HomeMy WebLinkAboutR-88-0172J-88-183 2/18/88 RESOLUTION NO. RA-112`_ A RESOLUTION AUTHORIZING THE CITY MANAGER, WITH THE ASSISTANCE. OF THE DEPARTMENT OF OFF- STREET PARKING, TO PROVIDE REPLACEMENT PARKING FOR PARKING WHICH IS TO BE LEASED FOR FIVE YEARS TO THE DEPARTMENT OF OFF-STREET PARKING AND IS LOCATED ON BLOCKS 45N, 56N AND PORTIONS OF 25N AND 36N IN THE EVENT THAT SUCH BLOCKS OR PORTIONS OF SUCH BLOCKS ARE REDEVELOPED PURSUANT TO PHASE II OF THE SOUTHEAST/OVERTOWN PARK WEST PROJECT PRIOR TO JUNE 1, 199 3. WHEREAS, on May 6, 1987, the National Basketball Association awarded owners of the Miami Heat an NBA Expansion Franchise subject to several conditions including the availability of 4,500 parking spaces within 750 feet of the Miami Arena; and WHEREAS, within 750 feet of the Miami Arena are four blocks which are currently vacant and scheduled for redevelopment by Circa-Barness-Sawyer and Cruz Construction (the "Developers") as Phase II of the Southeast/Overtown Park West Redevelopment Project; and WHEREAS, the City Commission, by Resolution No. 87-1138, authorized the City Manager, subject to certain conditions, to enter into a five year Lease Agreement ("Lease Agreement") with the Department of Off -Street Parking (DOSP), leasing for interim parking Blocks 45 and 56N and portions of 25N and 36N of Miami North Subdivision (the "Blocks"); and WHEREAS, Circa-Barness-Sawyer and Cruz Construction have indicated to the City that they intend to commence construction on the Blocks in approximately 3 years, thereby resulting in a need to replace either a portion or all of the parking contained on the Blocks during the five year Lease Agreement term; and WHEREAS, the Miami Arena Parking Plan prepared by the DOSP contemplates that a state parking garage, which is anticipated to be constructed by June 1, 1991, will provide replacement parking for the Blocks ; CITY COMMISSION MEETING OF FEB 18 1988 RESOLUTION No. REMARKS: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to provide, with the assistance of DOSP, replacement parking for any parking on the Blocks which are eliminated during the Lease Agreement term as a result of the Blocks or any portion of the Blocks being developed by the Developers. Replacement of parking spaces, if any, during the Lease Agreement term for the Blocks shall be provided from the following sources and in the priority order that they are enumerated below: a. The State Garage which is anticipated to be constructed within the designated Miami Arena Parking Plan area. b. Any private or public parking spaces which are not part of the original 4,500 spaces set forth in the Miami Arena Parking Plan and are in the designated Miami Arena Parking area at the time replacement spaces are needed. c. City parking spaces to be provided or constructed, with the assistance of DOSP, within the designated Miami Arena Parking area.
