RESOLUTION NO. S7--1122
A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $5,000 FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND, TO COVER DOCKAGE
FEES FOR APPROXIMATELY TWENTY (20) VESSELS AT
THE C;ITY'S MIAMARINA, IN CONNECTION WITH A
REGATTA TO BE CONDUCTED BY THE INTERNATIONAL
FIFTY FOOT YACHT ASSCIATION ON MARCH 3-6,
1988; SUBJECT TO AND CONTINGENT UPON
COMPLIANCE WITH SUCH CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
OF MIAMI.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. An amount not to exceed $5,000 is hereby
allocated from Special Programs and Accounts, Contingent Fund, to
cover dockage fees for approximately (20) twenty vessels at the
City's Miamarina, in connection with a regatta to be conducted by
the International Fifty Foot Yacht Association on March 3-6,
1988.
Section 2. The aforementioned allocation and approval are
hereby subject to and contingent upon the organization's
compliance with any and all applicable directives and/or
requirements of the administration of the City of Miami.

Dear Commissioner ::ennedy:
As per our conversation, enclosed hereto is letter
from the International Fifty Foot Yatch Association.
Since our meeting, I met with r;r. Lee Goldfab who
is Vice -President and General Manager to Bayside, where I
explained to him our project in full and he was very enthu-
siastic and willing to cooperate with the association and
of course, with the City of r'lianii in order to make this
event a success.
I feel the enclosed letter covers all details about
this project, but as mentioned on Mr. Mutter's letter we
will be holding a planning session in Pliami in mid November
where we will be more than happy to answer any questions
you or Per. Cesar Oido might have about this event.
In the meantime, if you need any further information
regarding this matter, please feel tree to contact me.

Dear Commissioner Kennedy:
On behalf of the entire International Fifty Foot Yacht
Association, let me thank the City of Miami for its kind
_ invitation to race in your city on March 3 - 6, 1988. I am
confident that this will be a mutually beneficial proposition.
The City of Miami's new Bayside facility will be an ideal
setting for this regatta. It offers many of the necessary
ingredients for a successful event. I am certain that it will
receive excellent treatment from the representatives of the
national press. The previous association events have generated a
significant amount of favorable press both locally and in the
national yachting publications. A similar event in Detroit was
covered by all of the local papers, four local television
stations, and at least 6 of the national yachting magazines such _
as Sail Magazine, Yachting Magazine, Yacht Racing/Cruising, and
American Sailor. Participants came from Florida, New York, F
Virginia, Boston and Sweden. The City of Miami can expect at
least the same level of participation, around 10 to 15 -
competitors.
Each boat will be accompanied by a crew of approximately 14
people. Several members of the crew will bring significant others
to watch the race. The race committee will have a minimum of 15
people along with their mates. At recent regattas held by the
class, large crowds of spectators have gathered in the marina area
after the race for impromptu and planned social activities. As a
result, the restaurants and bars in the Bayfront area can expect a
very lively trade from this upscale group.
The yachts which will be competing in this regatta are highly
sophisticated vessels which require a great deal of time, ef:,"ort
and money to campaign. These vessels are the water born
equivalents of Indy or Formula I race cars. To insure that the
competitors are comfortable and able to maintain their yachts and
crews, the city must provide the following facilities at no
charge:

Docking facilities for the competing yachts. The yachts are
approximately 50' in length with a beam measurement of about

16' and draft of 12'. Between ten and fifteen yachts can be
expected. _
2.
Docking facilities for the race committee vessels. The boats
will vary in size from 25' to 80' feet. As the time for the
regatta approaches exact specifications for these yachts will -

be provided.

Docking facilities for the competitor support vessels. The

Parking facilities for competitor support vehicles. The —
yachts competing in this event have trucks and trailers which =
are used to support the maintenance and repair of the
competing vessels. The parking facilities must be close to --

the competing yachts. _
5. Security for the dock and parking facilities. It is _
imperative that every effort is made to prevent any loss or
damage during the event. The yachts and their support
v•ahicles cariy a great deal of expensive equipment which is
very difficult to replace.
6. A large work area for maintaining and folding sails. After
each day's racing, the crews may wish to inspect, repair, and
pack their sail inventories. This area need only be available
for a few hours. The grassy area in Bayfront Park adjacent to
the marina would be ideal. While work is underway, sails will
be spread out in very colorful patterns, creating a very nice
visual effect. The area would always be attended by those -
that are working on their sails. Usage of this area after 8PM
is not anticipated.
7. Water and electrical service. Each yacht will require
electrical service and a supply of fresh water. The
electrical service for the competitors need only be 110 power,
however, many of the support vessels will require 220.
The city can expect the competing vessels and their support
vehicles to arrive about seven to ten days in advance of the
regatta. The crews will spend that time tuning the boats and
sails for the regatta. The entire fleet can be expected to leave
- within one or two days after the last race. A total time in
residence of approximately two weeks is expected.
I look forward to working with the City of Miami during this
event. The association should be holding a planning session in
Florida in mid November. I hope to be able to meet with you at
