SUBJECT: New pool at Range Park
REFERENCES:

Per your request, a discussion item concerning the funding of a
new pool in Range Park has been scheduled for the December 10,
1987 City Commission Meeting. Staff of the Parks, Recreation and
Public Facilities Department has been researching the
availability of funding for such a new, state of the art pool.
Traditional Park and Recreation capital grant sources currently
have award ceilings of only $150,000. As the proposed pool
facility has been estimated to cost between $2.5 and $4.3
million, depending upon options, staff has looked in other
directions for additional sources.
Direct State appropriations may be one source, but most such
appropriations are well under $1 million. A different type of
state appropriation is the Public Education Capital Outlay (DECO)
line item in the Department of Education's budget. This line
item has been as high as $3.1 million for a single project.
The PECO appropriation program requires the cooperation and
approval of the local school board, as well as a matching
requirement. With effective, quickly implemented lobbying of the
Dade County School Board, the 'earliest that funding could be
expected from this source is the State's '89-'910 fiscal year
which begins June, 1989.
Staff has approached the Dade County School Board's Office of
Facility Planning and Construction about this project and
received favorable feedback. Range Park is one of the parks
recently leased to the School Board in return for a maintenance
fee and, as a result, is slated for renovation by that
organization in the near future. In addition, the schools'
swimming programs have suffered a major decline in recent years
because of inadequate facilities. A major new' facility,
strategically located in Range Park and jointly operated and
programmed by the City and the School Board would go a long way
to revive the emphasis on swimming as both a competitive sport
and lifesaving recreation.

The Parks, Recreation and Public Facilities Department has —
recommended that the City attempt to fund this facility through a
combination of sources, including a Parks General Obligation Bond
Issue, a direct state appropriation, and the PECO program. —
