TO BE HELD FEBRUARY 28, 1988, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC, ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES. WHEREAS, the Tour of Florida Sports Promotions, Inc. will conduct the Tour of the Americas 88' to be held February 28, 1988; and WHEREAS, certain streets must be closed to through vehicular traffic, establishing a pedestrian mall and an area restricting retail peddlers during specified hours to ensure the safety of participants and attendees; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Tour of the Americas 88' the following streets are hereby closed to,through vehicular traffic from 6:00 A.M. to 9:00 P.M. on February 28, 1988 as specified below: Biscayne Blvd. from N.E. 87 Street to N.W. 36 Street N.W. 36 Street from Biscayne Blvd. to N.W. 22 Avenue N.W. 22 Avenue from N.W. 36 Street to South Bayshore Drive South Bayshore Drive from S.W. 22 Avenue to Mary Street Mary Street from South Bayshore Drive to Grand Avenue Grand Avenue from Mary Street to Commodore Plaza Commodore Plaza from Grand Avenue to Main Highway CITY COMMISSION MEETING OF FEB IS 1988 IN No. 198-1 Main Highway from Commodore Plaza to McFarlane Road McFarlane Road from Grand Avenue to South Bayshore Drive South Bayshore Drive from McFarlane Road to S.W. 27 Avenue Included in the herein closure are all streets, avenues, alleys, ways and thorougEfares w ici InEersect the enumerated areas aeIineatea in Eniss Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. 1/ Section 3. Pursuant to the provision of City Code Section 39.13 all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid during the hours of 10:00 A.M. to 9:00 P.M. on February 28, 1988, on the above designated streets and on all intersecting streets for two blocks in all directions. Section 4. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services. SUIRJECT: Resolution Street Closures for Tour of the Americas 88' REFERENCES: ENCLOSURESCOmmission Agenda Item February 18, 1988 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets, establishing a temporary pedestrian mall and authorizing the restriction of non -festival retail peddlers in the area in connection with the Tour of the Americas 88' to be conducted by Tour of Florida Sports Promotions, Inc. on February 280 1988. The street closures are subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. The above authorizations are conditioned upon the organizers paying for all the necessary costs of City Services and obtaining the necessary insurance requirements. ■ BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the above mentioned authorizations for the Tour of the Americas 88' to be held February 28, 1988. On September 8, 1987 the City Commission passed Motion 87-836 - endorsing this event. This International bike race is the first of its kind involving two continents Venezuela and the United States and bike racing teams from all over the world. This office represents Mr. Enrique A. Kogan, the principal officer of Kogan E.A. Corporation, and the editor and publisher of AUTOMUNDO magazine, the first and only Spanish language national and international publication which deals with news, events, and matters of interests to the public concerning the automotive industry in general. Kogan E.A. Corporation has at present an agreement with the city for the use of the above facility during the stated dates when the First Annual EXOTIC AND SPORTS CAR SHOW will be held. Enclosed please find copy of letter from City Manager's Office referring to the agreement for the event. The event will = showcase the automotive industry's state of the art in exotic and sports cars from around the globe. The initial response from the potential show participants (manufacturers, dealers, etc.,) has been positive. Kogan E.A. Corporation and AUTOMUNDO plan to make the show an annual event which will be held at the Coconut Grove Exhibition Center each April. We sincerely believe that the show will bring positive media exposure to the City of Miami and generate interest to the public, whose attendance at the show will benefit the local com- munity. We want to insure that the show's par- ticipants, exhibitors and attending public alike, get the best possible first impression. it is therefore crucial that the show be promoted and advertised and that its environment be visually and intellectually appealing. The city's financial assistance will help meet the costs asso- ciated with these important aspects of the show, whose initial and continued success are sure to enhance and benefit the character and economy of this dynamic city.
