(USHUD) wi,11_ award the City Of Miami. an Emergency Shelter Grant. in the amount Of $203,000 as a result Of the Stewart B. McKinney Homeless Assist.ance Act- to provide programs for the homeless; and WHEREAS, as a requirement- to receive the emergency shelter grant., the City of Miami. has submi-tt-ed. a . Comprehensive Homeless Assistance Plan to U.S. HUD which has been approved; -and WHEREAS, t-.he City of Miami, has submit.t.ed to U.S. HUD jjs application for the grant; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: EMERGENCY SHELTER GRANT (FY-88) RESOURCES: U.S. DEPARTMENT OF HOUSING AND URBAN $203,000, DEVELOPMENT APPROPRIATION: EMERGENCY SHELTER GRANT $203,000 SECTION 2. This appropriati.0h is contingent upon funding allocation from U.S. HUD and the City Manager's acceptance thereof. Sect.ion 3. Od to J City Manager ENCLOSURES RECOMMENDATION It i,s respectfully recommended that the City Commission adopt the attached emergency ordinance which appropriates '$203,000 from the Emergency Shelter Grant from the U.S. Department of Housing and Urban Development (USHUD) and establishes one new special revenue fund .entitled "Emergency Shelter Grant (FY'88)". Funds are available as a result of the Stewart B. McKinney Homeless Assistance Act adopted by the U.S. Congress. BACA'GROUND The Department of Community Development has been advised that the y Shelter Grant Cast of Miami_ is entitled to receive an Emergency of $203,000 from USHUD as a result of the Stewart B. McKinney Homeless Assistance Act adopted by Congress to provide services to the nation's homeless population. The c ty's grant is based on an the same formula used to award Community Development Block Grant Funds to eligible jurisdictions. In order to be eligible for ,the entitlement, the City has submitted a Comprehensive Homeless Assistance Plan (CHAP) to USHUD, which has been approved. The City's CHAP was also endorsed by -the Miami. Coalition for Care to the Homeless. This plan includes the following required components: 1.) A statement describing the need for assistance, 2.) A brief inventory of facila.ties and services that assist the homeless population, 3.)_ A strategy to match the needs of the homeless with available services and recognize the special needs of various types of homeless persons (families with children, the elderly,, the mentally ill and veterans) and 4.) a statement as to how proposed activities will complement: and ,enhance existing services. The City's application for the Emergency Shelter Grant proposes to use the City's $203,000 entitlement for the following three eligible activities: 1. Establishment of a shelter for families There is no suitable shelter in the area for homeless families, The need IL04349 P al Honorable Mayor and Members - 2 of the City Commission for such a shelter has been clearly ident i.fied i.n the Report on the Homeless published in the summer, 1987, by the Miami. Coalition for Care to the Homeless. The City' s application directs $1430000 to rehabilitate an appropriate facility to establish a shelter for families. Requests for proposal. have been solicited from non profit service providers to contract for this activity. Staff will make recommendations for the award of the allocation to the Commission for approval after all proposals have been evaluated. 2. Operating expenses for the family shelter - A total of $30,000 is included in the application to supplement operating expenses of the family shelter. This is an eligible activity of the Emergency Shelter Grant and may include such items as utilities, insurance and.sheltez furnishing. 3. Direct services - The Emergency Shelter Grant limits the amount of funds for direct services to 15% of the total grant. The City Commission has expressed its intent to allocate $30,000 to the Social Action of Little Havana, Inc. to provide a food distributorship program with surplus food and sundry items. This Agency will provide these items to local shelters to help reduce operating expenses at the shelters. The proposed legislation is submitted as an emergency ordinance due to the fact that the City Commission had adopted, Resolution 87-832 at its meeting of September 8, 1987 which expressed its intent to allocate $30,000 from the anticipated Emergency Shelter Grant to Social Action of Little Havana, Inc. to provide a food, distributorship project. to low income persons. The agency has been operating for nearly two months since the Commission action with limited funding which has created obvious fiscal constraint's for the organization. Representatives from Social Action of Little Havana, Inc. have expressed an urgent need for the shelter ,grant allocation to provide its services to the community.
