ORDINANCE NO, 10347
AN ORDINANCE ESTADLISHING APPROPRIATIONS FOR CITY
CAPITAL IMPROVEMENTS; CONTINUING AND REVISING
PREVIOUSLY APPROVED SCHEDULED CAPITAL IMPROVEMENT
PROJECTS, AND ESTADLISHINC NEW CAPITAL IMPROVEMENT
PROJECTS TO BEGIN DURING FISCAL YEAR 1987-88;
CONTAINING A REPEALER PROVISION AND A SEVERADILITY
CLAUSE,
WHEREAS, Resolution No. 79--712, adopted by the City Commission on
November 9, 1978, authorized the Planning Department to review and update the
Capital Improvement Program annually; and
WHEREAS, in accordance with Section 2--136 of the Miami City Code (1980);
the Planning Department has prepared and submitted to the City Commission a
Capital Improvement Program that identifies the sources of funding of all
proposed capital projects valued at $5,000 or more for the program 1987--1993;
and
WHEREAS, the administration has abstracted certain projects proposed to
be undertaken in fiscal year 1987=1988 with General Obligation Bond Funds,
Revenue Bond Funds, Enterprise Funds, General Fund Revenues, and with some
federal and state funds and private contributions, as required by Section 30
and 34 of the Miami City Charter, and included them in this proposed
ppropriations ordinance; and
WHEREAS, the City of Miami Capital Improvement Program has been reviewed
and, in some cases, ongoing capital projects have been revised and respective
appropriations increased or decreased in their totals; and

WHEREAS, the appropriations ordinance includes those projects selected
to be continued during fiscal year 1987-1988 and reappropriates the previously
authorized project funding totals; and
WHEREAS, this ordinance includes new capital projects scheduled to begin
during fiscal year 1987-1988 and appropriates the project funding totals; and
WHEREAS, provisions have been duly made by the City Commission for a
Public Hearing on the proposed City of Miami Capital Improvement Program 1987-
1993 before the Commission and said Hearing thereon has been held; and

WHEREAS, the City Commission has reviewed the City of Miami Capital
Improvement Program 1987-1993 and Capital Budget 1987-88 and has approved
appropriations in seven (I-VII) p►ogram areas based upon use or functional
categories within said areas in accordance with the following format:

Section 1. The herein appropriations are hereby made for
implementation
of all municipal capital improvements of the City of ?Miami,
including new
capital improvement projects scheduled to begin during fiscal year
1987.88. The
herein appropriations which are hereby. designated by reference
to descriptive
project title and number also include appropriations for previously
approved
scheduled projects as well as reappropriations of prior fund
appropriations.
The source of revenues to support the herein appropriations is hereby
identified
by fund and project with the project appropriations and revenues
therefor being
set forth for seven program areas (1-VI1) based upon use or functional category

revenues for the fiscal year 1987-88, which shall be entitled "Capital Budget
of the City of Miami, fiscal year October 1, 1987, through September '30,
1988.11

Office.

or word of this ordinance is declared invalid, the reyiaining provisions of the
ordinance shall not be affected.
Section 6. All ordinances or parts of ordinances, insofar as they are
inconsistent or in conflict with the provisions of this ordinance, are hereby
repealed.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached
Ordinance amending Capital Improvement Ordinance No. 10187 to appropriate
funds for the 1987-88 Capital Budget.
BACKGROUND:
In conjunction with the City's overall capital programming process, the
Planning Department has prepared the FY'88 Capital Appropriations Ordinance.
The attached Capital Appropriations Ordinance appropriates funds for new
capital projects established to begin during fiscal year 1987--88, increases
appropriations to continue certain previously approved capital projects, and
decreases appropriations for certain projects. In a companion item to this
Ordinance, the City Commission is being asked to consider approval, in
principle, of the City of Miami Capital Improvement Program 1987-1993 and
Capital Budget 1987-88.
