RESOLUTION NO. MS-2-10
A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP
CERTAIN IMPROVEMENTS ON CITY -OWNED
WATERFRONT LAND IS BY A UNIFIED
DEVELOPMENT PROJECT (UDP),
AUTHORIZING THE CITY MANAGER TO
PREPARE A DRAFT REQUEST FOR
PROPOSALS (RFP) FOR A UDP, AND
CONFIRMING THE SETTING OF A PUBLIC
HEARING FOR MARCH 24, 1988, AT 3:30
P.M., TO TAKE TESTIMONY REGARDING
AN RFP FOR A UDP FOR THE DEVELOPMENT
OF MARINE -ORIENTED, RECREATIONAL AND
RETAIL USES INCLUDING FOOD AND
BEVERAGE SALES AT THE "MERRILL
STEVENS DRYDOCK SITE" AT 2640 SOUTH
BAYSHORE DRIVE; TO AUTHORIZE THE
ISSUANCE OF AN RFP, TO SELECT A
CERTIFIED PUBLIC ACCOUNTING FIRM,
AND TO APPOINT MEMBERS OF A REVIEW
COMMITTEE.
WHEREAS, the City of Miami Charter Section 53(c) allows for
"Unified Development Projects" where an interest in real property
is owned or is to be acquired by the City and is to be used for
development of improvements; and
WHEREAS, just such a proposed Project involving the lease of
the herein property has been disapproved by the electorate making
it necessary for the City Commission to examine again the
question of how to develop said property; and
WHEREAS, the City Commission determines that for the
development of marine -oriented, recreational and retail uses
including food and beverage sales, on a portion of the Dinner Key
Area more particularly known as the "Merrill Stevens Drydock
Site" located on City -owned waterfront land at 2640 South
Bayshore Drive in Coconut Grove, it is most advantageous for the
City to procure from a private person one or more of the
following integrated packages:
- Planning and design, construction and leasing; or
- Planning and design, leasing and management; or

- Planning and design, construction and management; or
- Planning and design, construction, leasing and
management; and
WHEREAS, Charter Section 53(c) requires that the City
Commission hold a public hearing to consider the contents of the
Request for Proposals; and
WHEREAS, Charter Section 53(c) further requires that, at the
conclusion of the public hearing, the City Commission, if
disposed to proceed, authorize the issuance of a RFP;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. It is most advantageous for the development of
marine -oriented recreation and retail uses including food and
beverage sales at the "Merrill Stevens Drydock Site" located on
City -owned waterfront at 2640 South Bayshore Drive, in Coconut
Grove, that the City procure from a private person one or more of
the following integrated packages:
- Planning and design, construction and leasing; or
- Planning and design, leasing and management; or
- Planning and design, construction, and management; or
- Planning and design, construction, leasing and
management.
Section 2. The City Manager is hereby authorized to develop
a Request for Proposals for a Unified Development Project
proposal for the development of the improvements as set forth in
Section 1 hereinabove.
Section 3. A public hearing for March 24, 1988, at 3:30
P.M. to consider said RFP for a UDP for the development of
marine -oriented, recreational and retail uses, including food and
beverage sales, at the "Merrill Stevens Drydock Site" as
specified herein above is hereby confirmed.
Section 4. As required by the City Charter and City Code,
the City Commission shall, at the conclusion of the public

hearing: authorize the issuance of an RFP, select a certified
pnplic accounting firs, and appoint members of a review
committee.

The Board of Directors of The Marine Council at their
regular monthly meeting held on March 9, 1988 has asked
that I convey to you their wish that the City of Miami
commission promptly initiate the redrafting and issuance
of an RFP for the lease of the property at the so-called
Merrill Stevens site in Dinner Key for use as a full
service boatyard.
We were disappointed that the voters of the City of
Miami did not support the lease between the City and
Dinner Key Boat Yard Management Company. However, prompt
action to revise and reissue the RFP while making it
more attractive to qualified bidders appears to be the
appropriate course of action now.
To continue to pursue the establishment of a healthy,
fully equipped, fully staffed boat repair facility which
reflects a degree of permanence is essential to the
resident and visitor boatng community and to the
community at large.
