RESOLUTION NO. 9- 7-1032
A RESOLUTION APPOINTING FOUR (4) INDIVIDUALS
TO THE CITY OF MIAMI HERITAGE CONSERVATION
BOARD.
WHEREAS, the Heritage Conservation Board was established by
Ordinance No. 9426, dated May 27, 1982, to recommend properties
for designation as historic sites, historic districts, and
archeological zones, to approve or deny Certificates of
Appropriateness and to review development plans in environmen-
tally significant areas of the City; and
WHEREAS, it is intended that members of the Heritage
Conservation Board shall be persons of knowledge, experience,
mature judgment and background, having ability and desire to act
in the public interest and representing the various special
professional training, experience, and interests required to make
informed and equitable decisions concerning conservation and
protection of the physical environment; and
WHEREAS, thereare currently four (4) vacancies on the
Heritage Conservation Board, which vacancies were formerly filled
by Luisa Murai (architect); Paul George (historian); Lola Bohn
(citizen) and Perry Howard (citizen).
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following named persons are hereby appointed
as members of the City of Miami Heritage Conservation Board to
serve in their designated positions and for the specified terms
of office:

In oonneotion with Agenda Item #64 of the subjeot Meeting
(Appointment to fill vaoanoies on Heritage Conservation Board),
our review of Paragraph 2 of City Code Seotion 62-71 oonfirms
that oomplianoe with the provisions of that Paragraph is
mandatory. It is suggested that you seoure the qualifioations in
writing of the two individuals involved (Silvio Diaz and Raul
Rodriguez), oomply with the Code provisions, and have the City
Manager plaoe the matter of these Board appointments on the next
Commission Meeting Agenda for reoonsideration. The Commission
may then adopt a resolution identioal in form to the Resolution
adopted on November 19th (Resolution No. 87-1032).
With respeot to the formalization of Notion No. 87-1034
appearing on the Rough Draft of the "City Clerk Reports" for the
subjeot Meeting, Agenda Item #68, Commission oonsideration of the
FOP seleoted representative's, reappointment to the City of Miami
Firefighters' and Polioe Offioers' Retirement Trust Board,
appears to have been oonfused with the Commission's informal
designation by Motion 87-1034 of a representative of the IAFF to
serve on said Board (Rose Gordon). Item #66 on the subjeot
Meeting Agenda provided for only one Board appointment: the FOP
incumbent independent member's reappointment (Jesse Diner).
Although not on the Agenda, there was another pending Board
appointment: an independent publio member for a full term
expiring September 30, 2989 (whioh appointment is normally made
from an IAFF list of six persons). The predecessor member who
had filled this position (former Fire Chief Don Hiokman) died
before the term expired September 30, 1987. Presumably, Motion
87-1034 was adopted by the City Commission at the request of the
IAFF and with the support and/or reoommendation of the City
Manager; however, no action was taken on the FOP appointment
(Agenda Item #66).

Consequently, we are forwarding for Agenda placement the
attaohed draft of a resolution whioh will be approved by us: (a)
upon receipt of written documentation from the IAFF ref leoting
its position that it does not care to submit a list of six
nominees, and (b) upon receipt of a written irrevocable
resignation by Mrs. Gordon from her present offioe of Trustee on
the City of Miami General Employees and Sanitation Employees'
Retirement Trust Board. The latter condition (b) is mandated by
the Florida Constitution prohibition against dual offioe-holding
(Article II, Section S(a)). Both of these appointments (Jesse
Diner and Rose Gordon) would then be appropriate for
consideration by the City Commission sinoe they are in keeping
with the past practice of the City Commission's waiver of the
City Code requirement that a list of six (6) persons be submitted
by each of the employee groups (FOP and IAFF), Code
Section 40-202(A)(1)(d). Elena Rodriguez, Pension Administrator
is receiving a copy hereof so that she may seoure the needed
documentation as indicated above.

Miami Fire Fighters' and Police Officers' Retirement Trust Board
of Trustees for a term of office specified herein:

It is respectfully recommended that four (4) members be appointed to fill
vacancies on the Heritage Conservation Board based upon names and qualifications
submitted to the City Clerk on or before August 21, 1987.
BACKGROUND:
The Heritage Conservation Board has four (4) vacancies that must be scheduled for
appointment. These vacancies are due to the resignation of Perry Howard (citizen)
and the expiration of the terms of Luisa Murai (architect), Paul George
(historian), and Lola Bohn (citizen).
The City Clerk advertised for nominations to the Board on August 3, 1987, and a
deadline for receipt of nominations was set for August 21, 1987.
The Heritage Conservation Ordinance requires that persons appointed to the Board
represent the various special professional training, experience, and interests
required to make informed and equitable decisions concerning conservation and
protection of the physical environment. Seven (7) persons submitted applications
to the City Clerk for appointment to fill the vacancies on the Board. Listed
below are the applicants who qualify in each vacant category.

Luisa Botifoll Murai, AIA
Luisa Botifoll Murai, AIA is an architect with over eight years of experience in the
fields of architecture, planning and interior design. She served as project architect
for the Metro Dade Opa Locka Fire Station #26 adjacent to Miami -Dade Community '
College's North Campus Fire Training Facility for which she was also a part of the
design team. Work for the Fire Science Facility included the master plan for the
northwest corner of the campus and the design -of a training tower, burn building and
labs. At the University of Miami she served as project architect for the renovation of
the president's administrative suite; the bookstore at the James L. Knight
International Center, renovations to the Koubek Center for Continuing Studies and the
space allocation study for the School of Engineering and Architecture. In addition to
experience with governmental agencies and educational institutions, Ms. Murai has been
involved with the architecture and planning of the Ogun State Hotel and Conference
Center in Abokuta, Nigeria, the master plan for Avatar Holdings Three Island
residential development, a 191-acre, 3,175 unit community located on the Intracoastal
Waterway, the program development and comprehensive master planning for Virginia Key in
Miami as the possible site for the 1992 world's fair and the master plan and design of
the Admiral Beach Resort for Bajan Resorts, Ltd. in Barbados. Her most recent projects
include the remodeling of an existing building to house a branch bank for Republic
National Bank in the Little Havana area of Miami, the design and construction
administration of an entirely new facility for RNB's 10,000 s.f. branch bank in Hialeah
and the Dixon W. Christian Houses which received the 1982 Florida South Chapter/AIA
Award and in March, 1983, were published in "Progressive Architecture". Ms. Murai is
an active member of the Historical Association of Southern Florida, a co-founder and
director of the Architectural Club of Miami and a member of the Junior League of Miami
where she served in the Historic Tour Committee and helped publish the Historic
Downtown Miami Self -guided Tour. As a founding member of the Koubek Center Advisory
•
Council, Ms. Murai chairs a special subcommittee to review the restoration of the
Koubek mansion. She currently serves as a member of the City of Miami Heritage
Conservation Board and is a part-time faculty member of the School of Architecture of
the University of Miami. Ms. Murai graduated from the University of Miami with a ,
Bachelor of Architecture degree in 1978 and obtained her registration in the State of -
Florida in 1986.
