HomeMy WebLinkAboutR-87-1039J-87-984 11/2/87 RESOLUTION 87-1039 A RESOLUTION CONTINUING TO 3:30 PM, THURSDAY, DECEMBER 10, 1987, AT CITY COMMISSION CHAMBERS, CITY HALL, 3500 PAN AMERICAN DRIVE, DINNER KEY, MIAMI, FLORIDA' THE PUBLIC HEARING CONCERNING ISSUANCE OF A DEVELOPMENT ORDER FOR THE DOWNTOWN MIAMI DEVELOPMENT OF REGIONAL IMPACT AS PROPOSED BY THE APPLICANT: DOWNTOWN DEVELOPMENT AUTHORITY, FOR THAT PART OF THE CITY OF MIAMI UNDER THE JURISDICTION OF THE DOWNTOWN DEVELOPMENT AUTHORITY, EXCEPT SOUTHEAST OVERTOWN/PARK WEST; AND DIRECTING THE CITY CLERK TO NOTIFY APPROPRIATE AGENCIES. WHEREAS, on November 26, 1986, the Downtown Development Authority submitted an Application for Development Approval for Downtown Miami as a Development of Regional Impact to the South Florida Regional Planning Council pursuant to Chapter 380.06 F.S.; "Florida Environmental Land and Water Management Act"; and WHEREAS, by letter of August 14, 1987, the South Florida Regional Planning Council notified the City of Miami that the Application for Development Approval contained sufficient information for their review and that a local public hearing could be scheduled for the Downtown Miami Development of Regional Impact; and WHEREAS, Chapter 380.06 F.S. requires local government to establish a date certain, and give sixty (60) days public notice, of a local public hearing on an Application for Development Approval for a Development of Regional Impact prior to issuing a Development Order; and WHEREAS, by Resolution 87-781, September 8, 1987, the City Commission established 3:30 pm, Thursday, November 12, 1987, or a reconvened meeting, as the date for consideration of issuance of a Development Order for the Downtown Miami Development of Regional Impact; and WHEREAS, the South Florida Regional Planning Council continued consideration of their staff recommendations at their meeting of October 5, 1987; and WHEREAS, on November 2, 1987, the South Florida Regional Planning Council is again expected to continue consideration of their staff recommendations on this item to December 7, 1987, at least; and WHEREAS, the City Commission cannot legislatively decide this item without a recommendation for the South Florida Regional Planning Council; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The public hearing concerning issuance of a Development Order for the Downtown Miami Development of Regional Impact, encompassing an area of the City of Miami under the jurisdiction of the applicant: Downtown Development Authority, with the exception of Southeast Overtown/Park West, is hereby continued to 3:30 pm Thursday, December 10, 1987, or a reconvened meeting, in City Commission Chambers, 3500 Pan American Drive, Dinner Key, Miami, Florida. Section 2. The City Clerk is hereby authorized and directed to immediately send certified copies of this resolution to the Florida Department of Community Affairs, Division of Local Resource Management, 2571 Executive Center Circle East, Tallahassee, Florida 32301; to the South Florida Regional Planning Council 3440 Hollywood Boulevard, Suite 140, Hollywood, Florida 33021, and to the Downtown Development Authority, Suite 1818, One Biscayne Tower, Miami, Florida 33131. Issuance of a Development Order for Downtown Miami Development of Regional Impact For your information in responding to the widespread interest from the public on the Downtown Miami Development of Regional Impact (referenced above) the following schedule, while tentative, will be followed, if possible: The morning and afternoon agendas including November 12 this item were continued to November 19 by Motion 87-987. The administration will request a continuation November 19 of the item until 3:30 p.m. Thursday, December 10, 1987. The South Florida Regional Planning Council will December 7, 1987 hold a public hearing and issue recommendations on this item. The Miami Planning Advisory Board will hold a December 9, 1987 public hearing and recommend a Development Order. Consideration of the Downtown DRI was continued from the SFRPC meeting of October S. It is now expected that the SFRPC will again move to continue (cr defer) the item at the meeting of November 2, until December 7 at least. Therefore, it would be inappropriate to take up this item at the present time.
