A RESOLUTION CONCERNING THE SAINT PATRICK'S
DAY PARADE TO BE CONDUCTED BY THE SAINT
PATRICK'S DAY PARADE, INC. ON MARCH 12, 1988
PROVIDING FOR THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC,
ESTABLISHING A TEMPORARY PEDESTRIAN MALL
SUBJECT TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES; FURTHER ESTABLISHING AN
AREA PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; CONDITIONED UPON THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES.
WHEREAS, the Saint Patrick's Day Parade, Inc. will conduct
the annual Saint Patrick's Day Parade on March 12, 1988; and
WHEREAS, certain streets must be closed to through
vehicular traffic, establishing a temporary pedestrian mall
during specified hours to ensure the safety of participants and
attendees; and
WHEREAS, the organizers have further requested that
licensed retail peddlers be restricted in the area of the parade;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Saint Patrick's
Day Parade, the following streets are hereby closed to through
vehicular traffic from 9:00 A.M. to 5:00 P.M. on March 12, 1988
as specified below:
North River Drive between N.W. 3rd Street and S.W. 2nd
Avenue
Flagler Street between North River Drive and Biscayne
Boulevard
Biscayne Boulevard between Flagler Street and S.E. 2nd
Street

Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which
intersect the enumerated areas delineated in this
Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Pursuant to the provision of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid during the hours of 10:00
A.M. to 4:00 P.M. on March 12, 1988, on the above designated
streets and on all intersecting streets for two blocks in all
directions.
Section 4. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and paying for all necessary costs of City
services.
PASSED AND ADOPTED this 18th day of February , 1988.

SUBJECT: Resolution Street Closures
for St. Patrick's Day Parade

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the closure of certain streets,
establishing a temporary pedestrian mall and authorizing the
restriction of non -festival retail peddlers in the area in
connection with the St. Patrick's Day Parade to be conducted by St.
Patrick's Day Parade, Inc. on March 12, 1988. The street closures
are subject to the issuance of permits by the Departments of Police
and Fire, Rescue and Inspection Services. The above authorizations
are conditioned upon the organizers paying for all the necessary
costs of City Services and obtaining the necessary insurance
requirements.
BACKGROUND:
o The DepartMent of Community Development has prepared the
appropriate legislation for the above mentioned authorizations for
the St. Patrick's Day Parade to be held March 12, 1988 in Downtown
Miami.
