ON APRIL 23, 1988; AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC, ESTABLISHING A TEMPORARY PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the 1988 Miami Magic Festival, the following streets are hereby closed to through vehicular traffic on Saturday, April 23, 1988 as specified below: 7:00 a.m. to 11:00 a.m.: Flagler Street from Biscayne Boulevard to W. 2nd Avenue. S.W. 2nd Avenue from Flagler Street to S.W. 3rd Street. S.W. 3rd Street from S.W. 2nd Avenue to South Miami Avenue. South Miami Avenue from S.W. 3rd Street to S.W. 25th Road. Eastbound Southernmost lane of S.E. 8th Street from South Miami Avenue to Brickell Avenue. Easternmost Northernbound lane of Brickell Avenue from S.E. 8th Street to Biscayne Boulevard Way. Biscayne Boulevard Way from Brickell Avenue to Chopin Plaza. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which Intersect the enumerated areas delineated in this Section. CITY COMMISSION MEETING OF FEB IS 1988 SOLUTION No. 138-162 MARKS: Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Such street closures are subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services. This year we will be moving the Daytime Festival to Bayfront Park and the Evening Gala will celebrate "The Magic of "Miami". As you know, the City of Miami has been a major sponsor of this great event for the past two years. Because downtown Miami once again is showcased, we are writing to request a personnel appearance before the City Commission on February 11, 1988 for the purpose of requesting the cost of the inkind services of police, fire rescue, sanitation, and public works for the Miami Magic Festival.
