Outpatient Department. This property has been vacant for quite a few
years and during that time has suffered damage due to fire and vandalism.
Concept House has been serving the community and the suffering substance
abusing population of Miami and Dade County since 1970. It is an
Innovative program, having been the first substance abuse program In
Florida to assist pregnant women in long-term treatment, the first program
to have parents with their children in long-term treatment, and the first
program to have Alcoholics Anonymous and Narcotics Anonymous as an
Integral part of treatment
We need the City of Miami's help in our continuing efforts to combat one of
our community's most serious problems. By allowing us to use this vacant
facility for our Administrative Offices and Outpatient Department, you
will be helping us to eliminate the co -mingling of administrative and
clerical functions with our clients.
Attached for your review and consideration are the following documents:
- Architectural plans
- Estimate of cost to renovate the facility

As you are aware, Concept House has been seeking authorization to utilize
the above -referenced property for its Administrative Offices and
Outpatient Department. This property has been vacant for quite a few
years and during that time has suffered damage due to fire and vandalism.
Concept House has been a vital part of our community since 1970. We
provide treatment and rehabilitation to victims of drug addiction in the
Miami area. - We need the City of Miami's help in our continuing efforts to
combat one of our community's most serious problems.
By allowing us to use this vacant facility for our Administrative Offices
and Outpatient Department, you will be helping us turn a neighborhood
eyesore into something the area and all Miami residents can be proud of.
The Board of Directors of Concept House stands ready to present a
proposal on taking over the property to yourself, to the Commission or to
any other organization you think is necessary in order to proceed with this
project. We have been patiently pursuing this project since 1982 and we
would like to see 1988 be a year of action.

Dear Sirs:
Please accept this in support of Concept House, Inc.'s request
for the use of the abandoned fire house /13.
As shown on the attached site plan, the proposed building is
within one hundred (100) feet of the existing community based
residential drug rehabilitation facility.
The proposed use is shown on the attached floor plan and it
should be noted that only administrative and counseling functions
would be moved from the existing facility. To achieve the plan
with respect to the fire and looting damage, a budget of between
$75,000 and $125,000 would be required. We are experienced with
the restoration of the existing structures and are aware of the
.budgetary problems; these problems will be overcome with hard
work and with contributions from the construction trades.
This opportunity would in no way increase the existing allowable
bed count (i.e., occupancy). It would, however, reduce the
pressure caused by limited space in the administrative/counseling
areas of the residential buildings.
This plan does not have any adverse effect on the neighborhood
and would be an asset due to the increase of parking and open
space afforded Concept House.
In it present state, the abandoned fire house is not only an
eye- a re, but also a haven for drug use. It is in the best
inter st of the community for Concept House to restore the
buil ng and use it to restore the lives of our citizens.

Phases III and IV The first two weeks of
Phase IIi allow. the client to reflect and evaluate

program while assuming greater responsibilities

After the first two weeks of Phase 111. the
• client obtains outside employment and therapy
is then changed to an e\ ening program. During
this time the client is encouraged to develop
an outside network in \.A or A.A After a total
of sn months. the client leaves residential treat-
ment and continues recovery in our outpatient
program

Adult Outpatient
Program
The Outpatient Program at Concept House is
geared it) indn iduals who art' presently func-
tional but ha\e problem,. \\ ith substance abuse
This program also pro%ides aftercare support for
those graduating from the residential program
Our Outpatient Program is of three months
duration, after \\•hich the client i. re-evaluated
and may continue treatment if necessan• Dur-
ing this time. he, she recei\es a minimum of one
hour a week of individual counseling and
attends up to three outpatient group, a week.

The foals of this program are:
• To assist residential graduates to remain
substance -free and to rel\ on Concept
House for support and assistance in \\ork-
ing on their continuing personal famil and
Vocational problems.
• To help those who have not attended our
residential program resole indi\ idual prob-
lems with substance abuse and restore them
to optimum functionalm
Daycare Program
For those individuals with the need for an
intensive treatment program but who cannot, for
a variety of reasons. enter our residential
prugram.our daycare program provides a viable
altemati\ e.
The patient entering daware arri\es at Con-
cept House at 8 a.m., recenes the complete
Phases I and II treatment and lea\es the resi-
dence b\ ; p m.
At the end of three months, the client pro-
gresses into the outpatient mode During that
time, if the client gives indication of increasing
dysfunctional behavior when not attending the
program. he,,she may be requested to transfer to
our residential program.
