RESOLUTION NO. 89-173
A RESOLUTION AMENDING SECTION 1 OF RESOLUTION
NO. 87-376, ADOPTED APRIL 30, 1987 WHICH
RATIFIED AN ALLOCATION FOR THE FUNDING OF IN -
KIND SERVICES IN THE AMOUNT OF $25,000 FROM
SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT
FUND, IN SUPPORT OF THE NATIONAL CONFERENCE
OF BLACK MAYORS HELD LOCALLY APRIL 22-26,
1987, THEREBY INCREASING THE AMOUNT OF
FUNDING FROM $25,000 TO $42,462.69 AND
CHANGING THE IN -KIND SERVICES ALLOCATION TO A
CASH GRANT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA.
Section 1. Resolution No. 87-376, adopted April 30, 1987,
is hereby amended in the following particulars: 1/
"Section I. The allocation €e-F= hefran'_ .,^- of

Accounts, Contingent Fund, is hereby ratified in
support of the National Conference of Black Mayors
held locally April 22-26, 1987, subject to and

Miami."

ENCLOSURES:
On April 30, 1987, the City Commission adopted Resolution No. 87 -
376 allocating $25,000 for the funding of in -kind services in
connection with the National Conference of Black Mayors held April
22-26, 1987.
On December 10, 1987, the City Commission once again discussed the
matter of outstanding bills resulting from the convention and
consequently passed Motion No. 87-1134, authorizing the City
Manager to meet with representatives of the Black Mayor's
Conference to negotiate the waiver of an outstanding amount of
convention tickets (($16,000) in exchange for the City's offer to
pay all other legitimate outstanding bills still pending in
connection with the conference.
The administration has been unable to negotiate the waiver of the
outstanding tickets. Therefore, we have prepared the attached
proposed resolution amending the original resolution by changing
the $25,000 allocation for in -kind services to a $42,462.69 cash
grant, which will cover the following conference expenses:
- $ 3,225.49 - representing expenses already paid by the City
23,237.20 - representing outstanding bills for food,
beverages, decorations, promotion and
transportation (list attached)
16,000.00 - representing convention tickets furnished to
the City
It should be noted that the $42,462.69 does not cover. $515.00 in
legal fees resulting from a final judgement obtained b Wonkal
Restaurant against Gladstone A. Cooper and Musashi International.
