HomeMy WebLinkAboutR-88-0112a-88-180 2/11/88 RESOLUTION NO. 89-Al2 A RESOLUTION URGING THE UNITED STATES GOVERNMENT TO INCREASE THE COAST GUARD PRESENCE IN SOUTH FLORIDA, THEREBY MAINTAINING THE FEDERAL GOVERNMENT'S COMMITMENT TO SUPPORT STATE AND LOCAL AGENCIES IN COMBATTING THE FLOW OF ILLICIT DRUGS INTO THE UNITED STATES. WHEREAS, the United States Coast Guard is an essential element of the drug war being fought in South Florida; and WHEREAS, state and local law enforcement agencies rely upon the activities of the United States Coast Guard to reduce the flow of drugs to South Florida; and WHEREAS, any reduction in Coast Guard funding will dilute the efforts of local law enforcement agencies; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The United States government is hereby urged to increase the Coast Guard presence in South Florida, thereby maintaining the Federal government's commitment to support state and local agencies in combatting the flow of illioit drugs into the United States. Section 2. If these cuts are implemented, interdiction efforts will be severely undermined. Drug interdiciton is of primary importance to the Coast Guard. The Coast Guard has proposed a 55% cutback in drug interdiction efforts at a time when routine patrols by the Coast Guard are resulting in ever -larger drug seizures. If we are to preserve the integrity of our borders, we must maintain a strong interdiction strike force. Failure to do so will signal an open season for drug traffickers. We all share a sensitivity to the need to reduce federal spending. Aalthough we must work diligently to ruduce the deficit, that does not relieve us of the necessary burden of establishing spending priorities. If there is one priority that all Americans have identified, it is the fight against the drug epidemic now undermining the very foundations of our society. Therefore, it is inconceivable that a reduction of this magnitude would be allowed to take effect a little more than a year after the Administration and the Congress officially declared war on drugs by passing comprehensive drug legislation. The Coast Gurad has requested additional funding from the Department of Transportation. It is my hope that the Administration will grant this request while insuring that any additional monies be allocated for drug interdiciton. Unfortunately, the Coast Guard has experienced a significant shortfall in its Fiscal Year 1988 appropriation which makes increasing its presence in south Florida difficult. If I may, I would like to take this opportunity to provide you with some detail on the Coast Guard's current budget crisis. The funding for the Coast Guard in the Department of Transportation's Fiscal Year 1988 appropriation was approximately $200 million below the level requested by the Administration. This cut has been softened somewhat by monies that the Coast Guard will receive from the Navy to partially offset its coastal defense and drug interdiction activities. Specifically, the Navy will provide the Coast Guard with $105 million in fuel and spare parts, $20 million for the purchase of a prototype antisubmarine warfare system for its medium endurance cutters, and $33 million for the purchase of drug interdiction equipment. However, the Coast Guard's operating expenses account will still be, when the 2 percent Federal pay raise and the devaluation of the dollar are factored in, about $105 million below the Administration's request. This means that the Coast Guard will be forced to cancel some routine drug enforcement and search and rescue patrols, as well as close bases and tie up ships. $f-la 4 The Honorable Matty Hirai March 18, 1988 Page 2 The specter of these cuts is very distressing to me. Therefore, I encouraged Congressman Earl Hutto, Chairman of the Subcommittee on Coast Guard and Navigation, to convene a hearing on the impact of the budget cuts on February 18, 1988. In addition, I have introduced legislation, H.R. 4056, which will restore the entire $105 million shortfall in the Coast Guard's Fiscal Year 1988 appropriation. If this bill is passed, the Commandant has testified that he will not carry out these announced closures. Thank you again for alerting me to the concerns of the City of Miami Commission on the Coast Guard's presence in south Florida.
