A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $200,000 FROM SPECIAL PROGRAMS AND ACCOUNTS, SPECIAL EVENTS, IN SUPPORT OF CERTAIN COMMUNITY CULTURAL EVENTS FUNDED UNDER A FIVE-YEAR FUNDING PROGRAM ESTABLISHED BY FESTIVAL ORDINANCE NO. 10206 PROVIDING THAT FUNDING FOR EACH EVENT SHALL BE DECREASED BY AT LEAST 20% FROM THE BASE YEAR'S ALLOCATION FOR A MAXIMUM FUNDING PERIOD OF FIVE YEARS; SAID ALLOCATION BEING CONDITIONED UPON SUBSTANTIAL COMPLIANCE WITH ADMINISTRATIV8 POLICY NO. APM 1-84, DATED JANUARY 24, 1984. WHEREAS, on January 8, 1987, the City Commission passed and adopted Ordinance No. 10206, which establishes a $200,000 funding program for the purpose of funding certain community cultural events on a five-year basis; and WHEREAS, using the first year allocation as a base, funding for each event supported during FY 86-87 shall be decreased by at least 20% from the base year's allocation for a maximum funding period of five years; and WHEREAS, as a result of the 20% reduction in funding, the amount of $40,000 was made available for the purpose of funding additional cultural events; and WHEREAS, the City Commission on June 25, 1987, by Motion No. 86-596, expressed its intent to allocate the said remaining amount of $40,000 from FY 87-88 festival funding to the Greater Miami Opera Association, subject to said association making available to the City Manager a total of 2,500 season tickets to be distributed among underprivileged children; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $200,000 is hereby allocated from Special Programs and Accounts, Special Events, in support of the following community cultural events funded under a five-year funding program established by festival Ordinance No. 10206 providing that funding for each event shall be decreased by CITY COMMISSION TJII;ETi14G Or By `1 mov 19 1987 S3LAff Ott No.R7-10 r at least 20% from the base year's allocation for a maximum - funding period of five years: Events Amount 1. Carnaval Miami/Calle Ocho Open House Festival $20,000 2. Fiesta by the Bay 20,000 — 3. Miami/Bahamas Goombay Festival 20,000 4. Miami City Ballet 20,000 — 5. Sunstreet Festival 20,000 6. Three Kings Parade 20,000 7. Orange Blossom Classic 28,000 — 8. Greater Miami Opera 40,000 - 9. Bethune Cookman Football Game 12,000 Section 2. The herein allocation is hereby conditioned upon substantial compliance with City of Miami Administrative Policy No. APM 1-84, dated January 24, 1984. Section 3. The herein $12,000 allocation to Bethune Cookman shall be placed into an interest bearing account to accrue interest to the benefit of Bethune Cookman College. Section 4. Bethune Cookman shall receive an additional amount during FY 188-89 to bring the combined total to an amount 1 not to exceed $21,000 for the purpose of sponsoring and promoting a football game next year. Section 5. All the aforementioned organizations are to be informed of the existing City Commission policy expressed. by Resolution 87-572. Section 6. All required audit statements from the aforementioned organizations are subject to City Commission acceptance or rejection; such audits to be prepared by said organizations' financial officer or by an independent auditor hired by said organizations. -2- 4 7-1021. Odi City Manager so RECOMMENDATION: DATE: NOV 41987 SUOJEclResolution Concerning Festival ordinance No. 10206 REFERENCES: ENCLOSURES: FILE: It is respectfully recommended that the City Commission adopt the attached resolution which allocates $200,000 from Special Programs and Accounts, Special Events, to several cultural programs for fiscal year 1987-88 under Festival Ordinance No. 10206. BACKGROUND: The Department of Community Development has prepared the appropriate legislation in connection with Festival Ordinance No. 10206. On January 8, 1987, the City Commission established a five-year funding program using $200,000 from Special Programs and Accounts to fund eight (8) community cultural events, with the provision that each succeeding year funding for each of those events would be decreased by at least 20% from the base year's allocation for a maximum period of five (5) years. As a result of the 20% reduction, a balance of $40,000 was available to fund new cultural programs. However, on June 25, 1987, by Motion No. 87-596, the City Commission expressed its intent to allocate this amount to the Greater Miami Opera. It should be noted that one of the eight events funded last year, Bethune-Cookman Football Game, will not be playing a game at the Orange Bowl during this season.
