RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
PURCHASE FOUR (4) PARCELS (PARCEL NOs. 02-05,
02-06, 02-07, AND 02-11) LOCATED WITHIN THE
MODEL CITY COMMUNITY DEVELOPMENT TARGET AREA,
FOR THE PURPOSE OF DEVELOPING HOUSING
AFFORDABLE TO LOW AND MODERATE INCOME
FAMILIES IN CONNECTION WITH THE CITY

RESOLUTION NO. 77-73; FURTHER AUTHORIZING THE

ABSTRACT AND CONFIRMATION OF OPINION OF
TITLE.
WHEREAS, the City Commission by Resolution No. 86-840
approved implementation of the Scattered Site Affordable Housing
Development Program in the City's Community Development Target
Areas for the purpose of providing owner -occupied residential
units within the affordability range of qualified low and
moderate income purchasers; and
WHEREAS, the City, serving as housing developer, plans to
finance the development of owner -occupied residential units in
the Model City neighborhood; and
WHEREAS, the City Commission through Resolution No. 87-453,
authorized the acquisition of fifteen (15) parcels within the
` Model City Community Development Target area for the Program; and
—� WHEREAS, funds in the amount of $1,000,000 are available
from llth Year Community Development Block Grant funds for
acquisition of the subject properties; and
WHEREAS, the City Manager has secured negotiated purchase
agreements with the owners of four (4) parcels in the Model City
Community Development Target area and are identified and
described in Exhibit A attached hereto and made a part hereof;
and
WHEREAS, the amounts set forth in Exhibit A are reasonable
and in keeping with the costs of acquiring property through the
normal negotiation process; and
WHEREAS, the City Commission previously established a policy
under Resolution NO.

value to owners who sell their property to the City through a
negotiated settlement in lieu of condemnation; and
WHEREAS, the City Commission through Resolution No. 87-453,
directed the City Manager to notify by mail all property owners
within 375 feet of the property lines of those parcels being
acquired of a Public Hearing for the purpose of securing City
Commission approval of each acquisition prior to the City
Attorney closing on each subject parcel after examination of the
abstract and confirmation of Opinion of Title;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. This Commission hereby finds, determines, and
declares that the matters set out in the foregoing recitals are
true and correct and they are hereby incorporated by reference as
if fully set forth in this section.
Section 2. The City Manager is hereby authorized to execute
the Agreements of Purchase and Sale of the subject properties
identified at the costs stated in Exhibit A in connection with
the City's Scattered Site Affordable Housing Development Program,
subject to the availability of funds provided for in the
foregoing paragraph.
The City Attorney is hereby authorized then to proceed to
close on said properties after examination of the abstract and
confirmation of an Opinion of Title.

SUBJECT: Resolution Authorizing
Acquisition of Parcels
in Model City

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the purchase of four (4) parcels in
the Modei City Community Development Target Area for the purpose of
developing affordable sales housing in connection with the City
sponsored Scattered Site Affordable Housing Development Program.
BACKGROUND:
The Housing Conservation and Development Agency recommends
ratification of the attached resolution which authorizes the
purchase of four (4) parcels in the Model City Community Development
Target Area for the purpose of developing affordable sales housing
in the Model City neighborhood. The proposed resolution authorizes
and directs the City Manager to execute an Agreement of Purchase and
Sale for each of the subject parcels currently under consideration
for acquisition.
In October of 1986, through Resolution No. 86-840, the City
Commission approved the implementation of the City's Scattered Site
Affordable Housing Development Program in the City's Community
Development Target Area for the purpose of providing owner occupied
residential units within the affordability range of qualified low
and moderate income purchasers. In addition, the City Commission
authorized the City Manager to proceed in securing appraisals of
home sites with initial emphasis in the Allapattah, Model City,
Wynwood and Overtown target areas.
In May of 1987, the City Commission passed and adopted Resolution
No. 87-453, which authorized the City Manager to make offers to
property owners for acquisition of fifteen (15) parcels in the Model
City Community Development Target Area for the Program.
Subsequently, purchase offers were made to. the owners of fifteen
(15) parcels in the Model City neighborhood of which four (4) owners
have agreed to sell their properties to the City through a
negotiated purchase.

$1,000,000 in Community Development Block Grant funding previously
authorized by the City Commission for the acquisition of home sites
in connection with the Program is available to fund the cost of
acquiring the parcels.
In an effort to expedite the development of single family homes
affordable to low and moderate income families in the Model City
neighborhood, it is recommended that the City Commission approve the
attached resolution.

December 10, 1987 City Commission agenda,. a resolution authorizing the City Manager to purchase four (4) parcels in the Model City
Community Development Target Area for the purpose of developing
affordable sales housing in connection with the City sponsored
Scattered Site Affordable Housing Development Program.
$1,000,000 in Community Development Block Grant funding previously
authorized by the City Commission for the acquisition of home sites
in connection with the Scattered Site Program is available to fund
the cost of acquiring the parcels.

of Community Development, Finance and Management and Budget for
execution by your office. Once executed by your office, please
