HomeMy WebLinkAboutR-87-1023J-87-1020 10/28/87 RESOLUTION NO. 9 j--1023 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE EMERGENCY SHELTER GRANT OF $203,000 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (USHUD) AND FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO THE NECESSARY IMPLEMENTING AGREEMENT WITH USHUD FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the City of Miami is eligible to receive an Emergency Shelter Grant in the amount of $203,000 from the U.S. Department of Housing and Urban Development as a result of the adoption of the McKinney Homeless Assistance Act adopted by the Congress of the United States; and WHEREAS, the City of Miami submitted the required Comprehensive Homeless Assistance Plan to U.S. HUD'to be eligible to receive its $203,000 Emergency Shelter Grant; and WHEREAS, said Comprehensive Homeless Assistance Plan has been approved by U.S. HUD; and WHEREAS, the City has submitted its application for the Emergency Shelter Grant to USHUD; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. The City Manager is authorized to accept the Emergency Shelter Grant in the amount of $203,000 from the U.S. Department of Housing and Urban Development (USHUD). SECTION 2. The City Manager is hereby authorized to enter into implementing agreement with USHUD, in a form acceptable to the City Attorney, for the aforementioned purpose, subject to the conditions and limitations contained herein and in the City Code. SECTION 3. This Resolution shall be effective upon its adoption and the provisions thereof, unless otherwise indicated herein, shall also become operative upon its adoption. IN DATE: N O V 41987 FILE: Resolutions Accepting SUBJECT: the Emergency Shelter Grant & Allocating Grant Funds REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the two (2) attached resolutions relating to the Emergency Shelter Grant in the amount of $203,000 from the U.S. Department of Housing and Urban Development (USHUD) as a result of the Stewart B. McKinney Homeless Assistance Act adopted by the U.S. Congress. The first proposed resolution authorizes the City Manager to accept the Emergency Shelter Grant and authorizes the City Manager to enter into the necessary implementing agreement with USHUD. The second proposed resolution allocates the grant funds to service providers approved by the City Commission and authorizes the City Manager to enter into agreements with approved service providers. ' BACKGROLFUD The Department of Community Development has been advised that the City of Miami is entitled to receive an Emergency Shelter Grant of $203,000 from USHUD as a result of the Stewart B. McKinney Homeless Assistance Act adopted by Congress to provide services to the nation's homeless population. The City's grant is based on the same formula used to award Community Development Block Grant Funds to eligible jurisdictions. In order to be eligible for its entitlement, the City submitted _ a Comprehensive Homeless Assistance Plan (CHAP) to USHUD. The City's CHAP was endorsed by the Miami Coalition for Care to the Homeless and has been approved by USHUD. The plan includes the following required components: 1.) A statement describing the need for assistance, 2.) A brief inventory of facilities and services that assist the homeless population, 3.) A strategy to match the needs of the homeless with available services and recognize the special needs of various types of homeless persons (families with children, the elderly, the mentally ill and veterans) and 4.) a statement as to how proposed activities will complement and enhance existing services. The City's application for the Emergency Shelter Grant proposes to use the City's $203,000 entitlement for the following three y 7- 8 7- 0213 , e 0 Honorable Mayor and Members - 2 - of the City Commission eligible activities: 1. Establishment of a shelter for families - There is no suitable shelter in the area for homeless families. The need for such a shelter has been clearly identified in the Report on the Homeless published in the summer, 1987, by the Miami Coalition for Care to the Homeless.' The City's application directs $143,000 to rehabilitate an appropriate 'facility to establish a shelter for families. Requests for proposal have been solicited from non profit service providers to contract for this activity and the deadline for the submission of proposals to the Community Development Department is November 5, 1987. Staff will make recommendations for the allocation of grant funds to the Commission for approval after all proposals have been evaluated. 2. Operating expenses for the family shelter - A total of $30,000 is included in the application to supplement operating expenses of the family shelter. This is an eligible activity of the Emergency Shelter Grant and may include such items as utilities, insurance and shelter furnishing. _ 3. Direct services - The Emergency Shelter Grant limits the amount of funds for direct services to 15% of the total grant. The City Commission has expressed its intent to allocate $30,000 to the Social Action of Little Havana, Inc. to provide a food distributorship program with surplus food and sundry _ iteras. This Agency will provide these items to local shelters to help reduce operating expenses at the shelters. Adoption of the proposed resolutions authorizes the City Manager to accept the Emergency Shelter Grant, allocates grant funds to approved service providers and authorizes the City Manager to enter into the necessary agreements with USHUD and• approved providers.
