A RESOLUTION AUTHORIZING THE, CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT FOR AN
AMOUNT NOT TO EXCEED $4,500, IN A FORM
ACCEPTABLE, TO THE CITY ATTORNEY, BETWEEN THE
CITY OF MIAMI AND THE WYNWOOD COMMUNITY
ECONOMIC DEVELOPMENT CORPORATION TO CONDUCT A
STUDY ANALYZING THE INDUSTRIAL DEVELOPMENT
POTENTIAL OF THE GARMENT CENTER/FASHION
DISTRICT OF WYNWOOD IN THE, CITY OF MIAMI,
UTILIZING FUNDS PREVIOUSLY APPROPRIATED TO
THE, DEPARTMENT OF DEVELOPMENT FOR ECONOMIC
DEVELOPMENT ACTIVITIES, FROM THE 13TH YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT.
WHEREAS, it is the policy of the City to revitalize and
redevelop economically distressed areas and neighborhoodq in the
City; and
WHEREAS, the City Commission has previously
appropriated funds in the 13th Year Community Development Block
Grant Funds for the economic development projects; and
WHEREAS, the Garment Center/Fashion District of Wynwood
In the City has been experiencing declining economic activity and
disinvestments in recent years; and
WHEREAS, the City of Miami has acquired 12 + acres for
industrial redevelopment designated as the Garment Center/Fashion
District Redevelopment area; and
WHEREAS, the City seeks to identify the reasons
contributing to the economic decline of the Garment/Fashion
District for the purpose of developing and effective strategy for
revitalizing the District and for developing a reuse plan for the
Garment Center/Fashion District; and

WHEREAS, Wynwood Community Economic Corporation has
been funded by the City to undertake economic revitalization
activities in the Garment Center/Fashion District;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMi, FLORIDA:
SECTION I. The City Manager is hereby authorized to
negotiate and execute an agreement, in a form acceptable to the
City Attorney, between the City and the the Wynwood Economic
Development Corporation to conduct a study to analyze the
industrial development potential of the Garment Center/Fashion
District and provide ancilliary marketing services.
SECTION 2. The amount of $4,500 previously appropriated
to the Department of Development from the 13th year Community
Development Block Grants is allocated to said project.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the City Manager to negotiate and
execute an agreement for an amount not to exceed $4, 5uG.00 in a
form acceptable to the City Attorney, with the consulting firm
of Business Economic Analysis Inc. to conduct a study analyzing
the industrial development potential of the Garment
Center/Fashion District utilizing funds previously appropriated
to the Department of Development for economic development
activities from the 13th Year Community Development Block Grant.
BACKGROUND:
The Department of Development recommends that the preparation of
an economic impact strategy for the Garment/Fashion District of
Wynwood. The Garment/Fashion District used to be one of the top
revenue producing economic sectors in the City of Miami and also
a major employer of unskilled labor. In the past 10 years,
however, the level of economic activity in the District has
declined dramatically.
To develop an effective strategy for addressing this situation,
the Department of Development consulted with Garment District
merchants and industrialists. The reasons for the District's
decline are numerous and complex. Consequently, it was resolved
that an in-depth survey should be conducted to identify the major
economic problems currently facing the District. Based on the
findings of this survey, the City will develop and implement a
program for revitalizing the District. The City will also
utilize the results of this study to develop a strategy for the
marketing of the 9 + acre publicly owned Garment Center/Fashion
District Redevelopment Area. This area located south of the 5th
Avenue Garment Center was acquired originally for expansion of
the garment industry. Based on market conditions alternative
development programs need to be developed.

The Department of Development lacks sufficient staff to carry out
a survey of this magnitude. Therefore, the Department requests
that the City enter into a contract with Business Economic
Analysis, Inc. a minority -owned Hispanic Consulting firm, for the
purpose of executing this study.
Funding for this survey is currently available from the 13th Year
Community Development Block Grant.
