MR. MAYOR, COMMISSIONERS, MY NAME IS WILLIAM RIOS, I AM
THE EXECUTIVE DIRECTOR OF THE WYNWOOD COMMUNITY
ECONOMIC DEVELOPMENT CORPORATION. THE fi'URPOSE OF THIS
PRESENTATION TODAY IS TO EFFECTIVELY ARM THIS
COMMIS5ION WITH THE NECESSARY INFORMATION TO JUSTIFY A
COMPREHENSIVE EFFORT, TO ASSIST IN THE REDEVELOPMENT OF
THE WYNWOOD COMMUNITY.
THE CDC HAS UNDERTAKEN A FOUR MONTH STUDY OF ALL
AVAILABLE INFORMATION THAT WOULD IMPACT THIS MUCH
NEEDED REVITALIZATION PLAN, THE PLAN WOULD E+E IN
CONCERT WITH CURRENT DEVELOPMENT THINKING, IN THAT IT
WOULD REVOLVE AROUND A SELF-HELP INITIATIVE. THE
INITIATIVE OR "OPERATION 800TSTRAP," IF YOU WILL, WOULD
BEGIN THIS PROCESS OF SELF HELP ECONOMIC RECOVERY.

CONTINUE TO LSE: THE UNUSUALLY HIGH REAL AND PERCEIVED
CRIME IMAGE; AS EVIDENCE RY (TAE+LE 1). WHERE THE CITY~S
STATISTICS INDICATE WYNWOOD, HAS LEAD ALL TARGET AREAS
IN FART I CRIMES, FOR THE LAST 7 YEARS. IN FACT DURING
THE FIRST SIX MONTHS OF 1587, iS~G OF ALL THE RAPES IN
THE CITY OF MIAMI OCCURRED IN WYNWOOD. A MAYOR
CONTRIf+UTOR TO WYNWOOD'S HIGH CRIME RATE HAS PEEN ITS
HIGHLY TRANSIENT POPULATION, INDICATED PY A 46X
TURNOVER OF NEW RESIDENTS WITHIN TWE FIRST FIVE YEARS.
THIS TRANSIENCY IS FURTHER EVIDENCED 8Y THE HIGH LEVEL
• OF RENTAL OCCUPANCY, AS 75X OF THE POPULATION OF
WYNWOOD IS COMPRISED RENTERS; WHICH AGAIN, CONTRIPUTES
TO THE AREAS TRANSIENCY AND HIGH CRIME LEVELS. THESE
PROBLEMS OF COURSE AFFECTS THE ABILITY OF THE AREA TO
CONTRIPUTE TO THE CITIES TAX PASE, AND IMPACTS
NEGATIVELY ON THE RHYSICAL ENVIRONMENT.

RESURGENCE HAS SUFFERED GREATLY FROM WYNWOOD'S CRIME
IMAGE AND THE CITIES COGNIZANCE. THE NEEDLE TRADE
INDUSTRY IS STILL THE CITY'S SINGLE LARGEST POTENTIAL
EMPLOYER. THE INDUSTRY CONTINUES TO GO ON RELATIVELY
IGNORED EVEN DURING IT'S HAY DAY WHEN IT EMPLOYED A
CITY HIGH OF 28,t7~-u EMPLOYEES. AND, MORE IMPORTANTLY IT
IS 7HE SINGLE LARGEST ENTRY LEVEL JOHS MARKET FOR
IMMIGRANTS WITHIN THE CITY; IN SPITE OF THIS FACT AND
THE FACT THAT THE CITY WILL CONTINUE TO RECEIVE GREATER
NUMBERS OF IMMIGRANTS IN THE FUTURE VERY LITTLE HAS
E+EEN DONE TO HELP THIS INDUSTRY. THIS LAEOR INTENSIVE
NATURAL RESOURCE OF WYNWOOD'S MUST N07 CONTINUE TO GO
UNTAPPED AND UNRECOGNIZED. WE ARE AWARE THAT VARIOUS
PROPOSED EFFORTS HAVE FALLEN SHORT, OF THERE MARK TO

PROVIDE VIAPLE ASSISTANCE. THESE PROPOSALS INCLUDED THE
DEVELOPMENT OF AN INDUSTRIAL PARK. THAT NEVER
MATERIALIZED AND HAS BECOME A POTENTIAL LIADILITY.
THE LACI'. OF SUPPORT FOR A VIA6LE MERCHANTS
ASSOCIATION, AND RELIABLE INFORMATION GATHERING TO
ASSIST THESE MERCHANTS, STILL DOES NOT EXIST. LACK OF A
CONCERTED EFFORT TO PROMOTE THE AREA AND IT'S BENEFITS.
HAS ALSO FAILED TO MATERIALIZE. MINIMAL SECURITY
MEASURES TO SAFE GUARD SHOPPERS AND EMPLOYEES OF THE
DISTRICT IS ALSO LACKING. THIS MONTH ALONE THERE HAVE
BEEN A DOZEN OR MORE REPORTED MUGGINGS AND INJURED
EMPLOYEES WITHIN THE DISTRICT. THE CRIME PROBLEM HAS
BECOME SO SEVERE THAT LAEiOR SHORTAGES ARE NOT UNCOMMON
IN THE MANUFACTURING AREAS. IRONICALLY THERE IS A MAJOR
UNORGANIZED LAL~OR POOL IN THE IMMEDIATE AREA THAT GOES
UNTAPRED BECAUSE OF ITS TRANSIENT NATURE, CAUSING THE
MERCHANTS TO BRING IN LABOR FROM OUTSIDE THE CITY TO

HOWEVER, DURING OUR MISSION TO CREATE A REVITALIZATION
PLAN WE DISCOVERED A NATURAL CREATIVE ENVIRONMENT HAS
FEEN DEVELOPING WITHIN THE WYNWOOD AREA, AS EVIDENCE
BY THE ARTISTS THAT CREATE FURNITURE, IN THE DESIGN
DISTRICT, HY THE ARTIST THAT DESIGN CLOTHING IN THE
FASHION DISTRICT, AND THE ARTIST THAT PAINT AND
SCULPTURE WITHIN THE BAKEHOUSE ART COMPLEX. IT WAS FELT
THAT ANY PLAN THAT WE DEVELOP SHOU!_D TAKE THESE VALUES
- INTO CONSIDERATION. E+Y FOLLOWING THIS BELIEF WE FDUND
WE COULD ALSO INCLUDE THE AREAS LONG TIME RESIDENT
COMMUNITY. THAT BEING THE PUERTO RICAN COMMUNITY WHICH
HAS LONG SEEN SYNONYMOUS WITH THE WYNWOOD AREA. WYNWOOD
HAS SEEN HOST TO MANY OF THIS COMMUNITIES SOCIAL

JUAN. SUCH AS GREAT ARTISTIC VALUES, POOR HOUSING,
TRANSIENCY. AND HIGH CRIME RATES.
E+UT. JUST AS THE OLD CITY RALLIED AROUND IT'S ARTISTIC
VIRTUES, TO 6ECOME OF THE CARIHE~EAN MOST DE5IRAElLE AND
SOUGHT AFTER LOCATIONS SO DOES WYNWOOD,
OUR PLAN IS SIMPLE, COMPREHENSIVE, DO-AELE, AND
ECONOMICALLY TO FEASIE+LE. IT CALLS FOR NAME CHANGES AND
NAME ADDITIONS. A MERCHANTS ASSOCIATION, AND STRATEGIC
F.~EAUTIFICATION AND LANDSCAPING PROJECTS.
THESE PROJECTS WOULD MAKE THE AREA FAR MORE DESIRABLE
TO NEW LOW/MODERATE INCOME RESIDENTS. THERE PY REDUCING
SOME OF THE OUTMIGRATION AND TRANSIENT NATURE OF THE

COMPLEMENT AND DEMONSTRATE THE SINCERITY OF OUR ACTIONS
WITH SOME PHYSICAL ACTIVITY. WE SUGGEST THAT THE
E~EAUTIFICATION PROGRAM BE TARGETED TO THE NEIGHDORHOOD
COMMERCIAL AREA WHERE IT WOULD HAVE A GREATER IMPACT
AND HIGHER VISIE+ILITY ALLOWING MAXIMIZATION OF OUR

OF MIAMI AND WYNWOOD COMMUNITY DEVELOPMENT CORPORATION
IS CONTRICiUTING TO THE PROGRAM. IN ADDITION THE CHANGES
WOULD ENCOURAGE INCREASED COMMERCE AND ACTIVITY ALONG
THE LOCAL COMMERCIAL CORRIDOR.
WE FURTHER PROPOSE THAT THE P'ROP'ERTY LOCATED ON NW :,C-TH
STREET E~ETWEEN NW AND AVENUE AND N.W. 3RD AVENUE
PREVIOUSLY ACQUIRED E+Y THE CITY FOR A MINI PARK E+E
PURCHASED 8Y HOUSING AND CONSERVATION FROM THE DEPT. OF
COMMUNITY DEVELOPMENT INVENTORY AND TURNED OVER TO THE
CDC FOR THE DEVELOPMENT AND INITIATION OF A HOME
OWNERSHIP PROGRAM. THE CDC WOULD PUILD TWO HOMES AND
RESELL THE HOMES THROUGH THE SURTAX PROGRAM, WE WOULD
ALSO CONTINUE TO ROLL OVER THE FUNDS FOR ADDITIONAL

LAND ACQUISITION WITHIN WYNWOOD. THE PROCEEDS OF THE
FUNDS TRANSFERRED FROM HOUSING TO COMMUNITY DEVELOPMENT
WOULD EE USED TO BUILD A RECREATIONAL AREA FOR THE
MARIA DE HDSTOS COMMUNITY CENTER. TO EiETTER SERVICE AND
SECURE THE INTEREST OF TTS CONSTITUENTS, ALONE WITH
MINOR COSMETIC CHANGES TO COMPLEMENT THE OLD SAN JUAN
CONCEPT AND IMAGE.
WE BELIEVED THAT BY CREATING A HOME OWNERSHIP' PROGRAM
IN WYNWOOD MORE OF IT'S CURRENT RESIDENTS WOULD
GENERATE ROOTS IN THE AREA. THIS WOULD ALSO SERVE TO
DEVELOP' A VIABLE MUCH NEEDED LABOR FOOL FOR THE
MERCHANTS IN THE FASHION DISTRICT. THIS WOULD ALSO
AFFECT SOME OF THE CRIME PROBLEMS FACING THE AREA.

NEIGHBORHOODS IN THE REDUCTION OF CRIME THROUGH

NOT ANTAGONIZE BUT TO POINT OUT THE REASONS FOR OUR
BLIGHT AND CURRENT NEEDS, NOT 70 MAKE UP FOR BAST
DISCREPANCIES BUT TO ENCOURAGE FUTURE ATTENTION.
