A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AMENDMENT, IN SUBSTANTIALLY THE
FORM ATTACHED, TO AN AGREEMENT DATED
SEPTEMBER 16, 1977, BETWEEN PANCOAST ALBAISA
ARCHITECTS, (FORMERLY PANCOAST BORRELLI
ALBAISA ARCHITECTS, P.A.). AND THE CITY OF
MIAMI FOR THE PURPOSE OF EXPANDING THE SCOPE
OF SERVICES TO INCLUDE A PROGRAM DEVELOPMENT
AND NEEDS ASSESSMENT ANALYSIS FOR THE CITY
ADMINISTRATION BUILDING - PHASE II, SAID WORK
TO BE PERFORMED BY WRIGHT, RODRIGUEZ &
SCHINDLER ARCHITECTS, P.A. AS SUBCONTRACTOR;
AND FURTHER AUTHORIZING A FEE OF $25,000 FOR
PROGRAM DEVELOPMENT SERVICES FROM AVAILABLE
FUNDS APPROPRIATED TO CAPITAL PROJECT
NO. 311001 ENTITLED "CITY ADMINISTRATION
BUILDING - PHASE II".
WHEREAS, in 1980 the City of Miami completed construction of
the Administration Building in Government Center, located on
Block No. 95N, Lots 5 through 16, bounded on the south by NW 2nd
Street, on the west by NW 3rd Avenue and on the north by NW 3rd
Street, comprising an approximately two (2) acre City -owned site,
which Building presently houses a part of the administrative
offices of the City, hereinafter called Phase I of the PROJECT;
and
WHEREAS, the City Commission, by Motion No. 77-726 adopted
on September 8, 1977, selected the firm of Pancoast Albaisa
Architects (formerly Pancoast Borrelli Albaisa Architects, P.A.),
hereinafter called the PRINCIPAL, and directed the City Manager
to negotiate an agreement with the PRINCIPAL for the professional
and technical services required for the PROJECT; and
WHEREAS, the City Manager executed an agreement with the
PRINCIPAL, on September 16, 1977, under which all work was
performed for implementing Phase I of the PROJECT; and
WHEREAS, it is necessary to amend the agreement dated
September 16, 1977, in order to expand the scope of services to
include a program development and needs assessment analysis for
Phase II of the PROJECT to consolidate all the administrative
offices of the City at the Government Center; and

WHEREAS, the PRINCIPAL shall subcontract with Wright,
Rodriguez V Schindler Architects, P.A., a minority -owned firm, to
perform the services required for the program development and
needs assessment analysis for Phase II of the PROJECT:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
execute an amendment, in substantially the form attached, to the
agreement dated September 16, 1977, between Panooast Albaisa
Architects (formerly Panooast Borrelli Albaisa Architects, P.A.),
(the PRINCIPAL) and the City of Miami.
Section 2. The PRINCIPAL is hereby authorized to enter
into a subcontract with the firm of Wright, Rodriguez N Schindler
Architects, P.A., to perform the services required for the
program development and needs assessment for Phase II of the
PROJECT.
Section 3. A fee of $28,000 is hereby authorized for
Panooast Albaisa Arohiteots, (formerly Panooast Borrelli Albaisa
Architects, P.A.), to pay Wright, Rodriguez W Schindler
Architects, P.A., as subcontractor, from available funds
appropriated to the City's Capital Project No. 311001, entitled
"City Administration Building - Phase II".

THIS AMENDMENT, made this day of _ 1988,
to an Agreement dated September 16, 1977, by and between the City
of Miami, a municipal corporation of the State r)f Florida,
(hereinafter referred to as the "CITY,") and Pancoast F,lbaisa
Architects (formerly Pancoast Borrelli Albaisa Architects, P.A.),
a for profit corporation of the State of Florida (hereinafter
referred to as the "PRINCIPAL").
RECITAL
WHEREAS, in 1980 the City of Miami constructed Phase I of
the Administration Building at Government Center, located on
Block No. 95N, Lots 5 through 16, bounded on the south by NW 2nd
Street, on the west by NW 3rd Avenue and on the north by NW 3rd
Street, comprising an approximately 2 acre City -owned site, which
Administration Building presently houses a part of the
Administrative offices of the City and is proposed, upon
completion of Phase II, to consolidate all of the City
administrative offices at Government Center, hereinafter called
the PROJECT; and
WHEREAS, the City Commission by Motion No. 77-726, adopted

Architects, (formerly Pancoast Borrelli Albaisa Architects,
P.A.), hereinafter called the PRINCIPAL, and directed the City
Manager to negotiate an agreement with the PRINCIPAL for the

WHEREAS, the City Manager executed an agreement with the
PRINCIPAL, on September 16, 1977, under which all work was

WHEREAS, it is necessary to amend the agreement dated

include a program development and needs assessment analysis for
Phase II of the PROJECT; and

WHEREAS, the PRINCIPAL shall subcontract with Wright,
Rodriguez & Schindler Architects, P.A., a minority firm, to
perform the services required for the Program development and
needs assessment analysis for Phase lI of the PROJECT;
NOW, THEREFORE, THE PARTIES AGREE To AMEND 'rHE AGREEMENT AS
FOLLOWS:
SECTION I - GENERAL
Subsection F is added and reads:
The CITY agrees to pay and the PRINCIPAL agrees +.o accept as
payment in full for professional services rendered by Wright,
Rodriguez Schindler Architects, P.A., Subcontractor, as
outlined in Section III, Subsection F- Phase II - Program
Development/Needs Assessment Analysis hereof, the lump sum fee of
twenty-five thousand dollars ($25,000).
SECTION II - DEFINITIONS
Subsection M is added and shall read:
M. PROGRAM DEVELOPMENT/NEEDS ASSESSMENT ANALYSIS - is hereby
defined as the development of a program for the City
Administration Building - Phase II as provided by the PRINCIPAL
through Wright, Rodriguez & Schindler Architects, P.A.,
Subcontractor, as outlined in Section III, Subsection F-Phase II,
hereof.
SECTION III - PROFESSIONAL SERVICES
Subsection F - Phase II is added and shall read:
F - PHASE II -PROGRAM DEVELOPMENT/NEEDS ASSESSMENT ANALYSIS
The PRINCIPAL is to provide to the CITY a PROGRAM
DEVELOPMENT/NEEDS ASSESSMENT ANALYSIS that shall address at
minimum the following requirements:
I. Current personnel population and identification of their
positions in relation to square footage allotment.
2. Projected personnel growth population for expansion.
3. Divisional adjacencies.
4. Departmental adjacencies.
S. Interdepartmental adjacencies.
6. Common auxiliary adjacencies
7. Equipment and file requirements.

M Auxiliary requirements including minor conference areas;
waiting areas; reception areas; common equipment, file,
and storage areas; employee lounges; •ind reproducction

ENCLOSURES
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the City Manager to execute an
amendment, in substantially the form attached, to an agreement dated
September 16, 1977, between Pancoast Albaisa Architects, (formerly
Pancoast Borrelli Albaisa Architects, P.A.), and the City of Miami
for the purpose of expanding the scope of services to include a
program development and needs assessment analysis for the City
Administration Building, Phase -II. This resolution further directs
said work to be subcontracted to the minority -owned firm of Wright,
Rodriguez, & Schindler Architects, P.A. and authorizes a fee of
$25,000 for said purpose from funds appropriated to the City's
Capital Project #311001 entitled "City Administration Building -
Phase II."
BACKGROUND:
The Department of Development recommends the execution of the
proposed Amendment, so that the City of Miami may obtain a program
development and needs assessment required for Phase II of the City
Administration Building.
In 1980 the City of Miami completed construction of an Administration
Building -Phase I, located on Block No. 95N, lots 5 through 16,
bounded on the south by NW 2nd Street, on the west by NW 3rd Avenue
and on the north by NW 3rd Street, comprising an approximately 2 acre
City -owned site in Government Center. Phase II of this building will
consolidate the remaining administrative offices of the City at
Government Center.
The City Commission by Motion No. 77-726, adopted September 8, 1977,
selected the firm of Pancoast Albaisa Architects, (formerly Pancoast
Borrelli Albaisa Architects, P.A.), and authorized the City Manager
to negotiate an agreement with the architectural firm to provide the
professional and technical services required for the master plan,
design and construction of Phase I of the Administration Building.
Said agreement was executed on September 16, 1977.

In order to proceed with completing the City Administration Building,
the City requires a program development and needs assessment
analysis prior to design and construction of Phase ii of the
Administration Building.
The firm of Pancoast Albaisa Architects shall enter into a
subcontract with the minority -owned firm of Wright, Rodrigues &
Schindler Architects, P.A., to provide the services required for the
program development and needs assessment analysis for a fee of
$25,000 available from capital project funds appropriated to Phase II
of the City Administration Building project.
It is recommended that the proposed resolution be adopted by the City
Commission an March 10, 1988.
