HomeMy WebLinkAboutR-87-1001J-87-1005 10/29/87 RESOLUTION NO. 147*4002 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ISSUE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, A REQUEST FOR PROPOSALS FOR THE COMPUTER HARDWARE AND SOFTWARE NECESSARY TO OPERATE THE CITY OF MIAMI GEOGRAPHIC INFORMATION SYSTEM; APPOINTING SERGIO RODRIGUEZ, DIRECTOR, PLANNING DEPARTMENT, AS CHAIRPERSON FOR THE COMPETITIVE SELECTION AND NEGOTIATION COMMITTEE, IN ACCORDANCE WITH ORDINANCE NO. 8965, ADOPTED JULY 23, 1979, WHICH ORDINANCE ESTABLISHED PROCEDURES FOR COMPETITIVE NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISHING OF SUCH PRODUCTS. WHEREAS, the majority of information used by departments of the City of Miami has a geographic component; and WHEREAS, better management and use of geographic information can help he City to increase revenue, reduce costs of field operations, and improve the effectiveness of City services; and WHEREAS, technological developments in automated mapping and geographic information systems in recent years have made such systems significantly more affordable and useful for municipal operations; and WHEREAS, the City is now completing the computerized Geographic Database and is developing a computerized city base map for use in a Geographic Information System (GIS); and WHEREAS, $335,000 has been appropriated for the acquisition of GTS hardware and software in the FY'88 Capital Improvement Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The City Manager is authorized and directed to request the Planning Department to subsequently issue a Request for Proposals for: 1) GIS computer software and the hardware with the requisite capabilities, 2) additional computer software necessary to convert the City's Municipal Atlas Sheets to GTS format, and 3) six remote graphics workstations. Section 2. Acquisition of the hardware and software products identified in Section 1. (above) are to be acquired in accordance with the provisions of Ordinance No. 8965, adopted July 23, 1979. Section 3. Sergio Rodriguez, Director, Planning Department, is hereby appointed as Chairperson of the Competitive Selection and Negotiation Committee in accordance with the provisions of Ordinance No. 8965. Odio .City Manager RECOMMENDATION DATE: NOV 41997 FILE: SUBJECT: RESOLUTION AUTHORIZING RFP FOR GEOGRAPHIC INFORMATION SYSTEM REFERENCES: CITY COMMISSION MEETING ENCLOSURES: OF NOVEMBER 12, 1987 It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the issuance of q Request for Proposals for a City Geographic Information System (GTS), including the necessary computer hardware, software and data necessary to begin operations; directing the City Manager to appoint a Competitive Selection and Negotiation Committee; and appointing Sergio Rodriguez, Director, Planning Department, as Chairman of that committee. BACKGROUND The Planning Department, working cooperatively with the Computer Department and other City operating departments through the GIS Task Force, is now prepared to proceed with the acquisition of computer hardware and software. This resolution authorizes the City Manager to issue, in a form acceptable to the City Attorney, a Request for Proposals and convene a Competitive Selection and Negotiation Committee to evaluate those proposals for final selection by the City Cutmaissioti. The Geographic Information System (GIS) project, headed by the Planning Department, is a City-wide effort to establish a computerized mapping system capable of displaying block and parcel level maps of the entire City and of simultaneously displaying non -graphic information about the same areas. These capabilities have important implications for operations in Police, Fire, Solid Waste, Planning, Housing, Building and Zoning, and Finance, among other departments. The proposed RFP would fund one central mini -computer and GIS software package, approximately six graphic terminals and their associated input and output devices, and provide for conversion of map data files from other computer systems to the GIS, at an expected total cost of approximately $335,000. Funding for this element of the Geographic Information System project comes from the following sources: Police G.O. Bonds, $150,000; Fire G.O. Bonds, $100,000; Housing G.O. Bonds, $509000; Pollution Control G.O. Bonds, $35,000. The Geographic Information System Task Force, chaired by the Planning Department and composed of representatives of most of the City's operating departments, has been meeting to discuss the City's GIS needs and to see demonstrations by various vendors for the past three years. Simultaneously, the price of the necessary computer equipment has fallen dramatically and the Page 1 of 2 .2L I 197- 0V1 Honorable Mayor and Members of the City Commission capabilities of GIS software programs have increased. Metro -Dade County has initiated a somewhat more ambitious GIS effort this past year, beginning with a system supporting fifteen workstations, the majority of which are devoted to Police Department research. The City of Miami will be able to make direct use of at least part of the data developed for Dade County, thereby reducing its own GIS cost. Within the City government, the Public Works Department has begun to digitize (convert from paper maps to computerized images) the six hundred Municipal Atlas sheets showing each block and parcel on its own Computer -Aided Design (CAD) system. These images can be converted by the vendor to a GIS format to serve as an accurate base map for use in a GTS. Also, the Planning Department is supervising completion of the Geographic Data Base project, which is compiling a computerized listing of each address in the City, giving the use, condition, and size of each building, along with its associated tax parcel number. Having the combined listing/map files in a GIS system will allow the eventual creation and retrieval of detailed maps of each block and neighborhood for use in emergency operations, property service fee billing, vehicle routing, code enforcement, research, planning, and resource allocation. The use of computerized maps to display Reographically-related operational data will allow City departments to conduct field operations more efficiently, to more effectively collect City fees, and to help monitor the proper assessment of taxes due the City from the County Tax Assessor and from the iltil;ty companies. The City of Miami now has the opportunity to take advantage of recent technological developments and of newly developed data sources to improve the overall quality of the information it uses on a daily basis. For example, Police and Fire units dispatched to an address can be informed of the size, use, owner name and construction type of the destination building while still en route, giving them an advantage in finding the site and approaching the situation. It is expected that the RFP will be issued during November 1987, leading to final selection and Commission approval by February 1988. Since the Planning Department has coordinated the overall GIS effort within the City, it is recommended that Sergio Rodriguez, Planning Director, head the Selection and Negotiation Committer.
