RESOLUTION AUTHORIZING THE
APPOINTMENT OF INDIVIDUALS
TO THE AFFIRMATIVE ACTION
ADVISORY BOARD
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the appointment of five
individuals to fill vacancies on the Affirmative Action Advisory
Board, and the reappointment of two members to said Board.
BACKGROUND:
At the present time, five (5) vacancies exist on the Affirmative
Action Advisory Board. On December 11, 1986, the City Commission
filled one of two existing vacancies, leaving one vacancy
remaining to be filled. Since that time, four (4) additional
vacancies have occurred. A vacancy was created because an
appointee, Mr. Roger Biamby, did not reside in the City of Miami
as required by Ordinance #9139. Two other vacancies were created
due to the resignation of Ms. Laverne Nolte and Mr. Jose Solana.
An additional vacancy will be created by the removal of Ms. Edna
Martinez for excessive absences. Section 9B of Ordinance #9139
provides for the automatic removal of members from the Board
after three consecutive absences. Ms. Martinez missed three
consecutive meetings on August 6, 1987, September 23, 1987, and
November 17, 1987. During 1987, Ms. Martinez missed a total of
eight meetings. She did not respond to written correspondence
from City staff. Her name is hereby certified for removal by the
City Commission who shall fill the vacancy by appointment.
Due to the expiration of their terms on the Board, the following
members need to be reappointed to another two-year term:

In accordance with administrative policy, I am notifying you of
the above so that you may appoint members to the Board as
provided for in Section I of Ordinance No. 9139.

soil/fill from Dade County] This item has been
modified by the deletion of the words "Aviation
Department" in referring to metropolitan Dade County.

Resolution No. 87-5561 The name of Eugene Pelaez.
P.B.. has been substituted for Jim Leukaneoh, P.E., in
regard to the appointment of a member on the
Certification Committee in oonneotion with the City-
wide Neighborhood Park Renovation Projeot.
NOTE: At the time the Consent Agenda is voted upon, if the above

Codes These items, appearing for Second Reading in the
Agenda Packet have been modified to reflect your
consideration as emergency revenue measures. Exoept
for item 041. no ohaages are contained in these three
ordinances other than the declaration of the emergency.
In Item #41, the maximum charge for the application fee
to accompany an application for a Major Use Permit for
projects classified as a Development of Regional Impact
now ref leots the amount of $65.000 as the maximum fee
per phase instead of per pro jeot, the per square foot
fee of $0.075 remaining the same.
Ascends item 049 (J-88-234) (Ordinance establishing
parking charges for City -owned parking lots adjacent to
Coconut Grove Bshibition Center) This ordinance, as
distributed, did not provide for a maximum parking
charge for parking lots adjacent to the Coconut Grove
Exhibition Center in those instances where the
scheduled fee does not apply. We have added the
following language to the statement which authorizes
the Director of the Department of Parks, Recreation and
Public Facilities to determine charges not specifically
designated in the ordiaanoe: "...with said parking
charges not to exceed the rates generally charged by
private parking lot operators in the Coconut Grove Area
for similar events and activities."
The provision that the parking charge for any event
must be sufficient to ensure that "total City parking
revenues are not less than the cost of operating the
parking lot for that event" remains in the ordinance
with the following additional clause: "...if revenues
derived from the above are less than the City's costs
to operate said parking lots, then the City may obtain
reimbursement from the event sponsor for the
difference.*
