Subsequently, the City retained the services of two appraisers in order to determine the fair market value of the subject parcels under consideration for acquisition. The appraisers retained by the City, Martin Golob and Moses C. Florences, determined the fair market value of the aforementioned property to be $100,000 and $127,000, respectively. On November 13, 1986, through Resolution No. 86-886, the City Commission authorized the City Manager to proceed in acquiring subject property through a negotiated purchase and established a purchase offer of $113,500 for the subject parcel which represents an average of the two appraised values assigned by the appraisers.
