A RESOLUTION CONCERNING THE SUNSTREET FESTIVAL
TO BE CONDUCTED BY THE SUNSTREET FESTIVAL,
COMMITTEE, INC. TO BE HELD DECEMBER 5 AND 6,
1987, PROVIDING FOR THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC;
ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; AUTHORIZING A TWO-DAY PERMIT TO
SELL BEER AND WINE IN CONNECTION WITH SAID
EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW; FURTHER ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; CONDITIONED UPON THE
REQUIREMf.NT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES ASSOCIATED WITH SAID EVENT
BEYOND THE FUNDING PROVIDED BY FESTIVAL
ORDINANCE NO. 10206.
WHEREAS, the Sunstreet Festival Committee, Inc. will
conduct the Sunstreet Festival to be held on December 5 and 6,
1987; and
WHEREAS, certain streets must be closed to through
vehicular traffic, establishing a pedestrian mall and an area
restricting non -festival retail peddlers on December 5 and 6,
1987 during specified hours to ensure the safety of participants
and attendees; and
WHEREAS, the organizers of the event have requested
permission to sell beer and wine for a two-day period during the
specified hours of the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Sunstreet
Festival, the following streets are hereby closed to through

vehicular traffic from 5:00 A.M. to 9:00 P.M. on December 5 and
6, 1987 as specified below:
N.W. 7 Avenue from N.W. 54 Street to N.W. 62 Street
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which
intersect the enumerated areas delineated in this
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set frr.th herein.
Section 3. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of the Sunstreet Festival Committee,
Inc. to sell beer and wine for a two-day period in connection
with the Sunstreet Festival to be held December 5 and 6, 1987, is
hereby granted subject to the issuance of all permits required by
law.
Section 4. Pursuant to the provision of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on December 5 and 6, 1987,
during the hours of 5:00 A.M. to 9:00 P.M. on the above
designated streets and on all intersecting streets for two blocks
in all directions.
Section 5. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the

Department of Police is to be issued upon full approval of the

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the necessary street closures
establishing a pedestrian mall, the restriction of non -festival
retail peddlers and a two-day permit to sell beer and wine in
connection with the 1987 Sunstreet Festival to be conducted by the
Sunstreet Festival Committee on December 5 and 6, 1987, subject to
the issuance of all permits required by law and compliance with
such conditions and limitations as prescribed by the City of Miami.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation in connection with the 1987 Sunstreet
Festival to be conducted on December 5 and 6, 1987. The Sunstreet
Festival Committee, Inc. has requested the aforementioned
autyiorizations in connection with said event.
This year the Sunstreet Festival will not inblude a parade as in
_1 previous years, instead there will be a two-day street fair
showcasing the Liberty City area.
