RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution awarding the contract to Software Clearing House
Inc. for a license to XGEN, with maintenance, and with a COGEN to
XGEN filter for use in systems development by the Department of
Computers (DOC). Software Clearing House Inc. is the only vendor
that licenses these products and services is estimated to be $34,680
for FY 87/88 in which funds are available in the budget of the
Department of Computers.
BACKGROUND:
The Department of Computers has been using COGEN, a 4GL (Fourth
Generation Language), for program development since 1983. Planned
upgrades of system software will make COGEN- unusable for future
development or enhancements to existing systems. Jacksonville
Software also has a product that will aid in converting existing
COGEN systems to the upgraded XGEN which will allow them to be
modified as the need arises. Jacksonville Software's products and
maintenance services are licensed through Software Clearing House
Inc. The cost to license XGEN is as follows:
$49,600 License Fee for XGEN
-27,360 60% credit of COGEN License Fee
22,2TU
+ 7,440 Maintenance Fee
29,680
+ 5,000 COGEN to XGEN Filter
M-70
Since there is no other vendor that can provide these products and
services, it is recommended that Software Clearing House Inc. be
awarded this contract.
