WHEREAS, th,', City Commission Ordinance No. 10269 on
May 14, 1987 establishing a s p c ia I revenuEfund entitled
"Recreation Programs for the Mentally Retardad - Con,;c)lid;1ted," and
appropriated funds for its (:)perati-,--)n in the amount of $324,310;
and
WHEREAS, additional State and City funds will allow the
program to be extended through September 30, 1988; and
WHEREAS, a sum of $45,000 has been budgeted in the fiscal
year 1987/88 General Fund: Special Programs and Accounts, Matching
Funds for. Grants.as the City's contribution for the aforementioned
program; and
WHEREAS, a carryover balance of $53 507 is presently
available for additional recr,nation programs; And
WHEREAS, the State of Florida Department of Health and
Rehabilitative Services (hereinafter. referred to as HRS) has
offered the City a grant of $97,701 consisting of federal and
state funds to provide a minimum of 3,400 units of recreation to
mentally retarded individuals for the period (-)E October 1, 1987,

It is respectfully recommended that the City Commission adopt the
attached legislation amending Ordinance 10269 by increasing the
appropriation for this special revenue fund entitled: "Recreation
Programs for the Mentally Retarded -Consolidated" in the amount of
$279,537, consisting of $234,537 in federal and state funds to be
received from the State of Florida: Department of Health and
Rehabilitative Services and $45,000 from Fiscal Year 1987-'88 Special
Programs and Accounts; Matching Funds for Grants, and authorizing the
City Manager to accept -the grant award and to enter into the
necessary contract(s) for the acceptance of this grant.
BACKGROUND:
The City of Miami, Department of Parks, Recreation and Public Facili-
ties, Handicapped Division has received grant funds from the State of
Florida Department of Health and Rehabilitative Services for the past
ten years to provide community recreation, developmental training and
transportation to a minimum of one hundred mentally retarded indi-
viduals per month for a twelve month period. Due to the high quality.
level of service provided by the City of Miami the State of Florida
has again awarded this grant. The grant award as well as cash match
were projected as future revenue and included in the Handicapped
Division's annual.budget presentation. The allocation of $279,537.00
reflects approximately 43% of the Handicapped Division's total
operating budget.
These programs serve to enhance the lives of the developmentally
disabled citizens. of Miami through providing an integrated setting
and equal opportunities and access in all their endeavors, The
Handicapped Division promotes and advocates for the needs of the dis-
abled and considers community recreation and developmental training
vital components in the transition process.
