WHEREAS, Resolution 85-1236 adopted in principle the Northwest North River Drive Design Concept which delineated development of properties along the Miami River from Southwest 2nd Avenue to Northwest 5th Street for marine -oriented recreational and retail uses; and WHEREAS, Wallace Kreidt owns a 1,000+ square foot parcel of land (the Kreidt property) located at 300 Southwest North River Drive; and WHEREAS, the City owns an approximately .75 acre parcel of property on North River Drive, north of and immediately adjacent to the Kreidt property; and WHEREAS, it is essential that the City acquire the Kreidt property to include it as part of the Northwest North River Drive Development Project; and WHEREAS, two appraisers retained by the City appraised the Kreidt property at $20,000 and $31,400; and WHEREAS, Resolution 77-73 established policy to provide a bonus over the appraised value to property owners who sell their property to the City through a negotiated settlement in lieu of condemnation; and WHEREAS, it is deemed in the best interest of the City to acquire this property by the most efficient method; CITY COMMISSION MEETING OF MAR 10 1919,88� RESOLUTION No. 9 .1 REMARKS. Ake NOW, THEREFORE, BE I'T RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. , City Manager is hereby authorized to make an offer to Wallace Kreidt for property located at 300 Southwest North River Drive, in connection with the Northwest North River Drive Development Project. Section 2. Said offer shall be made for the highest appraised value of the property and having a provision for a bonus to the property owner, funds being allocated therefor from retained earnings in the Property and Lease Management Enterprise Fund. It is respectfully recommended that the City Commission adopt the attached Resolution authorizing an offer to Wallace B. Kreidt, to purchase property located at 300 Southwest North River Drive (the Kreidt property). BACKGROUND The General Services Administration Department has been working with several departments in connection with the Northwest North River Drive Project. The City owns an approximately .75 acre triangular shaped parcel of land with 300 linear feet of river frontage located between Southwest North River Drive and the Miami River with public access to and from the site on Southwest Second Street and Northwest North River Drive. This City owned site was acquired in 1975. Via Resolution 85-1236, the City Commission adopted the Northwest North River Drive Design concept that, among other things sets forth a general development and implementation program for the marine -oriented enhancement of publicly owned properties on the Miami River between Southwest Second Avenue and Northwest Fifth Streets. Subsequently, on May 14, 1987, by Resolution 87-440, the City Commission designated the process for the development of marine - oriented recreational and retail uses including food and beverage sales, on the approximately .75 acre City -owned land parcel as a unified development, as allowed by the City of Miami Charter, Section 53(c), "Unified Development Projects". This resolution further authorized the City Manager to develop a Request for Proposal. Honorable Mayor and Resolution Authorizing Members of the City an Offer to Nallace 8. Commission Kreidt - Page 2 This City -owned land parcel is adjacent to and immediately north of a 10000+ square foot, parcel with frontage on the Miami River, and having no access to and from a public tight -of -way except through the City -owned parcel. This land -locked, 1,000+ square foot parcel is owned by Wallace Kreidt and its acquisition is essential for the development of the City -owned site which is planned for marine -oriented recreational and retail uses, including food and beverage sales. The General Services Administration Department recently had the Kreidt property appraised and these appraisals established fair market value at $20,000 and $31,400 respectively.
