HomeMy WebLinkAboutR-88-0230J-88-241 2/24/8d RESOLUTION NO. 149"02% A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO INCREASE THE CITY'S EXISTING EMERGENCY SHELTER GRANT OF $203,000 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (USHUD) BY $32,000 TO $235,000; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE ADDITIONAL GRANT UPON APPROVAL FROM USHUD AND ENTER INTO THE NECESSARY IMPLEMENTING AGREEMENT WITH USHUD FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the U.S. Department. of Housing and Urban Development (USHUD) has informed the City that it is el.i.gi.bl.e t.o apply for an additional $32,000 from the U.S. Department of Housing and Urban Development (USHUD) Emergency Shelter Grant as a result of the Fiscal Year 1988 Further Continuing Appropriations Act signed by the President December 22, 1987 to provide programs for the homeless; and WHEREAS, the additional. allocation will increase the Ci.t.y's Emergency Shelter Grant from $203,000 to $235,000; and WHEREAS, the City must submit its application for the additional. Emergency Shelter Grant Funds to USHUD by March 28,1988; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is authorized to submit an application for an additional $32,000 from the Emergency Shelter Grant to the U.S. Department of Housing and Urban Development (USHUD). Section 2. The City Manager is authorized to accept the additional. Emergency Shelter Grant in the amount of $32,000 from the U.S. Department of Housing and Urban Development. (USHUD). SECTION 3. The City Manager is hereby authorized to enter into implementing agreement with USHUD, in a form acceptable to the City Attorney, for the aforementioned purpose, subject to the conditions and limitations contained herein and in the City Code. 7MEETING MMISSIUi4 Or 10� 1966 RESOLU110N No. W-23 REMARKS _ r SECTION 4. Odia4 City Manager ENCLOSURES RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution relating to n increase of $32,000 in the City's Emergency Shelter Grant from the U.S. Department of Housing and Urban Development (USHUD). This increase is the City's share of an $8 million appropriation by Congress under the Fiscal Year 1988 Continuing Appropriations Act signed by the President December 22, 1988. The proposed resolution authorizes the City Manager to submit a grant application to USHUD, accept the grant when approved by USHUD and enter into the necessary agreement with USHUD to implement the grant. The additional allocation will increase the City's Emergency Shelter Grant from $203,000 to $235,000. BACKGROUND The Department of Community Development has been advised that the City of Miami is entitled to receive an additional $32,000 for its Emergency Shelter Grant from USHUD as a result of an $8 million appropriation by Congress under the Fiscal Year 1988 Continuing Appropriations Act signed by the President December 22, 1988. The additional allocation increases the City's grant from $203,000 to $235,000 to provide services to the homeless population. The City's grant is based on the same formula used to award Community Development Block Grant Funds to eligible jurisdictions. In order to be eligible for its increase, the City must submit its application to USHUD by March 28,1988. The City Commission allocated the original $203,000 to two private non-profit agencies, Christian Community Service Agency (CCSA) and Social Action of Little Havana. CCSA received $173,000 to establish a shelter for homeless families and Social Action of Little Havana was allocated $30,000 to provide a food distributorship program with surplus food and sundry items to keep families from becoming homeless and for local shelters to reduce operating expenses. 88-230 Honorable Mayor and Members 2 - of the City Commission Staff will make recommendations to the City Commission in the future for the specific allocation of the $32,000 to private non profit agencies serving the homeless after proposals have been evaluated. The attached resolution is a companion item to an ordinance amending Ordinance 10349 by increasing the special revenue fund entitled "Emergency Shelter Grant (FY'88)" by $32,000, from $203,000 to $235,000. Adoption of the proposed resolution authorizes the City Manager to submit a grant application to USHUD, accept the grant when approved by USHUD and enter into the necessary agreement with USHUD to implement the grant.
