WHEREAS, the State of F I o i d a enacted the "Visions
2000 Act of 1986" (Chapter 86-?21, F.S.) on J a 1 y 1, 1936
authorizing each county and municipality to establish a "Visions
2000 Commi tten" to for iulate public_ policy goals and objectives,
and develop comprehensive policies for achieving said goals and
objectives; and
WHEREAS, these goals and strategies shall re late to
the social, economic., and physical makeup of the municipality to
assure that all citizens have access to the necessities that
make life valuable, fulfilling and useful; and
WHEREAS, the City Comwission adopted Resolution ado.
87-158 on February 12, 1937 establishing a 'elisions 2000
Committee consisting of ten members to be appointed by a
majority vote of the members of the State Legislature
representing the City of Miami; and
WHEREAS, " T ) e Visions 2000 act of 1936" establishes
the Vi s ions 2000 Committee to cons i st ;af up t a tt v -f i ve

Legislature representing the municipality, and ,whose members
shall include a broad cross-section of community - based

WHEREAS, the City of Miaii has been awarded a $41,407
grant from the Florida Department of State to assist the
Committee in carrying out its responsibilities and obligations
as provided.in Chapter 86-221, F.S.; and
WHEREAS, a 1 grant

Visions 2000 Committee

ENCLOSURES:
_ It is respectfully recommended that the City Commission adopt the attached
ordinance establishing a new Special Revenue Fund entitled "Visions
2000 Committee"; appropriate funds for use in support of the Visions 2000
Committee in the amount of $41,407, consisting of a $41,407 grant awarded for
this purpose by the Florida department of State; and expand the size of the
committee from ten to twenty-five members, so as to be consistent with the
"Visions 2000 Act of 1986."
BACKGROUND:
The Planning Department is providing technical and logistical support to the
Visions 2000 Committee, assisted by the Management and Budget Department. The
Visions 2000 Committee and its state funding are authorized under Chapter 86-
221, F.S.: "The Visions 2000 Act of 1986." The Legislature intended that
these locally established committees function in a manner similar to the
State Comprehensive Plan Committee, and whose composition: would be
representative of a cross-section of community -based groups. The Visions
2000 Committee would "provide a forum to facilitate discussion oi, and
provide a community consensus for, the proper. sense of direction for the
future of the county or municipality" (Chapter 86-221, sec. (3), F.S.). This
committee is expected to formulate goals and develop comprehensive policies
that would provide general guidance to local governments in their formulation
of public policies.
The Visions 2000 Committee is expected to consider issues relevant to the
City of Miami and related to the goals and policies of the State
Comprehensive Plan which address problems in the areas of

The committee is also expected to consider low, medium and high population
growth alternatives; what policies would induce them; and which alternative
and policies are preferable. The committee may also consider the industry -
mix and size composition of industries that are appropriate for the City, the
current and potential future role of major public institutions in the City,
the need and opportunities for inter -industry and public/private sector
cooperation, and the need for inter -government cooperation.
The Committee's.members and its chairperson shall be appointed by a majority
vote of the members of the Legislature which represent the City of Miami.
Those members are Senators Gordon, Guber, Margolis, Metcalf, Meek and Ros-
Lehtinen, and Representatives Bloom, Burke, Friedman, Gonzalez-Quevedo,
Gutman, Morse and Reeves.
On February 12, 1987, the City Commission adopted Resolution No. 87-158,
thereby establishing the City of Miami's Vision 2000 Committee. Ten
nominations to the committee were forwarded by the Commission to the members
of the Legislature representing the City of Miami. It is our understanding
that the members of the Legislature representing the City of Miami submitted
a tentative list of committee members to the Department of State, and that

a final decision on the cOtmittee's composition will soon be made. the list
of names submitted to the Department of State are.

The Planning Department will provide general staff support to the Committee,
provide staff evaluation and position papers, organize committee meetings,
and compile Committee recommendations into a final Committee report. The
Department of Management and Budget will also provide general staff support to
the committee. The Committee's final report is expected to be prepared in
coordination with the current update of the Miami Comprehensive Neighborhood
Plan and address other issues raised by the State Comprehensive Plan.

AN ORDINANCE ESTABLISHING APPROPRIATIONS FOR
CITY CAPITAL IMPROVEMENTS; CONTINUING AND
REVISING PREVIOUSLY APPROVED SCHEDULED CAPITAL
IMPROVEMENT PROJECTS, AND ESTABLISHING NEW CAP-
ITAL IMPROVEMENT PROJECTS TO BEGIN DURING FIS-
CAL YEAR 1987.88; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
Said proposed ordinances may' be inspected by the public at the
Office of the City Clerk, 3500 Pan American Drive, Miami, Florida,
Monday through Friday, excluding holidays, between the hours of
8:00 A.M. and 5:00 P.M.
All interested persons', may appear at the meeting and be heard
with respect to the proposed ordinances.
Should any person desire to appeal any decision of the City Com-
mission with respect to any matter to be considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is
made including all testimony and evidence upon which any appeal,
may be based.
