As a member of the Board of Directors of the Coconut Grove Civic Club and as president of that organization I have spent around ten years working within the City of Miami's zoning and planning process. To the citizen the complex, sometimes arcane regulations and rules relating to this process are at best mystifying, and at worst intentional roadblocks placed in his/her way. To civic organizations, the process is also somewhat complex and mystifying. But its incredible importance to the public and as a cornerstone of municipal power is sometimes lost on Miami's citizens. As a local government attorney and through my studies in public administration I have focused on growth management, planning and zoning issues.
