SUBJECT: Domino Park

ENCLOSURES:
For some time now the City has been attempting to resolve the
differences between the commercial neighborhood and the
residential neighborhood on the future use of Domino Park.
Certainly both positions have merit. We have, at the
Commissions's direction, attempted to acquire a consultant to
provide assistance in resolving this dilemma. It does not appear
that we will be able to do that within the dollar limit
established.
However, we have received a proposal from the Little Havana
Development Authority that may provide a resolution to the
problem. Included with this memorandum is a copy of LHDA's
September 9, 1987 letter requesting that management of the park
be assumed by the Authority and provide the general parameters of
operation.
It is suggested that this is a'viable alternative and it be
implemented on a trial basis (one year).

Dear Mr. Odio:
In an effort to assist the City of Miami, the
City Commissioners, The Mayor and you as the City
Manager, in solving the problems which have existed
in what has come to be known as :DOMINO PARK, we
in behalf of the Board of Directors of Little Havana
Development Authority offer the following proposal:
1.- That the City of Miami pass management of
DOMINO PARK to L.H.D.A.
2.- L.H.D.A. will establish a DOMINO CLUB with a
set of regulations and By -Laws.
3.- Said DOMINO CLUB will be restrictedto Senior
Citizens (55 years and over) and L.H.D.A. will
provide a Membership Card.
4.- Applicants for membership would be required to
provide their name, address, telephone number
and date of Birth.
5.- A Security Guard would be placed at the Entrance
of the DOMINO CLUB to ensure that only members
were permitted to enter.
6.- We are planning to place a pre -fabricated BOOTH
as a Tourist & Information Center of Little Havana
and City of Miami.
Doing these, this site would be returned to the People
for whom it was intented,with a benefit to the merchants

Dear Mr. Suarez: REFERENCE:? DOMINO PARK
We have been notified that on the City Codmission Agenda
for November 19, 1987 there will be a discussion regard-
ing the future use of the Domino Park.
In behalf of the Little Havana Development Authority and the
Latin Quarter Association we want you to consider the possibil-
ity of transferring the Domino Park to be managed and handled
by Little Havana Development Authority.
Our great concern is to have this Domino Park in full operation
for the community and as a special attraction for the tourists
who will continue to visit the park in the near future, without
any of the problems that we were experiencing at that corner and
that gave a bad image to the area. We are planning to have this
park changed to the Domino Club in order to give the Senior
Citizens the opportunity to use the facility and at the same
time have a playground for the use of the children in the neigh-
borhood. We are also planning to have an Information Booth
at that corner to serve the tourists and residents of the area.
At this Information Booth, the Senior Citizens will be able to
fill out applications giving complete personal information, in
order to obtain an ID card that will give them access to the Dominc
Park. Thus, the undesirables will be kept out. We have talked
with the Assistant Park and Recreation Director, Mr. Albert Howard,
who attended our last Board of Directors meeting. We also discus-
sed these matters with Mr. Cesar Odio, City Manager of the City of
Miami. We will provide you with Laws and Regulations as soon as
we discuss them with you and the Commissioners at your next
meeting.

Transition Proposal
Honorable Mr. Odio:
With great enthusiasm and hope, we, the Board of
Directors of The Latin Quarter Association (L.Q.A.)
voted on September 22, 1987, to offer full support to
the Little Havana Development Authority, (L.H.D.A.) in
the efforts to solve the ever present problems afflicting
the Domino Park.
This Association (L.Q.A.) is well aware of all the
political implications surrounding any decision affecting
the status of the Domino Park. It is hence refreshing
and above all encouraging to learn of the straight-
forward initiative proposed by Mr. Luis Sabines and
Mr. Tony Descalzo, Chairman and Executive Director,
respectively, of the L.H.D.A. (copy of letter is attached).
We recognize that the transition of management of the
Domino Park to L.H.D.A. as proposed, in addition to the
different use restrictions also proposed by L.H.D.A.,
might encounter some uture legal battles. However,
what is important is that at least now thbre is an organ-
ized'and legitimate effort to have this matter resolved
once and for all, and we are ready to join forces with
L.H.D.A. to achieve that objective.
The merchants of the Latin Quarter (see a,.ctached
proposal support signatures) are in dire necessity of
a prompt resolution of the ills affecting Domino park
and its neighboring area. We welcome and believe that
the initiative proposed by the present L.H.I1.A. Admini-
stration should have your utmost careful consideration
for it sets forth a reasonable and logical manner to
solve such an unpleasant and persistent condition. We
are unconditionally available to work together in such

an important task, which in turn, is affecting the
lives of some of our best and more distinquished
citizens in the area of the Latin Quarter.
