at the sake of forsaking anybody, of

saying thank you to the people of my staff at the campaign, my staff here at
City Hall, but there are three people which I must name individually. First,
Is my oldest daughter, who we fought like tooth and nail that no way would I
ever allow her to get involved in my campaign. Like all daddy's, I lost.
(Applause)
Mr. Plummer: I want to tell you, she did one fine job in that campaign and,
Rosario, you better start courting your next door neighbor for two years.
Mrs. Kennedy: I did.
Mr. Plummer: The other is mi novia Maria Christina, finally, me quiere
governar.
(Applause)
Mr. Plummer: And to the third individual that I must may a great thank you,
the only compensation that he received for involvement in my campaign, is many
years of friendship and dedication who did a tremendous job for me, Julio
Gonzalez Rabul and his son, Julio, Jr.
(Applause)
Mr. Plummer: Finally, my pledge to the people of this fine City. the place
of my birth and the raising of my children. I have been your Commissioner for
18 years, I will not be any different in the future. I will be here, I will
- be consistent and I pledge to you the same dedication that I have served with
In pleasure and honor in the past 18 years to do the job the best of my
ability. And I thank you very much.

Mayor Suarez: I would expect, as articulate as he was during the campaign,
that we would have some remarks from our brand new, as I keep calling him,
spanking new Commissioner, in Spanish, I guess, Commissional, our brand new
Commissioner, Victor DeYurre.

Mr. Victor DeYurre: Thank you, thank you very much. I was listening to the
words of the Mayor mentioning the people that had supported him in the
campaign and it sounded pretty much like the same people that supported me in
mine.
(Applause and laughter)
Mr. DeYurre: I guess most people felt that it couldn't be done and we
certainly proved them wrong. I am very proud of the campaign that we waged,
of the way that we presented the issues that the people wanted to hear. How
my will power overcame the will power of my opponent that I Mould not shift my
position and get into a gutter fight, that I had to maintain the high road out
of respect for the citizens of the City of Miami. And I think it paid off,
people were ready for a change, I was the alternative and now that we've taken
that preliminary step in order to get into office, it's time to start doing
the work. And I sense a feeling of family here today. It isn't that much a
political situation but rather the warmth and, I think, the friendship that
has been created with this group of individuals sitting up here today
throughout the years. I feel comfortable with everyone of them because I know
that our goal is the betterment and what's best for the City of Miami. I look
forward to four years of hard work with you by my side because we can't do it
alone without the support of the people so that we may better Miami, better it
not only for ourselves but for future generations, and make Miami a brighter
place for all of us, a Miami that we can be very proud of. Thank you, I'm
going to say a few words in Spanish now. This is a bilingual City, right?

Mayor Suarez: OK. They have deceased, I have never met them. My own
parents, Dr. A Mrs. Suarez, and a couple I saw a great deal on the campaign
trail, Mr. 6 Mrs. DeYurre. Someone told we that I want to make a very quick
reference to before today, I guess it was yesterday, you know the nice thing
will be being able to go to City Hall without people looking at we as if I -
didn't belong there, and as if I was up to something improper or problematic
or whatever, because of the atmosphere that we had here in some respects
although, for the most part, we had an accommodating and welcoming atmosphere,
but, you know, you know what I'm referring to, and it's unfortunate that that
even happened in the past. It's not happening in the present and I'm proud to
have here two young men who worked for me ovor the years, who both worked
together at an accounting firm, one of whom In now on my staff, the other one
of whom works in another field of business, but who worked together over the
years to get me elected at first and now reelected, and I'm referring to my
brother-in-law, Steve Suarez, and my aide, Jeff Watson.
(Applause)
Mayor Suarez: My wife, of course, I think you've seen her a lot on the
campaign trail.
(Applause)
Mayor Suarez: My brother, Charlie...
(Applause)
Mayor Suarez: My sister, Lourdes...
(Applause)
Mayor Suarez: My sister, the nun; she's only the oldest of fourteen and I
don't know if I've ever said this publicly after my Mother had her, the doctor
said you cannot have any more kids, you will die. She only had thirteen more
so...
(Laughter and applause)
Mayor Suarez: And, I think my brother, George, is out here someplace - there
he is.
(Applause)
Mayor Suarez: You're not seeing double. We all look alike and there's
another little guy back there who is the fourteenth of the fourteens Fred.
(Applause)
Mayor Suarez: Since we must have employment since the citizens of Miami only
Pay us $5,O00 a year. I want to recognize the presence of my law partner.

Mayor Suarez: I won't say what we specialize in but you're welcome to call
and we'll tell you at the appropriate time. My Godfather back there and my
adoptive Godmother, Ignacio and Lillibet Varner.

Mayor Suarez: Commissioner Kennedy's going to pass for today. She's
preparing a three hour speech for our first official Commission session.
Everyone of you has also seen and I think it's proper and the Commissioner has
just mentioned to me that I make reference to a couple of my other aides,
members of two families that have been so active with we over the years. And
one is Mercy Minagorri Lopez.

Mayor Suarez; The other one is from a family that includes one state
representative who In here with us and that the only concern that I have is

that there's just so many of them; they also look alike and I think they're
going to take over this City if we don't watch out, so the Cuban American
Rational Foundation has to be very careful with these guys and I'm referring
to Mario Diaz-Balart.

Mayor Suarez% Mayor Pedro ------ is here with us, welcome Mayor.
(Applause)
Mayor Suarez% And I'm proud, of course, also having one of those enlightened
ministers that came our way, the minister at Mt. Zion, Winston Rudolph.
(Applause)
Mayor Suarez% One final thanks to my publicist and former aide who I did not
fire although the Miami Herald implied that I did and who most likely will be
working with me again unless he's making so much money in the private sector
he decides not to come back and, of course, I refer to the ever thinning Juan
Garcia.
(Applause)
Mayor Suarez: A fellow who is almost on the Miami City Commission by virtue
of the times that he's run for office and come very close, Dr. William Perry.
(Applause)
Mayor Suarez: Commissioner Dawkins, would you like to address us?
(Applause)
Mr. Dawkins- This is, indeed, a moment I cherish. From the first moment I
sat on this Commission - please be seated - I had three votes against me at
all times. And I'm proud to say that yesterday the last one against me left.
(Applause)
Mr. Dawkins% The three of them left because you believed in us. Without your
help we never would have done it so I have to say thanks to you also.
(Applause)
Mr. Dawkins: Will the Manager please stand.

Mr. Dawkins: The Manager.

Mr. Dawkins: When one of the Mayo:'s opponents filed his papers right over
there, he told the Manager, not he but a person in his group, when we win you
have two weeks to clean out your desk. Veil, I'm here to tell you at least
you've got two years to clean it out.
(Applause and laughter)
Mr. Dawkins: And I think the person that's the proudest the most in this room
Is a gentleman who I ran into who constantly asked me to have lunch and I
didn't and we can go to lunch now and that's Mr. DeYurre.

Mr. Dawkins: I guess - Bill, where is Bill Perry, Mrs. Range, Barbara Carey,
Cary Meeks, we wish to inform all of you now that we are running in 189 and we
will be back here in this same spot swearing in Miller Dawkins in November of
189. Thank you.

Mayor Suarez: There's no way I could possibly recognize everyone but one
other family that really over the years has helped me so much and I have an

anything about the agenda. It would be very unfair to ask this gentleman to
sit bare today with us without having studied the agenda, so I move that we
Postpone - continue the meeting for one week to give our new member a chance
to familiarize himelf with the agenda.
