WHEREAS, the Miami Planning Advisory Board, at its meeting
of June 17, 1987, Item No. 1, following an advertised hearing
adopted Resolution No. PAB (6) 40-87, by a 7 to 0 vote,
RECOMMENDING APPROVAL of an amendment to the Miami Comprehensive
Neighborhood Plan and Addenda (September 1985), as hereinafter
set forth; and
WHEREAS, changing conditions in the area surrounding the
subject property, support the herein changes; and
WHEREAS, the City Commission after careful consideration of
this matter deems it advisable and in the best interest of the
general welfare of the City of Miami and .its inhabitants to grant
this Comprehensive Plan change as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE 'CITY
OF MIAMI, FLORIDA:
Section 1. The Miami Comprehensive Neighborhood Plan and
Addenda (September 1985), is hereby amended by changing the
designation of that certain parcel of property located at
approximately 1025 Northwest 19th Avenue, more particularly
described as the north 22.5 feet of Lot 11 and all of Lot 121
Block 3, COPPINGER'S TROPICAL GARDENS, as recorded in Plat Book
16 at page 52 of the Public Records of Dade County, Florida, from
low density residential to moderate low density residential use.
Section 2, It is hereby found that this Comprehensive Plan
designation change;

b. Involves a residential land use of 5 acres or less
and a density of 5 units per acre or less or involves other land
use Categories, singularly or in combination with residential
user of 3 acres or less and does not, in combination with other
changes during the last year, produce a cumulative effect of
having changed more than 30 acres;
c. The property which is the subject of this
amendment has not been the specific subject of a Comprehensive
Plan change within the last year; and
d. The herein amendment does not involve the same
owner's property within ' 200 feet of property provided a
Comprehensive Plan change within the last 12 months.
Section 3. All ordinances, code sections, or parts thereof
in conflict herewith are hereby repealed insofar as'they are in
conflict.
Section 4. Should any part or provision of this Ordinance
be declared by a court of competent jurisdiction to be invalid,
the same shall not affect the validity of the ordinance as a
whole.

REQUEST
Change of Miami Comprehensive Neighborhood Plan
(1985) land use designation from Low-Oensity
Residential to Moderate -High Residential.
BACKGROUND
The subject site is designated on the MCNP
f1985) for low density residential uses, with
the property being used as a single-family
residence in conformity with this Master Plan
designation. The next six lots running
northward of the subject site are designated for
moderate -high residential use. The first lot to
the north contains a duplex structure, with the -
remaining five I lots containing A multifamily
condominium structure:
Immediately to the west of the site, on the.west
side of 19 Avenue between 11 Street and -
Northwest S. River Drive, the Master Plan land
use designation is also Moderate -High Density
residential. That block contains three
residential structures. two four -flats, and a
duplex, with all of these structures backing up
to a medium size FP&L electrical substation. A
number of the owners of properties surrounding
the subject site support the application.
Property to the east and south of the site have
the same land -use designation and use as the
applicant.
Within recent years, N.W. 11 Street has been..
extended from NW 20 Avenue to NW 19 Avenue".

The other )and uses in the area include maritime
related uses to the north and northwest The
Harbor View Psychiatric Hospital; The River Club
condominium development, and Sewell Park to the
north and northeast, all these uses located
approximately 400 feet north of the applicant's
property.
ANALYSIS The Planning Department finds that this
application will not adversely impact any
established neighboring land uses. The request
also will not 'create a • spot land -use
designation, nor will the change adversely
affect traffic or public safety.
RECOMMENDATIONS
PLANNING DEPT. Approval. . Change of MC NP (1985) land use
designation from Low Density Residential to
Moderate High Density Residential.
PLANNING ADVISORY BOARD. At its meeting of June 17, 1981, the Planning
Advisory Board adopted Resolution PAS 40-879
by a 7 to O vote, recommending approval of the
above.
Three replies in'favor and three objections
were received by mail. One proponent was
present at this meeting.
CITY COMMISSION At its meeting of July 23, 1987, the City
Commission continued the above to its meeting of
September 22, 1987.

City Commission passed the above on First
