(NEMCC) AND THE GREATER BISCAYNE BOULEVARD CHAMBER OF COMMERCE, INC. (GBBCC) IN AN AMOUNT NOT TO EXCEED THIRTY THOUSAND DOLLARS ($30,000) EACH TO CONTINUE IMPLEMENTING THE COMMERCIAL FACADE TREATMENT PROGRAM IN THE EDISON LITTLE RIVER TARGET AREA, WITH FUNDS ALLOCATED THEREFOR FROM THE THIRTEENTH (13TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. WHEREAS, the Commercial Facade Treatment Program is a component of the Comprehensive Citywide Commercial Rehabilitation Assistance Facade Treatment Program; and WHEREAS, this program was approved in the Thirteenth (13th) Year Community Development Block Grant application by Resolution o No. 87-411; and WHEREAS, the City Commission passed Resolution No. 87-561 authorizing the City Manager to execute a contractual agreement with the Northeast Miami Chamber of Commerce, Inc. and the Greater Biscayne Boulevard Chamber of Commerce, Inc. to implement the City's economic development activities within the Edison Little River target area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY i. f' '. The City Manager is hereby authorized to enter into an agreement in an amount not to exceed thirty thousand i dollars ($30,000) each for the 1987-88 fiscal period ending June 30, 1988 with Northeast Miami Chamber of Commerce, Inc. and Greater Biscayne Boulevard Chamber of Commerce, Inc. for the purpose of implementing the City's Commercial Facade Program within the Edison Little River target area, with funds allocated therefor from the Thirteenth (13th) Year Community Development Block Grant Funds. Odio REFERENCES: Chamber of Commerce to implement City Manager the Commercial Facade Treatment ENCLOSURES: Program - RE: Commission Agenda Item October 2*2, 1987 RECOMMENDATION It is respectfully recommended that the City Commission approve the attached Resolution authorizing the City Manager to execute individual contractual agreements with Northeast Miami Chamber of Commerce, Inc. (NEMCC) and Greater Biscayne Boulevard Chamber of Commerce, Inc. (GBBCC) in the amount of thirty thousand dollars ($30,000) each for the purpose of implementing the' Commercial Facade Treatment Program in the Edison Little River target area, with funds allocated from the Thirteenth (13th) Year Community Development Block Grant (CDBG) fund for the fiscal period ending June, 1988. Community Development (DCD) has analyzed the a contract with Northeast Miami Chamber of Id Greater 'Biscayne Boulevard Chamber of in the amount of thirty thousand dollars the Thirteenth (13th) Year Commercial Facade In the Thirteenth (13th) Year Community Development Program, there is a Citywide allocation of three hundred thousand dollars ($300,000) for the Commercial Facade Treatment Rehabilitation Program which was approved on May 14, 1987 by City•Commission Resolution No. 87-411. The Facade Treatment Program is a modified approach to commercial revitalization and economic development where only the facade is treated in a concentrated impact area of commercial use. In each of the target areas, the specified Community Based Organization (CBO) is to administer the commercial facade programs in the target area and provide services as it relateSto the contract and within the budget constraints. NEMCC will implement the Citywide Commercial Facade Program in the northern part of the Edison Little River Neighborhood target area. GBBCC will serve the Biscayne Boulevard area of the same community. 87-1016
