HomeMy WebLinkAboutR-87-1107J-87-1071 11/20/87 RESOLUTION NO. 8 i � 1107 A RESOLUTION ALLOCATING $173,000 FROM THE FY'87 EMERGENCY SHELTER GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, PREVIOUSLY APPROPRIATED BY ORDINANCE NO. 10349, TO CHRISTIAN COMMUNITY SERVICE AGENCY, INC., TO ESTABLISH A SHELTER FOR HOMELESS FAMILIES; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENT WITH SAID AGENCY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the City of Miami has received an Emergency Shelter Grant from the U.S. Department of Housing and Urban Development in the amount of $203,000; and WHEREAS, the City Commission adopted Ordinance No. 10349 which established a Special Revenue Fund entitled "Emergency Shelter Grant (FY'88)" and appropriated $203,000 from the aforementioned Emergency Shelter Grant; and WHEREAS, there is a no shelter in the area to meet the needs of homeless families and the City's grant application to the U.S. Department of Housing and Urban Development proposed to establish a shelter for homeless families in the City of Miami; and WHEREAS, the Christian Community Service Agency, Inc. has indicated its interest in establishing a shelter for homeless families in the City of Miami; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. The sum of $173,000 from the FY'87 Emergency Shelter Grant from the U.S. Department of Housing and Urban Development are hereby allocated as specified below: AGENCY/PROJECT AMOUNT Christian Community Service Agency, Inc. $173,000 TOTAL ALLOCATION $173,000 SECTION 2. The City Manager is hereby authorized to enter into agreement, in a form acceptable to the City Attorne , with Mt.�'Ti!VC; OF DEC 10 1981 RESOLUTION N0.87-110 - the aforementioned Agency to establish a shelter for homeless families in the City of Miami, subject to the conditions and - limitations contained herein and in the City Code. Odi���/// City Manager ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution allocating $173,000 from the Emergency Shelter Grant from the U.S. Department of Housing and Urban Development (USHUD) to the Christian Community Service Agency, Inc. and authorizing the City Manager to enter into the necessary agreement with said Agency. BACKGROUND The Department of Community Development reported at the November =! 19, 1987 Commission Meeting, that the City of Miami has been awarded an Emergency Shelter Grant of $203,000 from the U.S. ■! Department of Housing and Urban Development as a result of the Sj Stewart B. McKinney Homeless Assistance Act adopted by Congress �( to provide services to the nation's homeless population. This is jan entitlement grant based on the same formula used to award Community Development Block Grant Funds to eligible jurisdictions. In order to be eligible for this entitlement, the City submitted a Comprehensive Homeless Assistance Plan (CHAP) to USHUD. The City's CHAP was endorsed by the Miami Coalition for Care to the Homeless and has been approved by USHUD. The plan includes the following required components: 1.) A statement describing the _ need for assistance, 2.) A brief inventory of facilities and services that assist the homeless population, 3.) A strategy to match the needs of the homeless with available services and recognize the special needs of various types of homeless persons (families with children, the elderly, the mentally ill and _. veterans) and 4.) a statement as to how proposed activities will complement and enhance existing services. The City's application for the Emergency Shelter Grant proposed to use the City's $203,000 entitlement for the following three I-5r1 8 7-110'7 Honorable Mayor and Members - 2 of the City Commission eligible activities: 1. Establishment of a shelter for families - There is no suitable shelter in the area for homeless families. The need for such a shelter has been clearly identified in the Report on the Homeless published in the summer, 1987, by the Miami Coalition for Care to the Homeless. The City's application directs $143,000 to rehabilitate an appropriate facility to establish a shelter for families. — 2. operating expenses for the family shelter - A total of $30,000 is included in the application to supplement operating expenses of the family shelter. This is an eligible activity of the Emergency Shelter Grant and may include such items as utilities, insurance and shelter furnishings. 3. Direct services - The Emergency Shelter Grant limits the _ amount of funds for direct services to 15% of the total grant. The City Commission adopted Resolution No. 87-1045 which allocated $30,000 to the Social Action of Little Havana, Inc. to provide a food distribution program with surplus food and sundry items at the November 19, 1987 City Commission meeting. =_ Staff conducted discussions with representatives of several non profit organizations expressing an interest in establishing a shelter in the area for homeless families. As a result of _these ® discussions, it is recommended that the Christian Community = Service Agency, Inc. (CCSA) be awarded the $173,000 to establish the shelter. If approved, staff will work with the Agency to s' identify an appropriate site. CCSA is a multi service agency addressing the economic needs of poor, particularly those that are in crisis, hungry and homeless. The Agency has served the community for 22 years and possesses —_ extensive expertise in working with the homeless. Each of CCSA's community centers works with homeless individuals and families on a day to day basis. Adoption of the proposed resolution allocates $173,000 from the Emergency Shelter Grant to Christian Community Service Agency, Inc., and authorizes the City Manager to enter into the necessary agreement with this Agency.
