12th Avenue, has been placed on the February 18, 1988, City Commission Agenda as a
discussion item. The following is the background and progress report for your
perusal.
BACKGROUND
Following the civil disturbances of 1980, the Edison Center Business District
Economic Committee was organized by Commissioner Mailer J. Dawkins to establish
economic development strategies for the revitalization of the Edison Center
Business District, thereby creating a positive image for the area. The
Committee -comprised of business persons, community leaders, residents, community
organization representatives and government staff adopted several ob3ectives and
strategies for economic development including, although not limited to, the
following:
-To upgrade the physical, visual and environmental conditions of the
commercial area and to create an attractive and convenient errvironm>ent for
shoppers and workers.
The Edison Center Gateway Pro3ect is designed to improve the aesthetic appearance
of the Edison Center Business District as well as to create a landscaped gateway
into the area. Initially, improvements will include Landscaping to buffer I-95,
_- street furniture, trash receptacles, and lighting and signage in the following
areas: N.W. 58th Street to N.W. 64th Street along N. W. 7th Avenue; and N.W. 62nd
Street from I-95 to N.W. 10th Avenue (see attached map). However, it is proposed
that future plans for the Gateway project will be extended to N.W. 12th Avenue
along N.W. 62nd Street (MLK Jr. Boulevard).

In 1985, the Tacolcy Economic Development C orporation (TEDC) submitted a proposal
to the City of Miami for implementation of the project. TEDC's proposal was
comprehensive, and incorporated a proposed banner program, youth artist street
murals, street furniture, landscaping and brick pavers. The proposed cost of the
pro3ect was approximately 5115,Q00. TEDC requested that funding of the project be
provided by the City of Miami (530, 000) , Metro-Dade County (530, 000) , Florida
Department of Transportation 1524,000) and the private sector (531,000). The City
has contributed 530,000 from 12th Year C ommunity Development Block Grant funds.
The City of Miami, through the Planning Department, has been coordinating this
pro3ect.
PROGRESS REPORT
A revised cost estimate has been prepared which totals approximately 5298,800 (see
attachedl. The discrepancy of this cost estimate is due to the inclusion of the
MLK Plaza as part of the total Gateway Improvements. In order to reduce costs,
the design and engineering services are being provided in-house by the Department
of Pubic Works.
The City staff has encountered some unexpected difficulties in implementing this
pro3ect due to the 3urisdictional issues and requirements, i.e., N.W. 7th Avenue
is a State road and N.W. 62 Street is a County arterial road. The State and the
County have 3urisdictional control regarding the setback requirements for the
trees proposed for the area. The State of Florida Department of Transportation
(FOOT) does not foresee a problem with the proposed pro3ect; however, FOOT will
require that the City maintain the improvements once the pro3ect is completed.
This would depend on the acceptance and approval by the City Commission.
TEDC has forwarded a highway maintenance agreement draft to the Department of
Public Works for execution.
CURRENT STATUS
1. The Department of Public Works Highway Section is proceeding with survey
-_. information in order..to prepare final design drawings.
2. Cost estimates are being prepared to reflect the actual quantity of work which
can be accomplished with available funding.
3. A temporary Highway Maintenance Agreement draft has been forwarded to the
Department of Public Works by TEDC for execution. Upon City Commission
approval, the City would then accept the responsibility of the maintenance and
upkeep of the improvements.
4. New funding sources have been identified through the Local Initiatives Support
- Corporation and the State of Florida Beautification Grant Program. An actual
amount has not been determined at this time.

6. Preliminary design plans are being prepared for future items such as
decorative lighting, and street furniture. These will require additional
funding. Cost estimates for these items are incomplete.
In summary, the City Administration has estimated that construction of the pro3ect
should begin by the fail of 1988.
