A RESOLUTION RATIFYING, APPROVING AND
CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION, THE
ACTION OF THE CITY MANAGER IN FINDING THE
REPAIR OF THE AIR CONDITIONING UNIT AT THE
POLICE DEPARTMENT TO BE AN EMERGENCY AND IN
AUTHORIZING THE ISSUANCE OF AN EMERGENCY
PURCHASE ORDER FOR SUCH SERVICES TO TEMPTROL
AIR CONDITIONING, INC. FOR THE DEPARTMENT OF
GENERAL SERVICES ADMINISTRATION AT A TOTAL
PROPOSED AMOUNT OF $19,398.00; FUNDS THEREFOR
ALLOCATED FROM THE 1987-88 OPERATING BUDGET
ACCOUNT CODE NO. 420401-670.
WHEREAS, this service is classified as an emergency due to
necessary work to be done in order to prevent a major breakdown
of the air conditioning unit at the Police Administration
Building; and
WHEREAS, consideration was given to avoiding extensive
damage to the system, which could result in even more costly
repairs, and to the potential that loss of air conditioning at
the Police Department could cause evacuation of the building thus
affecting the life, health and convenience of the citizens; and
WHEREAS, funds for this purchase are available from the
1987-88 Operating Budget Account #420401-670; and
WHEREAS, the City Manager has made a written finding that a
valid emergency need existed for the herein repair service of the
Air Conditioning Unit at the Police Administration Building;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. By an affirmative vote of four fifths (4/5ths)
of the Members of the City Commission, the City Manager's written
finding that the malfuntioning of the air conditioning unit at
the Police Administration Building constituted an emergency
requiring the immediate repair of the unit is hereby ratified,
approved and confirmed with funds for said repair expenses being
hereby allocated from the 1987-88 Operating Budget Account Code
#420401-670.

It is respectfully recommended that the City Commission adopt the
attached resolution ratifying, approving and confirming the
emergency purchase of air conditioning maintenance services at
the Police Administration Building, to Temptrol Air Conditioning,
Inc., an Hispanic vendor, as an emergency action of the City
Manager. Funds in the amount of $19,398.00 are available from
account number 420401-670, Property Maintenance Division
operating budget of the General Services Administration
Department, for this activity.
BACKGROUND:
The General Services Administration Department made arrangements
for Temptrol Air Conditioning, Inc. to provide emergency repairs
to one air conditioning unit at the Police Administration
Building. A recommendation was made to the City Manager that
such services were necessary on an emergency basis for work
required to prevent a major breakdown of the air conditioning
system of that building. Consideration was given to avoiding
extensive damage to the system, which could result in even more
costly repairs, and to the potential that loss of air
conditioning at the Police Department could cause evacuation of
the building, thus affecting the life, health and convenience of
the citizens. For these reasons, the City Manager determined
emergency approval of the emergency repairs and issuance of a
Purchase Order to be an appropriate -action.
The original cost estimate for the work was $19,500
cost was just slightly less, $19,398. Of this cost,
represented the overhaul of the system including an
the condenser tubes. The analysis revealed the need
the damaged and corroded condenser tubes in order
complete the repairs to the unit and safeguard it
operation. This work was done at a cost of $7,962.

ENCLOSURES:
During the course of a shut -down inspection of one of the air
conditioning units at Police Department, several serious problems
were found, which necessitate immediate repair of the unit. If
the unit is operated in the current condition, even more
extensive and severe damage to the unit will result. Presently
the second unit at the building is operating constantly at
maximum capacity, without a backup to provide air conditioning to
the building. This unit also needs to be shut -down and serviced.
This situation is not adequate for the building and, if not soon
alleviated will result in a break down of the unit now operating,
resulting in the complete loss of air conditioning to the entire
building. If this occurs the facility would possibly have to be
evacuated.
Temptrol Air Conditioning, Inc., the City's contractor for
maintenance of this system, has provided an estimate of $19,500
for repair of the unit. Staff has reviewed this proposal and
find it to be reasonable for the work involved. Furthermore, by
virtue of Temptrol being the maintenance contractor, it is felt
their familiarity with the system and ability to commence repairs
immediately, will be an advantage over bringing in another
contractor.
Therefore, it is recommended that the emergency purchase of these
services of repair to the Police Department air conditioning unit
be approved. Property Maintenance Division funds are available
in account •420401=670; Maintenance and Repairs Outside for this
activity.
