HomeMy WebLinkAboutR-88-0126♦ 1 � J-88-10 1/26/88 RESOLUTION NO. 813-IL26 A RESOLUTION AUTHORIZING THE FACILITIES MANAGEMENT GROUP, INC. ("FMG"), PURSUANT TO THE AGREEMENT DATED APRIL 1, 1982, TO PURCHASE AND INSTALL A FIRE AND VOICE ALARM SYSTEM, AND TO UNDERTAKE A REFURBISHMENT OF THE MIAMI CONVENTION CENTER, WITH FUNDS THEREFOR HAVING BEEN APPROPRIATED UNDER THE FY188 CAPITAL APPROPRIATIONS ORDINANCE NO. 10347, PROJECT NO. 420010, ENTITLED, "MIAMI CONVENTION CENTER - FIRE ALARM REPLACEMENT", AND PROJECT NO. 420011, "MIAMI CONVENTION CENTER - REFURBISHMENT". WHEREAS, the Operation and Management Agreement dated April 1, 1982, between the City of Miami ("City") and Facilities Management Group, Inc. ("FMG") provides, in the applicable portions thereof, that FMG has the responsibility for management, operation and maintenance of the Miami Convention Center, including without limitation: building and grounds operation and maintenance, as well as the ability, subject to the approved budget, of contracting with service contractors such as security, cleaning, electrical, and the like, and to improve the maintenance and condition of the' Miami Convention Center facilities; and WHEREAS, the Agreement between the City and FMG further provides that the City shall be responsible for the costs of all capital improvements, repairs, maintenance and replacement required to operate the Miami Convention Center and all of its fixtures, signs, displays, equipment, machinery, appliances, appurtenances, improvements, alterations and systems; and WHEREAS, Ordinance No. 10347, adopted November 19, 1987, established various appropriations for City Capital Improvements; and WHEREAS. Ordinance No. 10347 appropriated $200,000.00 for Project No. 420010, Miami Convention Center - Fire Alarm Replacement; and CITY COMMISSION MEETING OF FEB 18 1988 A No. 138-126 T WHEREAS, Ordinance No. 10347 appropriated $225,000.00 for Project No. 420011, Miami Convention Center - Refurbishment; and WHEREAS, the City, as a matter of past custom and course of dealing with FMG, has allocated funds for Capital Improvements at the Miami Convention Center to FMG in order for FMG to contract for such improvements and to cause such improvements to be made to the Miami Convention Center; and WHEREAS, FMG has received and is presently desirous of accepting an offer from Pyrotronios, Inc., a Florida corporation, for the installation and sale of a point addressable fire and voice alarm system, as well as a test - inspection service contract for such system; and WHEREAS, the Conferences and Conventions Department of the City concurs with the selection made by FMG of Pyrotronics, Inc. to undertake this improvement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The findings and recitals contained in the preamble to this Resolution are hereby adopted by reference and incorporated by reference as if fully set forth in this section. Section 2. A total amount of $425,000.00 is hereby allocated for the Miami Convention Center to include $200,000.00 for Fire Alarm Replacement, Project No. 420010, and $225,000.00 for Refurbishment, Project No. 420011, including replacement of carpeting, installation of electric aisle curtains, and other related expenditures. Section 3. Subject to the herein allocation and the final approval of the City of Miami Conferences and Conventions Center Director, FMG is hereby authorized to contract with Pyrotronios, Inc. for the installation and maintenance of a point addressable fire and voice alarm system for the Miami Convention Center, the ownership of such system and all components thereof being deemed vested in and constituting a permanent improvement to the Miami Convention Center. -2- 88-126- Seotion 4. FNG shall require that all payment and performanoe bonds for these improvements name the City of Miami as an additional obligee or beneficiary to be afforded, as a minimum, the same coverage and benefits FMG is to reoeive under suoh bonds and surety agreements. FILE: SUBJECT Miami Convention Center Capital Improvements REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution authorizing Facility Management Group, the operating firm for the Miami Convention Center pursuant to the Operation and Management Ayreement dated April 1, 1982, to purchase and install a Fire and Voice Alarm System, and to undertake a refurbishment of the Miami Convention Center, with funds that have been appropriated under the FY 188 Capital Appropriations Ordinance No. 10347. BACKGROUND: The Department of Conferences and Conventions, recognizing the need to continue to maintain, and to improve, as deemed necessary, the condition of the Miami Convention Center facilities, recommends that Facility Management Group, purchase and install a Fire and Voice Alarm System, which constitutes a permanent improvement to the Miami Convention Center, and undertake a refurbishment of the Miami Convention Center. The City Commission, adopted Ordinance No. 10347 on November 19, 1987, appropriating $200,000.00 for Pr03ect No. 4200101 Miami _ Convention Center - Fire Alarm Replacement, and $225,000.00 for Pro3ect 420011, Miami Convention Center - Refurbishment. Facility Management Group, with the City's concurrence and sub3ect to final approval of the Department of Conferences and Conventions, has selected Pyrotronics, Inc. to install a point addressable fire and voice alarm system, as well as a test -inspection service contract for such system. In addition, Facilities Management Group will undertake - the necessary refurbishment of the Miami Convention Center, which will include replacement of carpeting and installation of electric aisle curtains.
