RESOLUTION NO.
A RESOLUTION AMENDING RESOLUTION NO. 87-556,
ADOPTED JUNE 11, 1987, WHICH HAD DESIGNATED
THE PROJECT ENTITLED "THE: CITYWIDE
NEIGHBORHOOD PARK RENOVATIONS PROJECT" AS A
CATEGORY B PROJECT FOR CERTAIN CITY PARKS ON
A COLLECTIVE, COMBINED AND/OR INDIVIDUAL
BASIS, BY ADDING NEW SECTIONS 5 AND 6 THERETO
TO PROVIDE FOR A LISTING OF THE, PARKS TO BE
RENOVATED; AND TO APPOINT A CERTIFICATION
COMMITTEE OF NOT LESS THAN THREE ( 3 ) MEMBERS
FOR SAID PROJECT, IN ACCORDANCE WITH
ORDINANCE NO. 9572, ADOPTED rEBRUARY 10,
1983, WHICH ESTABLISHED PROCEDURES FOR
CONTRACTING SUCH PROFESSIONAL SERVICES AND
WHICH ESTABLISHED COMPETITIVE NEGOTIATION
REQUIREMENTS WITH REGARD TO THE FURNISHING OF
SUCH SERVICES.
WHEREAS, Resolution No. 87-556, adopted on June 11, 1987,
designated the project entitled the "Citywide Neighborhood Park
Renovations Project" as a Category B project for certain City
parks on a collective, combined and/or individual basis; and
WHEREAS, said Resolution also authorized the City Manager to
advertise for, on a collective, combined and/or an individual
park basis, the professional services of a qualified planning and
design consultant(s), through the competitive selection process,
to prepare plans, specifications and to oversee construction for
said projects(s), on a collective, combined and/or an individual
park basis, and to appoint a competitivc belection committee;, on
a collective, combined and/or an individual park project basis,
for the consultant selection; and
WHEREAS, said Resolution further appointed Walter E. Golby,
Director, Department of Parks, Recreation and Public Facilities,
to serve as the Chairman of said committee, all in accordance
with Ordinance No. 9572, adopted February 10, 1983, which
established procedures for contracting such professional services

and which established competitive negotiation requirements with
regard to the furnishing of such services, an,9;
WHEREAS, Ordinance No. 9572 also requires establishment of a
Certification Committee of not less than three (3) professionals
qualified in the fields of endeavor or practices involved, to
review the qualifications, performance data and related
information provided by those responding to the City's request
for professional services;
NOW, THEREFORE, BE IT RESOLVED BY HHE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. Resolution No. 87-556, adopted on June 11, 1987,
is hereby amended by adding the following new Sections 4 and 5
thereto:
"Section 4. The following parks are hereby included in
the Category B designation of the Citywide Neighborhood Park
Renovations Project: African Square Park, Allapattah
Comstock Park, Roberto Clemente Park, Gibson Park, Legion
Park, Lummus Park, Morningside Park, Range Park, Virginia
Key Park, and Virrick Park.
Section 5. A five (5) member Certification Cottunittee
is hereby appointed consisting of the following City staff:
Alan I. Poms, Member, American Institute of Architects,
and Registered Architect,
Gene Pelaez, P. E., and Registered Engineer,
Juanita D. Shearer, Member, American Society of
Landscape Architects, and Registered Landscape Architect;
further, a Registered Landscape Architect and an
Architect from the private sector, not involved with any of
the prospective design teams, to be named by the Park
IR
Advisory board subsequent to the receipt of Proposals."

Resolutions Appointing
a Certification Committee
for the Citywide Neigh-
borhood Park Renovations
Project
It is respectfully recommended that the City Commission adopt the
attached Resolution amending Resolution No. 87-556, to name the
parks to be included in the Category E designation and to appoint
a Certification Committee to review the qualifications,
performance data and related information to be provided by those
responding to the City's request for professional services for
the Citywide Neighborhood Park Renovations Project.
Backgrouodt
The Parks, Recreation and Public Facilities Department has
prepared the attached resolution which amends Resolution No. 87-
556, adopted on June 11, 1987. The latter Resolution designated
the project entitled the "Citywide Neighborhood Park Renovations
Project" as a Category B project for certain City parks on a
collective, combined and/or individual basis. It also authorized
the City Manager to advertise on such basis for the professional
services of a planning and design consultant(s) and to appoint a
Competitive Selection Committee. The resolution further
appointed Walter E. Golby, Director, Parks, Recreation and Public
Facilities Department, as the Chairman of said committee, all in
accordance with Ordinance No. 9572, adopted on February 10, 1983,
which established procedures for contracting such professional
services and which established competitive negotiation
requirements with regard to the furnishing of such services.
Ordinance No. 9572 also requires the establishment of a
Certification Committee of not less than three professionals
qualified in the fields of endeavor or practices involved, to
review the qualifications, performance data and related

The attached resolution appoints the following City staff to the
Certification Committee:

Jim Leukanech, P. E., Member, Florida Engineering Society,
and Registered Engineer,

and, in this case, a Registered Landscape Architect or Architect
from the private sector, not involved with any of the prospective
design teams, to be named by the City Manager subsequent to the
receipt of proposals.

Agenda item #12 (J-88-211) [Resolution authorizing
inter-looal agreement for City's purchase of top
soil/fill from Dade County] This item has been
modified by the deletion of the words "Aviation
Department" in referring to Metropolitan Dade County.
Agenda item fla (J-88-217) [Resolution authorizing
agreements for oonstruotion of railroad grade
crossings] The term "responsibility" referring to Dade
County's participation in regard to reimbursement of
the City for all costs associated with the Northwest
lot Avenue railroad crossing has been changed to
'obligation".
AEenda item #27 (J-88-224) [Resolution authorizing
issuance of Request for Proposals] The name of Carlos
Smith, Teohnioal Services Administrator. has been
substituted for Carlos Garcia. Finanos Director, in
regard to the appointment of the Chairman of a
Competitive Seleotion and Negotiation Committee to be
established by the City Manager in oonneotion with the
City's acquisition of computer software for an
Integrated financial and personnel system. The
attached resolution should be substituted in your
Agenda Packet.

regard to the appointment of a member on the
Certification Committee in connection with the City-

NOTE: At the time the Consent Agenda is voted upon. if the above
Items 012, i18, 427, and 430) are not removed from the Consent
Agenda and considered separately. there should be an announcement
made by the Mayor that Items •12, 418, f27. and i30 are being
voted upon was modified'.

Code) These items, appearing for Second Reading in the
Agenda Packet have been modified to reflect your
consideration as emergency revenue measures. 3xoept
for Item 041, no changes are contained in these three
ordinances other than the declaration of the emergency.
In Item 041, the maximum charge for the application fee
to accompany an application for a Major Use Permit for
Projects classified as a Development of Regional Impact
now ref leots the amount of $85,000 as the maximum fee
Per phase instead of per project, the per square foot
fee of $0.075 remaining the name.
Agenda ItAn 449 (J-88-234) IOrdinanoe establishing
parking charges for City -owned parking lots adjacent to
Coconut Grove Szhibition Center] This ordinance, as
distributed, did not provide for a maximum parking
obarge for parking lots adjacent to the Coconut Grove
inhibition Center in those instances where the
scheduled fee does not apply. We have added the
fciloving language to the statement which authorizes
the Director of the Department of Parks, Recreation and
Public Facilities to determine charges not specifically
designated in the ordinanoe: "...with said parking
charges not to szoeed the rates generally charged by
private parking lot operators in the Coconut Grove Area
for similar events and activities."
The provision that the parking charge for any event
must be suffioient to ensure that "total City parking
revenues are not less than the cost of operating the
parking lot for that event" remains in the ordinance
with the following additional clause: "..,if revenues
derived from the above are less than the City's costs
to operate said parking lots, then the City may obtain
reimbursement from the event sponsor for the
difference."
