HomeMy WebLinkAboutR-88-0152N J-88-175 219/88 RESOLUTION NO. NS-1 5 2 A RESOLUTION APPOINTING CERTAIN INDIVIDUALS TO THE CITY OF MIAMI HERITAGE CONSERVATION BOARD. WHEREAS, the Heritage Conservation Board was established by Ordinance No. 9426, dated May 27, 1982, to recommend properties for designation as historic sites, historic districts, and archeological zones, to approve or deny Certificates of Appropriateness and to review development plans in environmentally significant areas of the City; and WHEREAS, it is intended that members of the Heritage Conservation Board shall be persons of knowledge, experience, mature judgment and background, having ability and desire to act in the public interest and representing the various special professional training, experience, and interests required to make informed and equitable decisions concerning conservation and protection of the physical environment; and WHEREAS, there are currently three (3) vacancies on the Heritage Conservation Board, which vacancies were formerly filled by Paul George (historian); Lola Bohn (citizen); and Perry Howard (citizen); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following named persons are hereby appointed as members of the City of Miami Heritage Conservation Board to serve in their designated positions and for the specified terms of office: RICHARD S. RICKLES Historian/Architectural Historian member, to serve a regular term expiring July 31, 1990. RAUL L. RODRIGUEZ Citizen member, to serve a regular term expiring July 31, 1990. MARWIN S. CASSEL Citizen member, to serve an unexpired term expiring July 31, 1989. Odio City Manager RECOMMENDATION 59 n �SDATE . �+} �, • FILE: SUBJECT APPoi ntmerits to Fill Yacancias on Heritage Conservation Board REFERENCES: ENCLOSURES: It is respectfully recommended that three (3) members be appointed to fill vacancies on the Heritage Conservation Board based upon names and qualifications submitted to the City Clerk on or before August 21, 1987 and December 28, 1987, per the attached resolution. BACKGROUND The Heritage Conservation Board has three (3) vacancies that must be scheduled for appointment. These vacancies are due to the resignation of Perry Howard (citizen) and the expiration of the terms of Paul George (historian) and Lola Bohn (citizen). At the City Commission meeting of November 19, 1987, Mayor Suarez and Commissioner Plummer suggested candidates for the vacant positions. Commissioner Be Yurre elected not to name a candidate at that time. The City Clerk then readvertised for nominations to the Board on December 14, 1987; and a deadline for receipt of nominations was set for December 28, 1987. Despite repeated calls from the Planning Department, the Mayor's suggested candidate did not submit an application and did not appear to be interested in serving on the Board. Commissioner Plummer's suggested candidate did submit an application. Because the Heritage Conservation Board has been -operating with fewer than its required number of members and because the City Commission is required to quickly appoint or reappoint Board members under the City's Certified Local Government contract with the State of Florida, it is requested that three (3) members be appointed from the list of persons who have submitted applications to the City Clerk. Persons appointed to the Board must meet the professional or citizen categories. The historian/architectural historian (term expiring expiring July- 31, 1990) ; and citizen ( term expiring Page 1 of 2 qualifications for specified vacant categories include July 31, 1990); citizen (term July 31, 1989). 59- / 86-152' { 2 El Eight (8) persons have submitted applications to the City Clerk for appointment to fill the vacancies on the Board.
