BACKGROUND: The Department of Development recommends that the preparation of an economic impact strategy for the Garment/Fashion District of Wynwood. The Garment/Fashion District used to be one of the top revenue producing economic sectors in the City of Miami and also a major employer of unskilled labor. In the past 10 years, however, the level of economic activity in the District has declined dramatically. To develop an effective strategy for addressing this situation, the Department of Development consulted with Garment District merchants and industrialists. The reasons for the District's decline are numerous and complex. Consequently, it was resolved that an in-depth survey should be conducted to identify the major economic problems currently facing the District. Based on the findings of this survey, the City will develop and implement a program for revitalizing the District. The City will also utilize the results of this study to develop a strategy for the marketing of the 9 + acre publicly owned Garment Center/Fashion District Redevelopment Area. This area located south of the 5th Avenue Garment Center was acquired originally for expansion of the garment industry. Based on market conditions alternative development programs need to be developed.
