ON JANUARY 10, 1988, AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY; FURTHER ESTABLISHING AN AREA PROHIBITED TO LICENSED RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; CONDITIONED UPON THE ORGANIZERS PAYING FOR THE NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT BEYOND ANY FUNDS ALLOCATED BY FESTIVAL ORDINANCE No. 10026. WHEREAS, Three Kings Parade, Inc. will conduct the Three Kings Day Parade on January 10, 1988; and WHEREAS, certain streets shall be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; and WHEREAS, this organization has requested authorization that licensed retail peddlers be prohibited in the area of the event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Three Kings Day Parade to be conducted by the Three Kings Parade, Inc. the following streets are hereby closed to through vehicular traffic from 6:00 A.M. to 9:00 P.M. on Sunday, January 10, 1988: S.W. 8 Street from S.W. 4 Avenue to Beacom Blvd. S.W. 5 Avenue from S.W. 18 Terrace to S.W. 18 Road S.W. 11 Street from S.W. 18 Terrace to S.W. 4 Avenue S.W. 18 Road from S.W. 4 Avenue to S.W. 5 Avenue S.W. 5 Avenue from S.W. 11 Street to S.W. 8 Street S.W. 4 Avenue from S.W. 15 Road to S.W. 8 Street CITY CO NGI S ON VIEI,T OF DEC 10 1961 014 No. _�. �-- 00 S.W. 9 Street from S.W. 4 Avenue to S.W 6 Avenue S.W. 10 Street from S.W. 4 Avenue to S.W. 6 Avenue Included in the herein closure are all streets, avenues, alleys, ways and thorou4 fares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permi-t from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 2. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddler's occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on, January 10, 1988, during the hours of 6:00 A.M. to 9:00 P.M. in the area of the public right of way included within and adjoining the streets and avenues described in Section 1, for two blocks in all directions. Section 3. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and conditioned upon the organizers paying for all costs of City services associated with said event beyond the funds allocated by Festival Ordinance No. 10026. Odio City Manager RECOMMENDATION: DATE: NOV 2 V 1987 FILE SUBJECT: Resolution Street Closures Three Kings Day Parade REFERENCES: Commission Agenda Item ENCLOSURES: December 10, 1987 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets and the restriction of .licensed retail peddlers in the area, in connection with the Three Kings Day Parade to be conducted by Three Kings Parade, Inc. on January 10, 1988. The street closures are subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. These authorizations are conditioned upon the requirement that the City be insured against any potential liability and the organizers paying for all the necessary costs 'of City services beyond the funds allocated by Festival Ordinance # 10026. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the above mentioned authorizations for the Three Kings Day Parade to be conducted by Three Kings Parade, Inc. on Sunday, January 10, 1988.
