HomeMy WebLinkAboutR-87-1013J-�7�117 102/87 RESOLUTION NO. i -1013 A RESOLUTION CONCERNING THE CIRCUS ROYALE TO BE CONDUCTED BY THE GUSMAN CULTURAL CENTER ON NOVEMBER 22, 1987 AS PART OF THE SERIES EIGHT SINGULAR SENSATIONS PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON THE ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES. WHEREAS, the Gusman Cultural Center will conduct the Circus Royale on November 22, 1987 as part of their series Eight Singular Sensations; and WHEREAS, certain streets must be closed to through vehicular traffic during specified hours to ensure the safety of participants and attendees; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Circus Royale to be conducted by Gusman Cultural Center as part of the series Eight Singular Sensations the following streets are hereby closed to through vehicular traffic from 12:00 midnight November 21, 1987 to 12:00 midnight November 22, 1987 as specified below: The Southern most lane of East Flagler Street from lst Avenue to 2nd Avenue S.E. 2nd Avenue from Flagler Street to S.E. 1st Street r Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in th s Section. -t i Section 2. Such closing of streets is subject to State —� approval and issuance of permits by the Departments of Police and -� Fire, Rescue and Inspection Services. REMARKS, Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Such closing of streets is hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services. Resolution Concerning the Circus Royale/Gunman Cultural Center REFERENCES: Commission Agenda Item ENCLOSUREsNovember 12, 1987 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets in connection with the Circus Royale to be conducted by Gusman Cultural Center on Sunday, November 22, 1987 as part of their series "Eight Singular Sensations", subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services and the requirement that the City be insured against any potential liability. This authorization is contingent upon the organizers paying for the cost of City services for said event. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the street closures in connection with an event to be conduc'-- Busman Cultural Center on November 22, 1987. The event entitled Circus Royale is part of Center Series "Eight Singular Sensations", street festival featuring circus animals, community artists and other attractions, performances at Gusman.
