HomeMy WebLinkAboutR-87-1106J-87-995 4 10/29/87 RESOLUTION NO. 917-1 -06 A RESOLUTION AUTHORIZING THE CITY MANAGER TO — UTILIZE THIRTY THOUSAND DOLLARS ($30,000) OF = ELEVENTH (11TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, PREVIOUSLY APPROPRIATED BY RESOLUTION NO. 85-457 AND ORDINANCE NO. 9991, FOR THE LITTLE HAITI COMMERCIAL GATEWAY PROJECT, TO BE REALLOCATED TO THE CARIBBEAN = MARKETPLACE PROJECT; FURTHER AUTHORIZING THE CITY MANAGER TO UTILIZE THIRTY THOUSAND DOLLARS ($30,000) OF TWELFTH (12TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, PREVIOUSLY ALLOCATED BY, RESOLUTION NO. 86- 29E AND ORDINANCE NO. 10112 TO THE EDISON/LITTLE RIVER COMMERCIAL FACADE PROGRAM TO BE REALLOCATED TO THE CARIBBEAN MARKETPLACE PROJECT; FURTHER AUTHORIZING THE —_ CITY MANAGER TO EXECUTE A CONTRACT AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE HAITIAN TASK FORCE, INC. FOR THE, - PURPOSE OF PROVIDING SIXTY THOUSAND DOLLARS ($60,000) FROM SAID ALLOCATIONS, IN THE FORM - OF A GRANT, FOR THE CARIBBEAN MARKETPLACE PROJECT; AND FURTHER AUTHORIZING THE CITY - MANAGER TO EXTEND THE CITY'S ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000) LOAN COMMITMENT TO FEBRUARY 15, 1988. WHEREAS, the City Commission is committed to economic i development and the expansion of Trade and Commerce; and WHEREAS, the Haitian Task Force, Inc. has requested additional funds in order to complete the Caribbean Marketplace project; and WHEREAS, thirty thousand dollars ($30,000) is available from the Twelfth (12th) Year Community Development Block Program Fund; and WHEREAS, thirty thousand dollars ($30,000) is available from the Eleventh 0 1th) Year Community Development Block Grant Fund. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The City Manager is hereby authorized to reallocate thirty thousand dollars of Eleventh (11th) Year Community Development Block Grant Funds, previously to the Little Haiti Commercial Gateway Project via Ordinance No. 9991 and Resolution No. 85-457, to the Caribbean Marketplace project. The City Manager is hereby authorizes to reallocate thirty thousand dollars ($30,000) of Twelfth (12th) Year Community Development Block Grant Fund, previously appropriated to the Edison/Little River Commercial Facade Program, via Ordinance No. 10112 and Resolution No. 86-296, to the Caribbean Marketplace project. Section 3. The City Manager is hereby authorized to negotiate and execute a contract agreement, in a form acceptable to the City Attorney, for the purpose of providing sixty thousand dollars ($60,000)1/for the Caribbean Marketplace project. Section 4. The City Manager is hereby authorized to extend , the City's loan commitment of one hundred fifty thousand dollar ($150,000) with the Haitian Task Force, Inc. to February 15, 1 1988. Od i " REFERENCES: City Manager ENCLOSURES: - RECOMMENDATION: It is respectfully -ecommended that the City Commission adopt the attached resolution authorizing the execution of contract agreement, in a form acceptable to the City Attorney, between the City of Miami and the Haitian Task Force, Inc. (HTF), to provide an additional sixty thousand dollars ($60,000) for the purpose of completing. the Caribbean Marketplace Project in the Little Haiti target area. BACKGROUND: The Department of Community Development has analyzed the Need to provide an additional sixty thousand dollars ($60,000) to the Haitian 'Task Force, Inc. for its Caribbean Marketplace. These additional funds will be used to complete the interior/exterior renovations of the proposed project. The aforementioned funds will be reallocated from projects previously approved. Specifically thirty thousand dollars ($30,000) will be reallocated from the Twelfth (12th) Year Commercial Facade Program from the Little Haiti area and thirty thousand dollars from the Eleventh (11th) Year Little Haiti Commercial Area Gateway Project. Both sources of funds are from the Community. Development Block Grant Fund. Previously, via Resolution No. 87-350 the City Commission approved the allocation of one hundred fifty thousand dollars ($150,000) to the Haitian Task Force, Inc. for the purpose of developing the Caribbean Marketplace and this commitment is extended to February 15, 1988. The estimated cost of developing the Caribbean Marketplace is eight hundred twenty-five thousand dollars ($825,000). To -date, approximately seven hundred fifteen thousand dollars ($715,000) in financing has been se -cured by the Haitian Task Force, Inc. for said project. SOURCE: City of Miami AMOUNT: $150,000 TERM: One hundred fifty thousand dollars ($150 000) at SOURCE: AMOUNT: TERM: SOURCE: AMOUNT: TERM: SOURCE: AMOUNT: TERM: six percent (6%) amortized over thirty (30) years and called on year fifteen (15). -Principal and interest will be deferred for years one (1) and two (2); loan will be interest free during the construction/rehabilitation period. Local Initiative Support Corporation $90,000 These funds are being provided to the Haitian Task Force, Inc. in the form of a grant. Office of Community Services $135,000 These funds are being provided to the Haitian Task Force in the form of a grant. State of Florida Department of Veteran & Community Affairs $250,000 Two hundred fifty thousand dollars ($250,000) at zero percent (0%) interest, for twenty (20) years. oQ 97-isot; Honorable Mayor and Members of the City Commission Page 3 SOURCE: City of Miami AMOUNT: $60,000 TERM: These funds are being provided to the Haitian Task _ Force, Inc. in the form of a. grant with monies previously allocated from the Little Haiti Commercial Facade Program and the Edison/Little River Gateway Project. The City's additional sixty thousand dollars ($60,000) will bring the total project amount to seven hundred seventy-five thousand dollars ($775,000).
