OPERATION IN THE AMOUNT OF $50,000
FROM ROUS E-MIAMI, I NC.; CONTAINING
A REPEALER PROVISION AND
SEVERABILITY CLAUSE,
W'HERCAS, the Jamos L. Knight Foundation requested that
the addition of a computer controlled laser light projection
system be included in the redevelopment of Bayfront Park and has
given the City a grant in the amount of $W ,171 to covor
construction modifications necessary to incorporate the system
into the redevelopment of the park and for the purchase and
installation of the equipment and the computer programs; and
WHEREAS, the James L. Knight Foundation grant requires
the City to establish a Trust Fund in the annual amount of
$50,000 to operate the tower; and
WHEREAS, it is estimated that the concession at the
tower will produce a minimum rent of $50,000 when fully
operational; and
WHEREAS, $50,000 contributed by Rouse -Miami, Inc. is
available in the Bayfront Park Redevelopment- Light tower Capital
Project due to bids for the laser projection system bring lower
than original estimates;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The following Special Revenue Fund is
hereby established and resources are hereby appropriated as
described herein:
FUND TITLE: Bayfront Light Tower Maintenance Trust
RESOURCES: Contribution from Capital
Improvement Funds (Rouse -
Miami, Inc.) $ 50,400
APPROPRIATIONS: Bayfront Light Tower Maintenance

and supplies and to generally carry on the functions and duties
Of municipal affairs.
Section 5. The requirement of reading this ordinance
on two separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.

Pursuant to public notice, sealed bids were received October 5,
1987 for furnishing equipment, materials, installation and
programming of a Laser Light Show Projection System to be
installed at Bayfront Park for the Department of Public Works.
Invitations were mailed to five (5) potential bidders. Two bids
and One "No Bid" protest were received. Two bids were received
from Science Factions and Image' Engineering Corp., Laser Media,
Inc. submitted the "no bid" protest.
The bids were evaluated by the Department of Public Works and
found to be non -responsive.
Based on the recommendation of the' Director of Public Works and
The Chief Procurement Officer I have rejected the bids and,
authorized competitive negotiations for a contract which will
meet our specifications and the cost to be within our budgeted
amount of $300,000.00. Funds for this purchase will be available,
in a grant from the Knight Foundation. It is anticipated that
the, negotiations will be completed and a contract finalized
within a few days.
