HomeMy WebLinkAboutR-88-0143J-88-167- 2/11/88 RESOLUTION N0.98—IL4:3 A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $17,000 FROM THE "BLACK ARCHIVES- OVERTOWN HISTORIC VILLAGE" SPECIAL REVENUE FUND TO BE USED FOR A MASTER PLAN FOR THE OVERTOWN HISTORIC FOLKLIFE VILLAGE IN THE CITY OF MIAMI; AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE BLACK ARCHIVES HISTORY AND RESEARCH FOUNDATION FOR SAID PROJECT, SUBJECT TO AND CONDITIONED UPON COMPLIANCE WITH SUCH CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY OF MIAMI. WHEREAS, the National Endowment for the Arts has granted the amount of $17,000 in support of a master plan for the Overtown Historic Folklife Village; and WHEREAS, the National Endowment of the Arts has agreed to issue these funds to the City of Miami to cover the expenses related to the master plan; and WHEREAS, the City of Miami agrees to disburse said funds to the Black Archives History and Research Foundation in accordance with terms and conditions of the agreement executed between the City of Miami and the National Endowment for the Arts; NOW,,THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. An amount not to exceed $17,000 is hereby allocated from the "Black Archives-Overtown Historic Village" Special Revenue Fund to be used for preparation of a master plan for the Overtown Historic Folklife Village. Section 2. The City Manager is hereby authorized to execute an agreement, in a form acceptable to the City Attorney with the Black Archives History and Research Foundation, for the purpose of acquiring a master plan for the Overtown Historic Folklife Village. Section 3. The herein allocation is hereby conditioned and subject to compliance with such conditions and limitations as may be prescribed by the City of Miami. Odlo REFERENCES: City Manager ENCLOSURES: RECOMMENDATION: January 25, 198ALE: Proposed Resolution for the Overtown Historic Folklife Village It is respectfully recommended that the City Commission adopt the attached resolution allocating $17,000 from the "Black Archives- Overtown Historic Village" fund to be used for a master plan for the Overtown Historic Village in the City of Miami and authorizing the City Manager to enter into an agreement with the Black Archives History and Research Foundation for said project. BACKGROUND: The Department of Development in conjunction with the Planning Department, has been working with the Black Archives History and Research Foundation to plan and develop the Overtown Historic Folklife Village. The Black Archives History and Research Foundation was awarded a grant from the National Endowment for the Arts (NEA) in the amount .of $17,000 to prepare a master plan for the Overtown Historic Village. The master plan will provide both the Black Archives and the City of Miami with a working document for the Village. In that the Black Archives History and Research Foundation does not have adequate staff to manage the NEA grant (see attachment) and a $17,000 match is required, in -kind services will be provided by the City 'of Miami, the Black Archives and Metropolitan Dade County. This arrangement is acceptable to the NEA consistent with the aspirations of the Black Archives and will facilitate the completion of this important aspect of the Southeast Overtown/Park West Community Redevelopment Project. 88--143
