ON DECEMBER 27, 1987, AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER ESTABLISHING AN AREA PROHIBITED TO NON - FESTIVAL RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; CONDITIONED UPON THE ORGANIZERS PAYING FOR THE NECESSARY COSTS OF CITY SERVICES AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY ASSOCIATED WITH SAID EVENT. WHEREAS, Coconut Grove Jaycees, Inc. will conduct the King Mango Strut Parade on December 27, 1987; and WHEREAS, certain streets shall be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; and WHEREAS, this organization has requested authorization that non -festival retail peddlers be prohibited in the area of the event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the King Mango Strut Parade to be conducted by the Coconut Grove Jaycees, Inc. the following streets are hereby closed to through vehicular traffic from 11:00 A.M. to 5:00 P.M. on Sunday, December 27, 1987: Commodore Plaza from Main Highway to Grand Avenue Main Highway from Commodore Plaza to McFarlane Road McFarlane Road from Main Highway to South Bayshore Drive Included in the herein closure are all streets, avenues, alle s, ways and thoroughfares which intersect We- enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue CITY COMMISSION MEETING OF DEC 10 1987 S )N No. _1 i REMARKS: 4 and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area For entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. — Section 2. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddler's occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on, December 27, 1987, during the hours of 11:00 A.M. to 5:00 P.M. in the area of the public right of way included within and adjoining the streets and avenues described in Section 1, for two blocks in all directions. Section 3. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and conditioned upon the organizers paying for all costs of City services associated with said event. Odio -- City Manager RECOMMENDATION: OATS H 0V 42 v 51 �7 ftl E: SUBJECT: Resolution Concerning the King Mango Strut Parade REFERENCES: Commission Agenda Item ENCLOSURES: December 10, 1987 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets and the restriction of licensed retail peddlers in the area in connection with the King Mango Strut Parade to be conducted by Coconut Grove Jaycees, Inc. on December 27, 1987. The street closures are subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. These authorizations are conditioned upon the organizers paying for all the necessary costs of City services and the requirement that the City be insured against any potential liability. BACKGROUND: The Department of Community Development has prepared the appropriate 1%gislation for the above ;mentioned authorizations for the King Mango Strut Parade to be conducted by Coconut Grove Jaycees, Inc. on Sunday, December 27, 1987.
